The research paper deals with the formation of new scientific solutions concerning evaluation of the development of the agroindustrial complex, its role in ensuring sustainable development of the national economy, identifying problems and developing ways to solve them in the current conditions of the functioning of agrarian production in the countries of Eastern Europe. The research emphasizes the key importance of agrarian production to ensure the food and economic security of Eastern European countries. It has been revealed that the agroindustrial complex plays a significant role in the countries of Eastern Europe, especially as concerns Ukraine, Belarus, Poland, Moldova, Bulgaria and Romania. There are problems with the formation of effective state support of agrarian production in the countries selected for study, especially as regards the countries of Eastern Europe, which are not members of the European Union. The methodology for assessing the development of the agroindustrial complex in Eastern European countries was developed and proposed for use, as well as calculations on its basis were made, which allowed to divide all countries of this region into three groups: countries - outsiders (Ukraine, Moldova, Russia); countries, where the development of agrarian industry is of concern (Belarus, Romania, Bulgaria); countries that need to improve the agrarian sector of the national economy (Hungary, the Czech Republic, Slovakia and Poland). A complex of agrarian production problems was identified for each of the Eastern European countries, and the key ways of their elimination were proposed, which are aimed at: reforming the market of agricultural land; stimulating the development of farms; increasing efficiency of state support of agrarian production; intensification of development and introduction of innovations in the agrarian sector; the transformation of the structure of the agro commodities market, including the optimization of their export and import.

At the current stage, developed economies are able to implement measures to improve energy efficiency. At the same time, the developing economies mostly focus on rapid development, which implies a rapid increase in energy demand. The introduction of innovative technologies should meet the energy needs of economies while simultaneously improving energy efficiency. In particular, this applies to increasing renewable energy consumption. The development of this sector can be accelerated through the introduction of Industry 4.0. The aim of the study is to determine the impact of Industry 4.0 on modelling energy scenarios of developing economies. The research involved methods of analysis and synthesis, economic and statistical analysis, graphical methods, and the comparison. The study revealed a high impact of Industry 4.0 on the Ukrainian economy, in particular energy sector. Among other things, an improved energy efficiency is the result of such impact. It was determined that renewable energy consumption in Ukraine increased significantly by 11.5 times during the studied period. The differences in the energy development of Ukraine and China are outlined: China has chosen energy independence. It was concluded that the development and implementation of the latest technologies play a significant role in energy scenarios. The timing of achieving the goals are the main difference in energy scenarios between developed countries and developing countries. The prospect of further research should be the determining means of measuring the impact of uncertainty on the energy modelling.

Хоча війна не зовсім підпадає під стандарти кризових становищ, у більшості наукових робіт зі стратегічного управління її відносять до них. Умови війни впливають на усі сфери діяльності підприємства. Такі умови у стратегічному менеджменті називають кризовими явищами. Стратегія управління кризою — це план дій, розроблений для того, щоб допомогти організації впоратися з раптовою, несподіваною подією, яка може завдати шкоди бізнесу. У статті розглянуті практичні поради та алгоритми дій керівника підприємства для стабілізації та захисту підприємства, що стикається з кризою. Навчання персоналу є елементом управління персоналом, що покликаний підвищити рівень його готовності до умов ведення підприємства в умовах війни. Співробітники – перша лінія оборони у кризовій ситуації. Ось чому важливо навчити їх вашому плану та переконатися, що вони знають, що робити у надзвичайній ситуації. Після кризового становища важливо приділити деякий час оцінці того, що сталося і як команда впоралася з кризою. Грамотний менеджмент дозволяє блокувати серйозні наслідки, що можуть ввести підприємство у кризу або навіть банкрутство.
У статті проведено дослідження стратегій регіонального розвитку трьох областей України (Запорізької, Одеської та Харківської), зокрема у напрямку рівня представленості в них положень смарт-спеціалізації та відповідності Методології інтегрованого планування регіонального розвитку. Проаналізовано три рівні конкретизації стратегічних цілей. Сформовано ключові теми та розраховано структуру спрямованості цілей за кожною із трьох досліджуваних регіональних стратегій. Проведено якісний аналіз змістового наповнення стратегій з визначенням їхніх переваг та недоліків. Розглянуто методологічний сценарій розробки RIS3 стратегій та досвід його втілення у розробці стратегій європейських регіонів. Також проведено аналіз стратегій трьох досліджуваних областей на відповідність цій методології. Виділено та обґрунтовано ключові рекомендації щодо вдосконалення існуючого підходу створення стратегій та найбільш ефективної імплементації положень смартспеціалізації в них.The purpose of this article is to study the strategies of regional development of three regions of Ukraine (Zaporizhia, Odesa, and Kharkiv regions) on the level of representation in it of the provisions of smart specialization and compliance with the Methodology of integrated regional development planning. The essence of the concept of smart specialization is defined as a tool for determining the sectors of the regional economy that are the most investment-attractive and promising. The study analyzed three levels of concretization of strategic vision, namely the level of strategic goals, the level of operational goals, and the level of tasks. The authors of the article formed ten key topics in the strategies and calculated the structure of the goals of each of the three studied regional strategies. It was found that the most important topics of each strategy correspond to the concept of sustainable development, which is a requirement in the methodology of creating strategies. A qualitative analysis of the content of strategies with the definition of their advantages and disadvantages were identified. It is determined that the principles of smart specialization are best implemented in the strategy of the Kharkiv region. Not all methodological tools for creating strategies are used in the strategies of the Odessa and Zaporizhia regions. The most frequently used was the analysis of regional profiles, SWOTanalysis, focus/working group, construction of development scenarios, and determination of implementation indicators and results. The methodological scenario of RIS3 strategies development and the experience of its implementation in the development of strategies of European regions are considered. In the study of the strategies of the regions of Ukraine for compliance with the methodology, the strategy of the Kharkiv region is the most appropriate, because it consistently describes all the steps of RIS3.
