COVID-19 pandemic impacts on vocational education. Lectures that were originally conducted face-to-face learning are diverted to online learning to avoid the spread of the pandemic. Online learning is very difficult to apply for courses conducted in the laboratory. This study discusses vocational students’ responses to the practice of online learning during the COVID-19 pandemic. Data were collected through a questionnaire created on Google form consisting of 20 questions. The questionnaire used a Likert scale to find out the attitudes and students’ perceptions of the implementation of online learning. The number of research respondents was 107 people consisting of 45 respondents from the West Aceh State Community Academy and 62 respondents from Lhokseumawe State Polytechnic, Aceh, Indonesia. The results of this study found that 59.81% of students disagree with online learning. The results also showed a score of 76.95% of the students agree that internet access is the main obstacle in online learning. However, students’ satisfaction with the current online learning system for students shows a score of 67.50%. Opinions related to online learning from 107 respondents showed that 45.42% of them less agree if online learning is still applied when the COVID-19 pandemic ends.
The Meulaboh - Tapak Tuan road is the main access road linking several districts, Aceh Barat, Aceh Barat Daya, Aceh Selatan, and Aceh Tengah. After the earthquake and tsunami hit Aceh, its economies experienced rapid growth. This greatly influences the distribution of traffic volume on specific road segments, including the increasingly congested Meulaboh - Tapak Tuan roads. As a result, the number of private vehicles is increasing. The purpose of this research is to evaluate the performance of roads in the area based on the Indonesian Road Capacity Manual, as well as to analyze the level of road services at present and in the future. The analysis of the road performance can be measure by several indicators such as traffic flow (Q), capacity (C), degree of saturation (DS), free flow velocity (FV), and level of service on the road section. The calculations were obtained from 3 days direct observation in the field from 07:00 to 19:00 with Monday and Thursday representing workdays and Saturday representing weekend. The highest conversion value of traffic flow in 2020 was 1357 pcu/hour for (Q), 2654 pcu/hour for the actual capacity value (C), and 0.51 for the degree of saturation (DS). The analysis results show that the degree of saturation < 0.75. According to Marga (1997), it is considered in good condition with smooth traffic flow at the service level of C. The road performance analysis for the next five years for traffic flow was 2093 pcu/hour for Q and 0.79 for the degree of saturation (DS). The service level is categorized as level D. It is necessary to find solutions and alternatives to reduce the degree of saturation (DS) value by increasing the value of capacity. Pasca gempa dan tsunami menerjang, pertumbuhan ekonomi pada Provinsi Aceh mengalami kemajuan yang cukup pesat. Hal ini sangat mempengaruhi penyebaran volume lalu lintas pada ruas-ruas jalan tertentu termasuk ruas jalan lintas Meulaboh – Tapak Tuan semakin padat. Adapun tujuan penelitian ini adalah melakukan evaluasi kinerja terhadap ruas jalan pada kawasan tersebut berdasarkan Manual Kapasitas Jalan Indonesia, dan menganalisis tingkat pelayanan jalan pada saat ini maupun di masa yang akan datang. Dalam menganalisis kinerja ruas jalan indikator kinerja yang dibutuhkan yaitu arus lalu lintas (Q), kapasitas (C), derajat Kejenuhan (DS), Kecepatan arus bebas (FV) dan tingkat pelayanan pada raus jalan tersebut. Hasil perhitungan yang di dapat selama 3 hari pengamatan langsung di lapangan dari pukul 07.00-19.00 wib yaitu hari senin dan kamis mewakili hari kerja, hari sabtu mewakili hari libur. Didapat