Penelitian ini bertujuan untuk: (1) mengetahui upaya yang dilakukan oleh pemerintah Kabupaten Kulon Progo dalam mengembangkan Community Based Tourism (CBT), (2) mengidentifikasi potensi wisata yang dapat dikembangkan menjadi CBT, (3) mendapatkan informasi faktor-faktor penghambat CBT di Kabupaten Kulon Progo, dan (4) merumuskan model pengembangan CBT sebagai strategi pemberdayaan ekonomi masyarakat di Kabupaten Kulon Progo. Upaya Pemerintah Kabupaten Kulon Progo dalam mengembangkan CBT sebagai strategi pemberdayaan ekonomi masyarakat dilakukan melalui: (a) Program pengembangan destinasi wisata, (b) Program pengembangan pemasaran pariwisata, dan (c) Program pengembangan kemitraan. Sementara itu, jenis pariwisata yang potensial untuk dikembangkan menjadi pariwisata berbasis masyarakat di Kulon Progo meliputi wisata alam, wisata agro, wisata religi, wisata pendidikan, budaya, kerajinan, dan kuliner. Terdapat beberapa faktor penghambat pengembangan CBT di Kabupaten Kulon Progo yaitu: (a) infrastruktur yang belum mendukung, (b) partisipasi masyarakat dalam mengembangkan pariwisata masih rendah, dan (c) kemitraan belum terjalin maksimal
This article aims to describe the development of CBT in Kulon Progo and obstacles faced. The method used descriptive qualitative design with Research and Development (R and D) from Borg and Gall (1998). The technique of collecting data used interviews, observation, documentation and Focus Group Discussion (FGD). Data were analyzed using interactive analysis Miles and Huberman. The study found that some strategies may be taken in the development of CBT: to see, to do, to buy, to share, to empower and to sustain of all agriculture, economics and social-cultural potentials in Kulon Progo. Moreover, in implementing CBT, there are steps should be considered as follows: understanding all potentials and resources, establishing CBT’s management, and integrating roles of all stakeholders. However, there are several hindrances in the implementation model that needs to be taken by the manager of CBT in Kulon Progo are: 1). Un-sufficient budget; 2) the lack of human resources; 3) un-readiness of community in viewing the importance of tourism management; 4) the lack of support from private sectors; 5) lack of infrastructure.Keywords: CBT, Strategy, and Empowerment
This study aims to determine the achievement of disaster mitigation in handling COVID-19 for the elderly through social welfare services. The elderly are the age group that has the highest risk of death due to the COVID-19 pandemic. This research is descriptive qualitative using in-depth interviews, observation, and documentation. Respondents selected by purposive sampling included government agencies, elderly families, social workers, nursing homes, senior regional commissions, the Yogyakarta Province COVID-19 task force, and the elderly. The study found that disaster mitigation in handling COVID-19 for the elderly was not optimal in lesson learn of understanding and knowledge to the elderly. The result of an emergency response plan has not been responsive because there is no accurate database and systematic and integrative standard procedures in handling the COVID-19. Thus, the assisted early warning system is already running well because of the integrated coordination from the family, local government to the national level in the authority of the COVID-19 Task Force. The mobilization of resources needs has not been able for the particular needs of the elderly during the COVID-19 pandemic in several areas in Yogyakarta Province, especially for neglected elderly. Therefore, the findings of this study recommend optimizing each stage in disaster mitigation to minimizing the risk of death in the elderly effectively.
The development of tourism potential through collaborative governance is a post-COVID-19 economic recovery strategy carried out by stakeholders of the Sriharjo Tourism Village, Imogiri District, Bantul Regency. This paper aims to explain the collaborative governance process that occurs in the development of tourism potential in Sriharjo Tourism Village. This research was conducted in a qualitative descriptive manner by elaborating the techniques of extracting data from in-depth interviews, observation, focus group discussions, and documentation to explore primary and secondary data. Checking the validity of the data has been done through triangulation of sources. The research subjects include elements of the government, private sector, universities, mass media, communities, and local communities in Sriharjo Tourism Village. Meanwhile, the data analysis technique was compiled interactively including the stages of data collection, data reduction, data presentation, and concluding. Village-Owned Enterprises, universities, private sector, mass media, tourism awareness groups, youth organizations and local communities. The collaborative governance process that occurs through face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes have made a positive contribution to increasing the acceleration of tourism potential development and promotion based on digital platforms from Sriharjo Tourism Village. However, some challenges must be managed better in the aspect of building trust in the management of Sriharjo Tourism Village because there are different backgrounds and priority interests of each actor involved. In addition, long-term sustainable interventions need to be carried out on aspects of commitment to the process and shared understanding to have a multiplier effect on the outcome in the future. Yogyakarta Special Region in 2012 had the highest percentage of elderly population in Indonesia (13.04%), in 2020 it is predicted to reach 14.7%, and in 2030 it will reach 19.5%. The government in Yogyakarta Special Region needs to make a responsive policy of the increase in number of elderly people, considering that the elderly with various problems faced will become vulnerable in the event of a disaster. This study aims to develop a disaster management strategy oriented to social protection for the elderly in emergency. The research focused on Yogyakarta Special Region with the main consideration that Yogyakarta Special Region has the highest proportion of elderly people in Indonesia and has various potential disasters. Data collection techniques in this study used the method of observation, in-depth interviews, focus group discussion (FGD), and documentation studies. The data that has been collected then analyzed descriptive qualitatively. The research find that disaster management strategic for realizing social protection for the elderly in emergencies include: (1) establishing a coordination mechanism and legal framework for disaster risk reduction, (2) integrating the concept of disaster risk on all regional and resource development rules and plans, (3) improving the flow and effective ways to share information about disaster, (4) increasing public awareness of disaster impacts and risks, and (5) integrating relation between multi-stakeholder and involving the real role of community where living in disaster-prone areas. The form of participatory social services to support the realization of social protection for the elderly in an emergency condition are directed through home care services, assisting productive economic empowerment, mentoring religious activities, and mentoring psycho-emotional activities.
