This article aimed to determine and analyses the implementation of innovation forms as well as the factors supporting and inhibiting the implementation of innovation in local government level. The research was conducted in north Jakarta. The research conducted One-Stop Integrated Service Office. The results showed that the licensing office innovated to accelerate building permits, which was easy and inexpensive with describe establishing building procedures, then start a variety of innovations carried out by One-Stop Integrated Service Office one day, register IMB online, IMB 3.0, bleaching IMB. And this is an important requirement for the business world. In providing services to business operators, efforts are needed from the government to implement good services by applying transparent, participatory and accountable principles, so that the community as a group that is served will get good service. Supporting factors for service innovation in the three regions were regulation and commitment of the local governments while the inhibiting factors of innovation implementation were the limited fund and incompetent personnel in service duties.
Changes in the leadership behavior of the middle managers in the ranks of government bureaucracy, including: insight, decision making, ability to influence others, the use of authority, and ability in interpersonal relationships, can be performed by increasing the educational value, leadership training, functional techniques as well as empowerment and development in the workplace. The empowerment and development includes\ improving organizational commitment such as: partiality attitude, working engagement, performance improvement, conflict control, a sense of commitment, obedience, and loyalty to the organization where a middle manager is in charge; and decreasing the sense of boundaries; setting clear and unambiguous standard of performance results and, equity in awarding activity, clear goals of the organization, warmth and support in the working relationship, and the risk-taking.

The policies carried out by the government both the central government and regional governments are often called the policies of the state. State policy is more an action that leads to a goal than as a random or accidental behavior or action. State policy in the present generally is not an accidental act but a planned action. Policy consists essentially of interrelated and patterned actions that lead to specific goals undertaken by government officials and do not constitute decisions of their own. Policy has to do with what the government actually does in certain fields. State policy may be positive or negative. In a positive form state policy may include various forms of government action intended to influence a particular problem, while in the form of a negative decision by government officials not to take any action on an issue where government intervention is actually needed. In other words, the government can adopt a very liberal policy or wash hands completely, either in whole or in part of life sectors. Of course, the absence of government interference will have a certain impact on all members of the community or a portion of the community members concerned.
