The process of administrative services is also less obtained by the community today due to a lack of understanding of technical services by the apparatus in gampong government offices. Service patterns that have not been well organized coupled with the unsanciplined service pattern add dull to the face of service in Gampong Jrat Manyang. This service presents several problem points that arise from partners, namely Gampong Administrative Services that have not been efficient so that basic training of administrative services is needed.. The method of implementation of pre-implementation of activities requires observation of the location of the devotion so that the criteria are obtained that become the basis of community assessment of services such as Tangible. The results showed the core apparatus was very large reaching 60 percent of the total 100 percent. So this percentage shows the interest of gampong government administrators Keude Jrat Manyang as trainees and they are aware that the administrative services carried out so far from efficient. Penelitian ini merujuk pada azas-azas penyelenggaraan pemerintahan yang tertuang dalam Undang-Undang Pemerintah Daerah yang menyebutkan bahwa dalam mengatur penyelenggaraan pemerintahan wajib menjalankan asas-asas umum penyelenggaraan pemerintahan diantaranya asas kepastian hukum, asas tertib penyelenggaraan pemerintahan, asas kepentingan umum, asas keterbukaan, asas proporsionalitas, asas profesionalitas, asas akuntabilitas, asas efisiensi dan efektivitas. Penelitian ini membatasi pada prinsip efektivitas dan efisiensi dalam pelayanan pembuatan Akta Jual Beli Tanah dengan mengimplementasikan prinsip tata kelola pemerintahan yang baik (good governance).Lokasi penelitian bertempat di Kecamatan Gajah Putih, Kabupaten Bener Meriah.Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi prinsip good governance pada pelayanan pembuatan AJB tanah beserta hambata internal dan eksternalnya.Metode penelitian yang digunakan adalah penelitian kualitatif dengan teknik penentuan informan menggunakan teknik purposive.Data diperoleh dengan menggunakan metode observasi, wawancara, dan dokumen.Hasil Penelitian menunjukkan bahwa implementasi penyelenggaraan pemerintahan di Kecamatan Gajah Putih khususnya pada pelayanan pembuatan AJB tanah belum berjalan sesuai dengan prinsip good governance dengan azas efektif dan efisien. Hal tersebut disebabkan oleh Camat yang baru terpilih di tahun 2020 belum memiliki izin PPAT Sementara, Tidak tersedianya printer khusus untuk mencetak AJB tanah, dan Kecamatan Gajah Putih tidak memiliki Standar Operasional Prosedur (SOP) pelayanan pembuatan AJB tanah sehingga menimbulkan indikasi pungutan liar karena tidak jelasnya biaya yang timbul atas transaksi akta dan membuat penyelesaian AJB tanah tidak tepat waktu karena tidak ada penyebutan batas hari maksimal pengerjaan AJB tanah tersebut. Hambatan internal disebabkan sumber daya manusia, sumber daya fasilitas dan SOP yang belum tersedia, sedangkan hambatan eksternal antara lain waktu pengukuran tanah mengalami hambatan karena lokasi pengukuran tanah sangat jauh, dan cenderung berada pada lokasi yang curam, sehingga menghabiskan waktu para aparatur kampung yang melakukan pengukuran tanah, Reje tidak berada di Kampung dan indikasi merubah ukuran tanah untuk menurunkan biaya yang timbul dari harga transaksi tanah pada pembuatan AJB tanah.
The purpose of this study is to explain how the role of Imum Mukim in Paya Bakong Sub-District in carrying out duties according to Law No. 11 of 2006 on The Government of Aceh and Qanun Aceh Number 04 of 2003 concerning Mukim government the Acehnese traditional governmental institution. It describes the Role of Imum Mukim in Gampong (Village) governance. The method used is descriptive qualitative. The data were collected through interviews, observations, literature studies, documentation, and field studies. The findings of the study showed that Mukim in Paya Bakong subdistrict has a role to play in the governance of Gampong but it has not been effectively carried out as stipulated in the Laws. The roles of Imum Mukim covers not only fostering people's lives in carrying out Islamic sharia, socialization of Islamic sharia, but also formulating policies concerning Gampong’s affaires. Withstanding that, theser role have not been carried out effectively, due to several reasons. Firstly, is the line of coordination between the Keuchik (Head of the Village) on the Gampong governance has not been authoriotatively imposed on the latter by the laws. For there is a sub district government that directly coordinated with the Keuchik based on Indonesian Governmental Laws. This has made the Mukim lost its political influence and implicitly implied that the Mukim is merely an accommodation of cultural valued, which is politically has no authority in the Gampong political and developmental affairs. Consequently, the Keuchik and its apparatus often left them uninform about the political and development of the Gampong.
This study aims to determine the strategy of the Local Government of Bener Meriah Regency, in this case, what the Tourism Office has done in building halal tourism in Bener Meriah Regency. This research is a descriptive study with the support of qualitative data. Data collection techniques were obtained through in-depth interviews and documentation studies. The determination of informants was obtained by purposive sampling technique. From the research results, it was found that the Regional Government in building halal tourism in Bener Meriah Regency has not been optimal and is fixing everything related to the concept of halal tourism. Qanun Number 06 of 2018 concerning the Medium-Term Regional Government Plan for 2017-2022 through the first mission of the Regent of Bener Meriah Regency has set the policy direction for the development of the concept of halal tourism in Bener Meriah Regency. The sector that is carried out related to the concept of halal tourism has not touched anything in Bener Meriah Regency. The stakeholder understanding of the concept of halal tourism in local government policies is still limited to building tourism objects in Bener Meriah Regency so that in the future there will be evaluations related to policy directions regarding the concept of tourism halal in Bener Meriah Regency.
