Strartegi merupakan hal yang sangat penting dalam meneyelesaikan berbagai masalah. Tidak terkecuali mengenai pendidikan. Dalam hal ini penulis ingin memberikan wawasan atau pandangan kepada pembaca, pengamat, akademisi, dan praktisi pendidikan untuk memahami bagaimana menemukan solusi terbaik dalam mengembangkan kualitas pendidikan di era otonomi daerah dan otonomi pendidikan melalui penerapan prinsip -prinsip manajemen, yaitu: tata pemerintahan yang baik,  internal dan efisiensi eksternal  pendidikan. Melalui  penerapan tiga pendekatan diharapkan dapat: (1)  pengembangan kapasitas lembaga dan semua program di  bidang pendidikan dapat dilaksanakan, (2) pengembangan kualitas pendidikan melalui input, proses, dan output mendasarkan pada otonomi daerah, (3)manfaat dan  dampak hasil pengembangan pendidikan  dasar terhadap otonomi daerah.

The yield of irrigated paddy rice in Sri Agung Village has decreased. In the last four years, the increase in the addition of input units (fertilizers) has not been followed by an increase in economic yields. This study aims to analyze the effect of organic fertilizers on soil fertility, such as pH, total N, organic C, available P and available K. The research was conducted in the rice fields of Sri Agung Village. Batang Asam area, West Tanjung Jabung Regency - Jambi. The research was conducted from April to September 2020. The study used a randomized block design with six treatments and five replications. The treatments tried were: Recommended Fertilizer (R), five types of organic fertilizer with a dose of 10 t ha-1 each, namely, Petroganik+R ( P1), Compost Solid Decanter + R (P2), Chicken Manure + R (P3 ), Cow Manure +R (P4) and Industrial Waste Compost + R (P5). The results showed that organic fertilizers significantly increased available K content of paddy soil but they did not significantly increase soil pH, total N, organic C and available P. The highest yield of dry milled grain (7.52 t ha-1) was obtained at +R (P1) Petroganic treatment.

Ibn Khaldun is an Islamic thinker who is able to build the concept of political philosophy based on objective conditions that occur in the dynamics of life. Ibn Khaldun's thoughts start from sociological analyzes that influence changes in society, especially the political world.This research is based on descriptive research methodology by using library materials in presenting the research. The results of this study indicate that Ibn Khaldun's political philosophy is based on asabiyyah or mutual solidarity based on badawah and hadarah.

Roots played important role in the process of stabilizing the soil mass. The geo-mechanical and soil-hydrological aspects on slope are determined by, one of it, the root reinforcement. Contribution of root branching series with diameter differentiation is greatly determining its tensile stress. The tensile stress from the interaction between the root and the soil, could it contribute to increasing the shear strength of the slope stability. The purpose of this research was to identify the tensile stress on root branching series that interacted with the soil and created additional cohesion as a shear strength contribution to the slope stability. Testing on the root pulling force was conducted on slope prototype with angle 30o to 40o and has been planted with tea vegetation. A tripod that was completed with strain gauge as the recording instrument was used. Testing was conducted on two and three root branching, also on each unit by observing the diameter. This testing method was done in saturated soil condition. The tensile stress result showed that increasing diameter of the tea root, an increase was noticed, and also result in the equation of TFr = 0.089e0.516d. Root diameter increase on two and three root branching to one unit of tea vegetation showed that the stress increase was significant. When observed, in the root diameter differentiation of 4 mm to 6 mm, the stress on two and three root branching and one unit of tea vegetation were respectively 5.94%, 12.30%, and 35.42%. The contribution of additional cohesion caused by root-soil interaction to soil shear strength apparently could increase slope stability.

Character education is a habit. The habit of doing good, habituation of respecting others, habituation of being honest, habituation not to be lazy, habituation of respecting time, and so on. All of that must be trained seriously and proportionately in order to achieve the ideal form and strength. In the Al-Qur ‟an Surat Luqman verses 12-19 there is character education that can be used as an example for parents and educators on how to instill good character in childrenThis research is a library research or library research. The data is obtained through literature sources (Libarary Research), namely literature review through literature. The approach used in analyzing this research used the semantic approach of Toshihiko Izutsu, namely word relational analysis and historical analysis. Based on the research conducted, it was found that there are conclusions regarding the character values contained in the Al-Qur ‟an Surat Luqman verses 12-19, namely: First, education of faith; second, worship education; third, moral education in the family; fourth, moral education in the environment; and lastly, personality education that every human being must have.Keyword: Character Education, Surah Luqman
