PT Asia Forestama Raya is a forest product processing factory for the wood industry's raw materials. Based on Article 74 Paragraph (1) of Law Number 40 of 2007 concerning Limited Liability Companies, it is stipulated that companies that carry out their business activities in the natural resources sector and / or fields related to natural resources are required to implement CSR. In Article 10 of Riau Provincial Regulation Number 6 of 2012 concerning Corporate Social Responsibility in Riau Province, it is stated that CSR programs can take the form of community economic empowerment. This research aims to explain the implementation of PT Asia Forestama Raya's CSR on community economic empowerment during the Covid-19 pandemic. The method used in this research is socio-legal research. During the Covid-19 pandemic, the public really expected a real contribution from PT Asia Forestama Raya. PT Asia Forestama Raya's obstacle in implementing community economic empowerment in Limbungan Village is that the financial condition of PT Asia Forestama Raya is currently in an unstable state. Efforts that can be made by the people of Limbungan Village if PT Asia Forestama Raya doesn’t carry out a CSR program are to convey their aspirations to Commission IV of DPRD Pekanbaru City. Based on Article 32 of Riau Provincial Regulation Number 6 of 2012 concerning Corporate Social Responsibility in Riau Province, it is stated that if PT Asia Forestama Raya doesn’t carry out CSR towards empowering the community's economy, the company can be subject to administrative sanctions by the Pekanbaru City Government.
AbstrakTujuan penelitian ini untuk menjelaskan dampak kebijakan RTRW terhadap iklim investasi bidang usaha perkebunan di Provinsi Riau. Penelitian ini menggunakan metode penelitian hukum sosiologis dengan pendekatan empiris. Hasil penelitian ini dapat dijelaskan bahwa fenomena fundamental yang mempengaruhi iklim investasi di Provinsi Riau. Belum selesainya RTRW berdampak besar terhadap investasi karena setiap investasi membutuhkan lahan/lahan. Sampai saat ini, Perda RTRW Provinsi Riau belum terbentuk, karena masih ada status resolusi masalah hutan di Kementerian Kehutanan. Penelitian ini menyimpulkan bahwa Pemerintah Provinsi Riau pada tahun 2001 sudah memulai melakukan revisi terhadap Perda Nomor 10 Tahun 1994 tersebut. Tetapi, sampai dilakukannya penelitian ini Perda RTRW Provinsi Riau belum ditetapkan, karena memang masih ada penyelesaian masalah status kawasan hutan di Kementerian Kehutanan. Tentunya, Pemerintah Daerah Provinsi Riau termasuk daerah kabupaten/kota di Riau tidak berani mengambil risiko hukum menerbitkan izin baru untuk investasi perkebunan. Upaya yang dilakukan di tengah ketidakpastian kebijakan RTRW terhadap investasi bidang usaha perkebunan di Provinsi Riau dapat dikatakan hanya menunggu pengesahan Perda RTRW Provinsi Riau. ____________ Kata Kunci: RTRW, Investasi, Perkebunan AbstractThe purpose of this study is to explain the impact of RTRW policy on investment climate in the field of plantation business in Riau Province. This research uses sociological law research method with empirical approach. The result of this research can be explained that fundamental phenomenon influencing investment climate in Riau Province. The unfinished RTRW has a major impact on investment because every investment requires land. Until now, Riau Province RTRW regulation has not been established yet, because there is still the status of forest problem resolution in the Ministry of Forestry. This research concludes that the Government of Riau Province in 2001 has started to revise the Regulation No. 10 of 1994. However, until this research, Riau Province RTRW regulation has not been established yet, because there is still a solution to the status of forest area in the Ministry of Forestry. Of course, the Riau Provincial Government, including the districts / municipalities in Riau, dare not take legal risks issuing new licenses for plantation investment. Efforts made in the middle of the policy discretion RTRW investment in the field of plantation business in Riau Province can be said just waiting for ratification of RTRW Perda Riau Province.
The problems of this study sets on how the RTRW policy impact on the investment climate in Riau plantation fields?, then, how the efforts made in the middle of the lack of certainty RTRW policy towards investment in plantations in Riau Province?. This sociological study employ a survey to revealed that the fundamental phenomena that affect the investment climate in the province of Riau is the completion of the RTRW. It is a law that underlies the use of space/land. Therefore, the effect of the completion of this RTRW enormous impact because almost all areas of business will be affected. This is because each investment will obviously be a need for land/land for business activities. However, until this study RTRW by law Riau province has not been established, because there are still problem resolution status of forest in the Ministry of Forestry. Of course, the local government of Riau Province including the districts/cities in Riau did not dare to take the risk of a new legal issue licenses for plantation investments. That is all there is no certainty RTRW Riau provincial government did not dare to give permission for the investor field plantation to use the land. Investment in the plantation business which has been running until now is only an investment based on the provisions of the RTRW long. However, it will not be given permission for a new investor to acquire new land anyway. Despite promising a significant contribution to the income of Riau Province. Last issue of discourse RTRW Riau Province will be completed soon. Estimates in February 2017 RTRW Riau will soon be passed.
The problem with partners in this community service activity is the people of Lembah Sari Village, Rumbai Timur District, Pekanbaru City regarding the forms of business entities for Micro, Small, and Medium Enterprises (MSMEs). The solution offered in this community service activity is to increase the knowledge of the people of Lembah Sari Village, Rumbai Timur District, Pekanbaru City regarding forms of business entities for Micro, Small and Medium Enterprises (MSMEs). The implementation method used in this community service activity is to use the lecture, dialogue, and discussion methods in order to provide legal counseling to the people of Lembah Sari Village. Participating partners in this community service activity are the Head of the Development and Community Empowerment Section of Lembah Sari Village and the Head of RW 07 Lembah Sari Village who participated in providing time, providing space, and supporting facilities, and presenting the community as activity participants. The output target of this community service activity is scientific articles published in national journals. The conclusion of this community service activity is that this activity has been successfully implemented and the benefits can be felt directly by the participants. Before the activity was carried out, of the 20 participants, only 19% answered correctly the material to be presented. Meanwhile, after the activity was carried out, 59% of participants answered that they had understood the material presented.

The solution offered in this community service activity is to increase the knowledge of Karang Taruna members, Meranti Pandak Village, Rumbai District, Pekanbaru City regarding forms of business entities for Micro, Small and Medium Enterprises (MSMEs) based on Law Number 20 of 2008 concerning Micro Enterprises. , Small, and Medium. The implementation method used in this community service activity is to use the lecture, dialogue, and discussion methods in order to provide legal counseling. Partners' participation in this community service activity is by providing time, providing a place and its supporting facilities, and presenting members as activity participants. The output target of this community service activity is scientific articles published in the Sinta-5 accredited national journal. The conclusion of this community service activity is that this activity has been successfully implemented and the benefits can be felt directly by the participants. Before the activity was carried out, of the 15 participants, only 29.3% answered that they knew about the material to be delivered. Meanwhile, after the activity was carried out, 77.3% of participants answered that they knew the material presented.Keywords: Law; MSMEs; Legal entity.