nilai konversi tertinggi arus lalu lintas pada Tahun 2020 (Q) sebesar 1357 smp/jam, nilai kapasitas aktual (C) sebesar 2654 smp/jam, derajat kejenuhan (DS) sebesar 0,51. Dari hasil perhitungan didapat derajat kejenuhan < 0,75 (Marga, 1997) dianggap dalam kondisi baik, arus stabil, kecepatan dipengaruhi oleh lalu lintas dengan tingkat pelayanan C. Perhitungan analisis kinerja jalan pada 5 tahun mendatang yaitu untuk arus lalu lintas Tahun 2025 (Q) sebesar 2093 smp/jam derajat kejenuhan (DS) sebesar 0,79 tingkat pelayanannya dikategorikan tingkat D. Hal tersebut dapat dicari solusi terbaik sehingga dapat menurunkan nilai derajat kejenuhan (DS) dengan cara meningkatkan nilai kapasitas. Abstrak: Pasar sangatlah identik dengan pusat keramaian, karena pasar merupakan pusat perdagangan yang terletak di pusat kota yang sering disebut juga dengan kawasan Central Bussiness District (CBD). Karena pasar merupakan pusat keramaian sehingga mengundang banyak masyarakat untuk datang ke kawasan tersebut sehingga menimbulkan kemacetan arus lalu lintas, akibat tidak terkendalinya arus lalu lintas di sekitar pasar. Kemacetan arus lalu lintas salah satunya akibat dari tidak terkendalinya parkir sehingga membuat kondisi parkir di sekitar daerah tersebut menjadi semakin semrawut. Pasar Aceh merupakan salah satu pusat perdagangan terbesar dan yang paling berkembang di kota Banda Aceh. Semakin berkembangnya kawasan Pasar Aceh membuat aktivitas pergerakan masyarakat semakin meningkat, sehingga membuat menurunnya tingkat pelayanan jalan di kawasan tersebut, yang diakibatkan oleh kendaraan yang berjalan lambat, parkir, pejalan kaki dan pedagang kaki lima. Pasar Aceh memiliki fasilitas ruang parkirnya. Setelah disediakan ruang parkir pada gedung Pasar Aceh (off-street parking) yang baru ini ternyata masih banyak masyarakat yang lebih memilih parkir dibadan jalan (on-street parking), sementara pelataran parkir pada gedung Pasar Aceh belum habis terisi penuh, sehingga masih terjadi kemacetan dan kesemrawutan lalu lintas yang diakibatkan oleh banyaknya pengguna jalan yang menggunakan badan jalan sebagai tempat parkir. Tujuan penelitian ini adalah : (1) mengevaluasi kinerja jalan yang terbebani oleh kendaraan yang melintasi jalan di kawasan Pasar Aceh, (2) mengevaluasi kebutuhan ruang parkir yang optimal untuk melayani para pengunjung Pasar Aceh dan (3) mengidentifikasi permasalahan-permasalahan yang timbul akibat on-street parking berdasarkan persepsi masyarakat. One of the traffic jams is due to uncontrolled parking, making parking conditions around the area increasingly chaotic. Aceh Market is one of the largest and most developed trade centers in the city of Banda Aceh. The increasing development of the Aceh Market area has made community movement activities increasingly increasing, which has caused a decline in the level of road services in the area, which is caused by vehicles that run slowly, parked, pedestrians and street vendors. Aceh Market has its parking facilities. Having provided parking space on the new Pasar Aceh (off-street parking) building it turns out that there are still many people who prefer on-street parking, while the parking lot on the Aceh Market building has not been fully filled, so traffic jams still occur and the chaos of traffic caused by many road users who use the road as a parking lot. The objectives of this study are: (1) evaluating road performance burdened by vehicles crossing the road in the Aceh Market area, (2) evaluating optimal parking space requirements to serve Aceh Market visitors and (3) identifying problems arising from -street parking based on people's perception. Kabupaten Aceh Barat pada saat terjadinya gempa dan tsunami 2004 silam telah mengupayakan pengurangan risiko bencana dengan membuat jalur evakuasi penduduk dari daerah rawan bencana menuju tempat yang tinggi dan dirasa aman. Namun saat ini beberapa