In contemporary accounts of cultural value, young people's perspectives are often restricted to analyses of their encounters with formal cultural institutions or schools or to debates surrounding the cultural implications of new digital spaces and technologies. Other studies have been dominated by instrumental accounts exploring the potential economic benefit and skills development facilitated by young people's cultural encounters and experiences. In this paper we examine the findings of a nine month project, which set out to explore what cultural value means to young people in Bristol. Between October 2013 and March 2014, the Arts and Humanities Research Council "Teenage Kicks" project organised 14 workshops at 7 different locations across the city, with young people aged 11-20. Working in collaboration with a network of cultural and arts organisations, the study gathered a range of empirical data investigating the complex ecologies of young people's everyday/"lived" cultures and values. Young people's own accounts of their cultural practices challenge normative definitions of culture and cultural value but also demonstrate how these definitions act to reproduce social inequalities in relation to cultural participation and social and cultural capital. The paper concludes that cultural policy-makers should listen and take young people's voices seriously in re-imaging the city's cultural offer for all young people.
Abstract:The regulation and reception of anime in Britain has, historically, been fraught with difficulty. In 1992, the British Board of Film Classification (BBFC) rejected the first instalment of Urotsukidoji, a controversial series of erotic anime, on the grounds of its sexually explicit content; this decision set a precedent for the way in which they would continue to censor anime for the following two decades. Nearly twenty years later, in 2009, the Coroners and Justice Act, also known as the 'Dangerous Cartoons Act', made it a criminal offence to possess non-photographic pornographic images of children, including CGI, cartoons, manga images and drawings. Through an examination of the BBFC's archival materials on Urotsukidoji -Legend of the Overfiend, supplemented by references to a small number of newspaper articles published during this period, this article offers a range of insights into the historical context in which the current series of debates surrounding the 'Dangerous Cartoons Act' can be situated and assessed. These are used to consider the transcultural flow of genres across national borders, and the difficulties a regulator from one culture encounters when dealing with controversial material originating from another, such as Japan, that has a substantially different set of social values and artistic conventions. Furthermore, this case highlights the important role played by distribution companies in shaping the production and evolution of genres within the transcultural marketplace.
As a cultural institution of national and global significance, the British Academy of Film and Television Arts (BAFTA) is notably absent from existing scholarship on the media industries. More importantly, BAFTA's role as an independent arts charity set up by the industry to support and develop new talent is often overlooked. Instead, references to BAFTA made by media and film scholars most frequently take the form of footnotes or digressions that detail particular awards or nominations. Drawing on a range of archival sources, including BAFTA's own records, we address this significant omission within existing scholarship on the British cultural and creative industries. In particular, we examine the period 1947–68, focusing on the 1958 merger of the British Film Academy with the Guild of Television Producers and Directors to form a new institution, known as the Society of Film and Television Arts (SFTA, later renamed BAFTA). This was achieved despite the well-documented tensions existing between the two industries throughout the period, which we identify and analyse within this historical context. We argue that a crucial factor driving the 1958 merger was the desire to develop quality training schemes across both industries. This, in turn, was partly enabled by an egalitarian turn in post-war British society towards the development of greater social equality and mobility. In reconstructing these events, we therefore interrogate and reassess the role played by this key national institution on the development of the creative and cultural industries, offering an expansion and revision of scholarship on media histories of post-war Britain.
Disreputable films involving explicit representations of sex and violence have long attracted the attention of the censors and cult film audiences alike. In late 2012, the British Board of Film Classification (BBFC) announced it was tightening its regulation of representations of sadistic and sexual violence, simultaneously enhancing the subcultural capital and potential cult status of the films in question (Thornton, Club Cultures: Music, Media and Subcultural Capital, Cambridge: Polity Press, 1995, 11). The subsequent publication of the BBFC's revised guidelines in January 2014 confirmed its increasingly censorial stance (British Board of Film Classification, The Guidelines, London: BBFC, 2014a). The Board's rationale for implementing these changes was that a succession of technological developments had created ‘a new media and entertainment landscape’ requiring stricter regulation (British Board of Film Classification, BBFC Guidelines 2014: Research Report, London: BBFC, 2014b, 15). This paper traces a series of changes in film regulation during the post-Ferman era, focusing in particular on the pedagogical turn taken by the BBFC under the directorship of David Cooke (2004–14). Drawing on a range of reports and documents, I argue that by discursively framing these policy adjustments in the context of the so-called ‘sexualisation of culture’ debate, the BBFC have obscured a more fundamental shift in their purpose and remit during the Cooke era
