The purpose of this research is to study the communication network among the participants in a construction project. The proposed approach contains the solving of the following tasks: identification of the key factors that affect the communication quality; calculation of the “communication quality” indicator between each pair of participants using fuzzy logic; and evaluation of the key measures of centrality using the tools of a Social Network Analysis. Solving the set tasks can help break the problem of the low level of efficiency of construction project deliveries. This study was conducted when the design stage was already complete and the construction project had 17 participants. We used the following factors influencing communication quality: timeliness, understanding, bidirectionality, use of IT tools in communication acts and adequacy. The use of fuzzy logic tools can minimise the subjectivity of the qualitative data obtained from the questionnaires. The analysis of five centrality measures showed that “Project manager”, “Chief engineer”, “Construction site manager”, “Construction works manager” and “Architect” had the greatest values in comparison with other network participants. On the one hand, this organisational structure of communication can be considered correct because the main information flows through the project managers, who make the decisions. On the other hand, this indicates a significant dependence of the construction project on these participants and, in the event of certain risk events, may lead to a decrease in the efficiency of its implementation. The methods presented in this article can be used in project management to analyse a real communication network.
The construction industry has a significantly higher degree of fragmentation of process characteristics compared to other types of activity, which are determined by an extremely high level of dynamism of the economic environment, where enterprises are constantly faced with the need to adapt to market transformations, an integral component of which are organizational and structural changes (transformation of the structure, regimes functioning, connections and relations between the components of the economic and production system of the enterprise as an object of management). The formation of development as an innovative investment infrastructure of a construction project has a dual purpose: on the one hand, it acts as an objective indicator of the level of competitiveness of the enterprise, which allows the investor to have a clear idea of the level of investment attractiveness of the enterprise as an object of external investment; on the other hand, as a tool for diagnosing the state of implementation of the investment program and making relevant functional and investment decisions. An innovative process-oriented toolkit for evaluating and selecting options for a portfolio of construction projects is proposed, the content of which is adapted: to the content of the operational activities of the developer as one of the leading subjects of the construction and investment process and to the nature of the structure of the developer company operating in a multi-project business environment as administrator, coordinator and regulator of the processes of initiation, preparation and implementation of construction investment projects. The scientific-methodical and analytical results of the study provide the construction stakeholder enterprise with the proper economic balance of the processes of functioning in the environment of the development project and in the digitally adapted space of formalized strategic coordinates, provide project implementing enterprises with a scientific rationale for the essential growth of adaptogenic characteristics and the choice of an option to substantially improve the state of competitiveness of the enterprise : the results of the work collectively update the scientific and methodological basis of economics and management of construction enterprises.
The article examines the essence of the concept of "quality of management" and its criteria. The existing methods of determining the effectiveness of management in the organization are analyzed. It is proposed to evaluate the effectiveness of the management system at the enterprise according to the functions performed by management at the enterprise. The applied methodological base made it possible to fundamentally change the perception of content-process specifics and instrumental-analytical possibilities of diagnosing the state of management quality for domestic enterprises. The spread of integration processes necessitates the development of the national economy on the basis of qualitative intellectual and innovative factors, first of all, quality management. Constant updating of ideas, creation of innovations and promotion of an innovative product to the market becomes the most urgent problem of the functioning of a construction enterprise in the conditions of European integration processes. In view of this, there is a need to develop and implement a policy of technological development, which will primarily involve the formation of a powerful innovative potential of the enterprise. This made it possible to determine that the updating of the management quality assessment system for modern enterprises should be carried out: first, taking into account the economic and operational-functional needs of the enterprise and the peculiarities of the environment for the implementation of its strategic, tactical and operational goals; and secondly, under the condition of rational observance of the leading ontological and methodological principles: hierarchical grouping of the factor-criterion system; external and internal orderliness and systematic coverage of the content of business processes by the factor system; combining the advantages of retrospective and preventive assessment tools, with the aim of successfully using the emerging technology of quality assurance management for the timely production of corrective and preventive effects.
The relevance of the use of information technologies, which change the approach to the design of construction objects by moving from two-dimensional project documentation to an object-oriented multidimensional information model, is determined. The effectiveness of the task of checking the quality of the information model has been proven by determining the impact of changes in the indicators of the current situation in the project on its results and developing an approach for making management decisions during project planning and control. The need for the formation of knowledge and its classification and positive impact on the assessment of project implementation and the implementation of optimal actions from the project in accordance with the filling parameter of the information support model are substantiated. For the implementation of the information technology of enterprise management, a structure of three components is proposed: the management of the operational subsystem of the enterprise, its project subsystem and the methodological component, which in its data has an organizational and technological component. The formalization of factors influencing the external environment and topology rules between the structural elements of the system is proposed. The results of the research can be used to create digital models of spatial objects and information technology for modeling the surface of the built-up area. It is proven that the dynamics of organizational development of project-oriented enterprises should be directly reflected in the distribution of corporate control, as well as in determining the nature of the unification of technological processes and the rapid diffusion of innovative knowledge, which is the only important condition for achieving success in competition and ensuring the stability of market positions estimated implementation of organizational development processes: structural; normative; procedural; effective; informative; integrative.
