Penelitian ini mengkaji tentang bagaimana identitas komunikasi pariwisata halal Aceh yang mulai diperkenalkan kepada publik sejak tahun 2016 dikonstruksikan oleh Dinas Kebudayaan dan Pariwisata Aceh beserta tim pariwisata halal Aceh yang terdiri dari banyak elemen baik swasta, akademisi maupun pemerintahan Aceh itu sendiri. Brand pariwisata Aceh ini mengusung tema Islam yang Rahmatan Lil’alamin (rahmat bagi semesta alam) sebagai semangat bersama untuk memajukan industri pariwisata Aceh, sebagai cahaya benderang yang mengajak pada nilai-nilai kebaikan, kemakmuran, dan memberikan manfaat serta kebaikan bagi semua pihak yang tercermin melalui program-program pariwisatanya. Semangat dalam membentuk identitas pariwisata Aceh dengan tagline the light of Aceh atau Cahaya Aceh secara perlahan ingin merubah pandangan publik terhadap citra buruk syariah yang digambarkan oleh media selama ini yang dikemas dalam sebuah branding baru “the light of Aceh”. Penelitian dengan paradigma konstruktivisme ini menjadikan pihak internal Dinas Kebudayaan dan Pariwisata Aceh beserta tim publikasi, tim pariwisata halal dan stakeholders eksternal lainnya yang ada di industri pariwisata Aceh sebagai informan. Hasil penelitian menunjukkan bahwa upaya yang dijalankan oleh Disbudpar Aceh dalam mengkonstruksi destinasi wisata halal aceh dengan memanfaatkan social media terutama Instagram sangat kekinian dan tepat sasaran, disamping penggunaan media lainnya serta dibantu dengan bentuk komunikasi tatap muka. Hal ini tampak pada beberapa prestasi yang diperoleh baik pada tingkat nasional, maupun internasional atas upaya yang telah dilakukan tersebut.
Bireuen Qanun Regulation Number 15 Year 2011 concerning Waste Management is a rule used in implementing a policy regarding Waste Management at the Environmental Service, Kota Juang District, Bireuen Regency implemented to determine the stages of waste reduction, waste handling stages and obstacles in implementing waste management. The purpose of waste management is to improve public health and environmental quality as well as to make waste as a resource that has economic value in Juang City District, Bireuen Regency, currently the garbage around it is very necessary for waste management action both through the stages of reducing and handling waste in an integrated, planned manner. and systematic which can be accounted for later properly. This research uses a qualitative approach with descriptive research. Data collection techniques include: observation, interviews and documentation. The results of the research on the Implementation of Waste Management Policy at the waste reduction and handling stages still use a transport and disposal system so there is no waste management process at the TPA, facilities and budget resources are still lacking due to limited facilities and infrastructure to be able to transport and manage waste, lack of clarity regarding information on the socialization of the Government with the community and the incompatibility of positions with expertise so that it is obstructed regarding the placement of authority they have.
Lhokseumawe and Aceh Utara areas have been the largest natural gas producing areas in Aceh for 30 years since 1971. Lhokseumawe has also earned the nickname as a city of petro dollars even to this day despite the splendor of the city has dimmed in line with the end of gas exports in October 2014. Central Bureau of Statistics (BPS) data shows that until March 2016 the number of poor people in Lhokseumawe City was 11.98%. While Aceh province itself in March 2017 became the poorest province in Sumatra. Given the limitations of natural resources, it is fitting for economic development that does not depend on general allocation funds (DAU) and Special Allocation Fund (DAK) sourced from the central government. Local governments should be able to develop the leading sectors in Lhokseumawe such as services, trade, tourism and marine sectors. Which plays an important role in this city is the trade and marine sector. One of the informal Sectors that will be of concern in this research is the service and trade sector involving women as traders in traditional markets. Women became important in this study because of its contribution in this region so visible.
This research was conducted by the author aims to determine the the role of the Regional Development Planning Agency in the Implementation of the Instruction the Minister International Domestic Number 70 Year 2021 concerning the Preparation of Regional Development Planning Documents for Regions with the Service of Regional Heads ending in 2022. The data collection technique was through observation studies, interviews and direct documentation at the Pekanbaru City Regional Development Planning Agency The results of this study can be seen that the Instruction of the Minister International Domestic Number 70 of 2021 has the function and role as a guide and functions to regulate the entire development planning process in Pekanbaru City Bappeda. Pekanbaru City Bappeda is the implementing element of government affairs in the field of planning, where the effectiveness of Bappeda's role is in accordance with Lawrence M. Friedman's theory, namely for the effectiveness of the role three main elements are needed, namely structure, substance and culture. Pekanbaru City is one of the regencies/cities that carry out the Instruction of the Minister of International Domestic Number 70 year 2021, because the term of office of the Mayor and Deputy Mayor of Pekanbaru ends on May 22, 2022. In the midst of the vacancy of the regional head, Pekanbaru City is led by an Acting (Pj.) Mayor, Inmendagri 70 Year 2021 is a tool that serves as a guide for the Pekanbaru City Government, especially Bappeda as an institution that has the authority in the planning sector to compile the Pekanbaru City Regional Development Plan document for 2023 – 2026
This study examined the dimensions of the policy networks in handling Covid-19. This research used a qualitative approach with data collection techniques through interviews, observation and documentation. While data analysis techniques used was an interactive analysis model. The results showed that: 1). the composition of the policy network for handling COVID-19 is still dominated by government elements; 2) the function of the policy network in the context of communication has been established between actors but miscommunication is still found in dealing with Covid-19. 3) The level of network institutionalization in the policy for handling Covid-19 is high 4) there are still inconsistencies in the activities of handling Covid-19 in the field, and 5) The private sector plays an active role in supporting facilities and needs in the network for handling COVID-19.
