This article aims to explore information about Islamic Boarding School (Pesantren) incredibly Modern related to Postmodernism. The traditionalism of Pesantren in the early days is considered to have changed with modernism. The answer to the influence of Postmodernism to be found by the method of description-comparison-interpretation of the data obtained. The discussion shows that the effect of the movement of thought is only the lexical meaning of renewal. As for Pesantren's principles, characteristics, or fundamental values remains valid and become an institution that becomes a tradition in the body of Islamic Education thinking. It can also be said that the better (al-ashlah) taken by him and keeping the good (al-shâlih), means is his traditions. A tradition that is considered similar to other thought movements is Pesantren's dynamic attitude. Similarly, Waqf is the basis of ownership in Pesantren which replaces the Foundation system. It is not a new item, so its value remains in the Islamic tradition. Thus it can be understood that Pesantren continues to return to the rule of existing Islamic educational institutions, which aims to give the life of the world and the hereafter to everyone related to it.
Before the emergence of Covid-19 which developed throughout the world, the Indonesian Central Government had issued Law Number 6 of 2014 concerning Villages, which is a policy that regulates the level of Village administration. However, in this law there is no allocation of development funds and village empowerment which is the basis of the community at the level of village government administration (Gampong). Funds sourced from APBN, APBD Province or Regency, hope to support the progress of the village to become an independent village capable of organizing and managing. The allocation of village funds in the form of a Village Revenue and Expenditure Budget (APBG) is directed to finance government activities, development and community empowerment. For this reason, the Government has issued a special policy to handle Covid-19 by allocating Village Funds to address problems arising from the Covid-19 pandemic. Especially for the economic sector through the formation of Village-Owned Enterprises (BUMG) which is a business driver to improve the quality of life and realize the welfare of rural communities. With a descriptive qualitative approach using three methods, namely observation, interviews and documentation analysis. This study aims to determine business potential with local wisdom through a SWOT analysis with a focus on Village-Owned Enterprises. Based on the SWOT analysis, in the end, Village-Owned Enterprises will facilitate activities in realizing plans in accordance with local wisdom for the welfare of the community, especially in the era of the Covid-19 pandemic.
In Islam, (Gratification) gift is considered as one way to bring closer brotherhood or friendship. For the person who gives and receives the gift, It is advisable to accept it even if the prize is seemingly despicable and useless. . However, Islam also gives certain signs in the matter of prizes, both with respect to the giver of the gift and the recipient. The bribes are very dangerous for people's lives because they damage the various orders of the existing system in society and cause carelessness and mistakes in the law so that the law can be played with money. Bribing in legal matters is giving something , Either in the form of money or other to the legal officer in order to be free from legal threats or get a light sentence. Such acts are strictly prohibited in Islam and agreed upon by scholars as haram. The property received from the bribe is classified in the treasures obtained through the vanity road. So to keep the benefit of our people avoid the things that we do not want let we realize in accordance with government circular No: SE-02/BL/2010 concerning the prohibition of giving rewards/rewards to (Judges) officials/officials of Bapempam-LK.
The process of administrative services is also less obtained by the community today due to a lack of understanding of technical services by the apparatus in gampong government offices. Service patterns that have not been well organized coupled with the unsanciplined service pattern add dull to the face of service in Gampong Jrat Manyang. This service presents several problem points that arise from partners, namely Gampong Administrative Services that have not been efficient so that basic training of administrative services is needed.. The method of implementation of pre-implementation of activities requires observation of the location of the devotion so that the criteria are obtained that become the basis of community assessment of services such as Tangible. The results showed the core apparatus was very large reaching 60 percent of the total 100 percent. So this percentage shows the interest of gampong government administrators Keude Jrat Manyang as trainees and they are aware that the administrative services carried out so far from efficient. Penelitian ini mengkaji tentang implementasi undang-undang nomor 5 tahun 2014 tentang aparatur sipil negara dan mengkhususkan penelitian pada netralitas ASN dalam pemilihan kepala daerah di Kabupaten Bener Meriah pada tahun 2017. Tujuan Penelitian adalah untuk menganalisis penyebab yang menjadikan ASN tidak netral dan tindak lanjut punishment yang dilakukan oleh BKPP kepada ASN yang melakukan pelanggaran netralitas. Perspektif teoritik yang digunakan adalah teori implementasi kebijakan publik, netralitas birokrasi dan pilkada. Metode Penelitian yang digunakan adalah metode penelitian kualitatif. Hasil penelitian menunjukkan bahwa pada tahun 2017 dilakukan pemilihan kepala daerah di Kabupaten Bener Meriah, dan ditemukan 21 orang ASN meklakukan pelanggaran netralitas. Penyebab yang menyebabkan ASN melakukan pelanggaran netralitas dalam penelitian ini dianalisis menggunakan indikator implementasi menurut Van Horn dan Van Meter diketahui komunikasi dilakukan dengan memberikan sosialisasi penjabaran mengenai aturan-aturan netralitas ASN pada ranah politik, serta sanksi-sanksi yang akan diberikan jika para ASN melanggarnya. Indikator sumber daya tidak ditemukan kesesuaian dengan permasalahan penelitian. Watak para pelaksana kebijakan diketahui masih belum memiliki komtimen yang kuat dalam menjalankan amanah UU ASN karena dalam memberikan sanksi kepada 21 orang ASN yang melanggar netralitas hanya sekedar memberikan teguran lisan saja, SOP sampai saat ini hanya masih Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara dan Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil. Fragmentasi sebagai pelaksana adalahBKPP, Kesbangpol dan Panwaslih.Lingkungan ekonomi, sosial dan politik memberi pengaruh paling signifikan dalam permasalahan netralitas ASN karena faktor hubungan primordial dan faktor mengejar jabatan di pemerintahan. Tindakan punishment kepada para ASN hanya diberikan melalui teguran lisan dan masuk dalam kategori ringan, sementara pelanggaran yang dilakukan oleh ASN masuk dalam kategori sedang hingga berat.