jalur evakuasi eksisting yang ada dalam keadaan rusak parah, yaitu ruas jalan Alue Peunyareng – UTD Desa Ujong Tanoh Darat Kecamatan Meureubo dan ruas jalan Meulaboh - Tutut Desa Keuramat Kecamatan Kaway XVI. Apabila kondisi ruas jalan dalam keadaan rusak parah, pada saat berlangsungnya proses evakuasi bencana nantinya akan mengalami kendala seperti tingkat keselamatan berkendara dan juga mengakibatkan waktu tempuh kendaraan menjadi lebih lambat. Tujuan Penelitian ini adalah untuk mengevaluasi tingkat kerusakan jalan pada kedua ruas jalan eksisting tersebut dengan melakukan perbandingan antara metode Bina Marga dan PCI (Pavement Condition Index). Data yang dikumpulkan diperoleh dari observasi di lapangan dengan melakukan pengukuran tingkat kerusakan, dan survei Lalu Lintas Harian Rata-rata (LHR). Hasil analisis dengan dua metode didapatkan kondisi ruas jalan Alue Peunyareng – UTD Desa Ujong Tanoh Darat Kecamatan Meureubo dengan nilai PCI rata-rata 23,30 dengan kategori sangat jelek (very poor) dan nilai prioritas penanganan yaitu 4 dilakukan penanganan pemeliharaan berkala sedangkan ruas jalan Meulaboh - Tutut Desa Keuramat Kecamatan Kaway XVI dengan nilai PCI rata-rata 31,33 dengan kategori jelek (poor) dan nilai prioritas penanganan yaitu 3 dilakukan peningkatan jalan. Adapun rekomendasi alternatif penanganannya yaitu dilakukan mengganti perkerasan (replacement) dengan menghitung tebal lapis perkerasan tambahan atau dengan cara rekonstruksi (recycling) mendaur ulang perkerasan yang sudah ada di lapangan untuk biaya yang lebih hemat.
The city of Meulaboh was one of the areas that had the worst impact when the earthquake and tsunami occurred on December 26, 2004. Apart from the impact on casualties, the impact on infrastructure damage is also high. Disaster risk reduction is meant to reduce the risks caused by disasters, one of which is loss of life. This research is about identifying evacuation routes and testing their feasibility to provide alternative evacuation route selection based on the Multi-Criteria Analysis method and testing its feasibility based on the road service level. The stages of this research method are preceded by the initial identification of alternative road sections that will be used as horizontal evacuation routes. The Selection of the priority scale of each horizontal evacuation route used the Multi-Criteria Analysis (AMK) method, the weighting value of each criterion is the result of an analysis based on the value of the level of importance between each criterion. The criteria used are accessibility, physical, social, and environmental aspects. Field data was collected based on questionnaires and interviews with stakeholders, including the PUPR Office of West Aceh Regency, the BPBK Office of West Aceh Regency, and the Experts. The result of the performance value (Pi) of the highest alternative evacuation route in Johan Pahlawan District is an alternative evacuation route number 1 with the route Jl. Bungong Jaroe - Jln Lintas Barat Sumatra (Imam Bonjol) - Jln. Generations - Jl. Ujong Beurasok Field with a performance value (Pi) of 7.42, and in Meureubo District the highest performance value was found on alternative evacuation route number 5 with the Jl. Meureubo-Reudep - Jl. Ranub Dong-Alue Peunyareng (perumahan griya mahoni) - Jl. Gunong Kleng-Alue Peunyareng with a performance value (Pi) of 6.47. Meanwhile, the highest road performance (DS) score was obtained on the Imam Bonjol road section with a DS value of 0.71, while in Meureubo District it was the Meureubo-Redeup road section with a DS value of 0.56. It can be concluded that these road sections are still within normal limits where the range of the ratio of traffic volume and road capacity is 0.75, with the service level value being in category C which indicates that the road is still feasible to serve the flow of vehicles using the road well.
