ABSTRAK. Pendapatan Asli Daerah (PAD) merupakan gambaran potensi keuangan daerah, dimana terdapat berbagai sektor yang dapat dikembangkan untuk meningkatkan Pendapatan asli daerah salah satunya adalah sektor pariwisata, sehingga keberadaan pariwisata diharapkan mampu menjadi salah satu penyumbang bagi pendapatan asli daerah, namun sektor pariwisata di Kota Jayapura belum dikelola dan dimanfaatkan secara optimal, dalam kenyataannya banyaknya aset wisata di Kota Jayapura yang masih dikuasai oleh pemilik hak ulayat dengan melakukan pungutan liar, kurangnya hubungan kerjasama dengan dinas-dinas terkait dalam membangun dan mengembangkan objek wisata, dan kurangnya partisipasi masyarakat dalam mengembangkan objek wisata. Berdasarkan hal tersebut maka penulis tertarik untuk melakukan penelitian dengan judul; "Strategi Pengembangan Pariwisata Dalam Meningkatkan Pendapatan Asli Daerah (PAD) di Kota Jayapura Provinsi Papua. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif untuk menggambarkan tentang keadaan di lapangan yang kemudian diteliti untuk menemukan pemecahan masalah yang bersifat umum. Data yang dihimpun untuk penelitian ini adalah data yang terkait dengan analisis ASOCA terhadap strategi pengembangan pariwisata dalam meningkatkan pendapatan asli daerah (PAD) serta implikasinya dalam menentukan strategi yang akan dilakukan oleh Dinas Pariwisata Kota Jayapura Provinsi Papua. Penelitian ini dibuat untuk mengetahui dan memaparkan sejauh mana strategi Dinas Pariwisata dalam pengembangan pariwisata untuk meningkatkan pendapatan asli daerah di Kota Jayapura seiring dengan fenomena yang menggambarkan hambatan yang dihadapi dan upaya dalam mengatasi hambatan. The implementation of community policing policies in creating security and public order in the city of Bandung was revealed according to the Von Meter and Von Horn public policy implementation models, there are six variables that shape the relationship between policy and performance. The implementation of the policy must be able to adjust the condition and situation of the object from the implementation of policies adjusted to the dynamics that occur in the field. There is a finding on the factor that hinders the implementation of community policing policies, including the low quality of the human resources that play the role, inadequate funding resources, lack of community policing policy and the lack of local culture empowerment. A new concept obtained so that the implementation of community policing policies in realizing security and order in the city of Bandung can be carried out effectively, so the author found the OK PRAPTO Model, which is a normative model that 388 yields result according to ASOCA analysis to enable the implementation of the community policing policy in the city of Bandung.
Abstrak Penelitian ini bertujuan untuk menganalisis pengaruh reformasi birokrasi dan budaya kerja terhadap kinerja pegawai di Rumah Sakit Umum Daerah dr. R. Soedjono Selong Kabupaten Lombok Timur Provinsi Nusa Tenggara Barat. Penelitian ini menggunakan metode kuantitatif dengan jumlah responden sebanyak 270 orang pegawai yang diambil memalui teknik stratified random sampling. Hasil penelitian menunjukkan bahwa reformasi birokrasi dan budaya kerja berpengaruh positif dan signifikan terhadap kinerja pegawai pegawai di Rumah Sakit Umum Daerah dr. R. Soedjono Selong Kabupaten Lombok Timur Provinsi Nusa Tenggara Barat. Hal ini membuktikan bahwa semakin tinggi tingkat reformasi birokrasi dan budaya kerja, maka akan semakin tinggi pula kinerja pegawai. Kata Kunci: reformasi birokrasi, budaya kerja, kinerja pegawai. Abstract This study aims to analyze the effect of bureaucratic reform and work culture on employee performance at the Regional General Hospital, dr. R. Soedjono Selong, East Lombok Regency, West Nusa Tenggara Province. This study uses a quantitative method with 270 respondents employed through the stratified random sampling technique. The results showed that bureaucratic reform and work culture had a positive and significant effect on employee performance at the Regional General Hospital dr. R. Soedjono Selong, East Lombok Regency, West Nusa Tenggara Province. This proves that the higher the level of bureaucratic reform and work culture, the higher the employee's performance will be. Implementation of Open Selection Policy in Primary High Leadership Position in Pekanbaru City, Riau Province. The Open Selection Policy in the Top Manager is the implementation of Law Number 5 Year 2014 concerning the State Civil Apparatus (SCA). The objective of open selection is to create apparatuses that have professionalism based on merit system. Implementation of the Open Selection Policy in the City of Pekanbaru is the first policy implemented in Sumatra. This study uses a descriptive design with a qualitative approach. Data was collected by interviewing informants consisting of regional heads, heads of selection teams, SCA who passed selection, observation and documentation, then analyzed to get a description. The results of the study indicate that the Implementation of the Open Selection Policy for TOP Managers in the City of Pekanbaru is carried out with the effectiveness of communication and clear distribution authority for each organ implementing the policy. Large funds are needed to build assessment centers, suit workloads and program incentives. There are indications of time uncertainty at each selection stage. The ideal model for open selection policy in Pekanbaru City should be an enrichment of the Edwards III Policy Implementation policy which is equipped with environmental variables and transparency indicators in communication variables. The purpose of this study was to analyze the influence the organizational transformation, compensation and organizational culture on the performance of local government bureaucracies in Sumedang Regency, West Java Province, Indonesia. This study used quantitative designs. The data collection was carried out by a survey to collect information from respondents using a questionnaire. The population in this study was all civil servants in Sumedang Regency, with a number of respondents amounting to 386 people based on the Slovin’s formula for sampling. The data analysis technique used is the Structural Equation Modeling (SEM) with results showing that organizational transformation, compensation and organizational culture have a significant influence on the performance of the Sumedang Regency Government Bureaucracy.
