Good Governance and Smart Governments are optimising the use of ICT to change the characteristics of traditional government bureaucracy to smart government. The government opens itself by applying information technology in providing services to the citizen, businesses, and government under it. We are familiar with the concept of the term e-Government. Success in implementing e-Government is undoubtedly a concern of the government because it is the responsibility of the executive side. In achieving success, we also must look for barriers ahead. This study aims to find barriers and challenges so the success can be made. In this article, we will discuss the barriers and challenges to be implementing e-Government. The method used is a systematic review and qualitative analysis of using content analysis in empirical and theoretical studies. The results show the 34 main Barriers dan Challenges of e-Government services both in theory and implementation to get the right strategies and recommendation to improve public services.

In designing of Remotely Operated Vehicle (ROV), the most important issue is how to formulate the movements of the vehicle. This paper proposes the mathematical model of ROV movement. Combination of statics disciplines and dynamics of ROV movement are needed to formulate the mathematical model of ROV. Statics refers to the forces and moments that work on the physical system around the equilibrium point, dynamics refers to the effect of force on the movement of the object. Linear mathematical models analyzed can be combined or separated by taking into account the circumstances surrounding environment such as velocity vector of the linear state of the vehicle body (surge, sway and up) and angular (roll, yaw and pitch). Simulation results show that the movement of vehicles, both basic and combined movements have reliable characteristics.

Speedboat merupakan moda transportasi utama yang digunakan untuk pergerakan orang dari Ibu Kota Kota Tidore Kepulauan ke Sofifi Ibu Kota Provinsi Maluku Utara, penerapan kebijakan Pemerintah Republik Indonesia yang ditindak lanjuti oleh pemerintah Provinsi Maluku Utara terkait dengan pembatasan pergerakan orang untuk memutus penyebaran virus Covid-19. Penelitian ini bertujuan untuk mengetahui tingkat pelayanan moda transportasi speedboat rute Tidore-Sofifi selama pemberlakuan aturan tersebit di masa pandemi Covid-19. Metode yang digunakan adalah metode survey dengan pengumpulan data primer dan data sekunder. Teknik Analisa data menggunakan metode  Importance Performance Analysis dan Customer Satisfaction Index. Hasil penelitian mengungkapkan bahwa terjadi penurunan jumlah speedboat yang beropersi perhari sebesar 63,64%, penurunan perjalanan speedboat sebesar 87,88% dan penurunan jumlah penumpang sebesar 89,90%. Indeks kepuasan secara keseluruhan 54,87% untuk pengguna moda speedboat. Ini masuk pada indeks kepuasan 51%-65% dengan kriteria cukup puas.
