Tackling problems and attaining goals requires the exchange and combination of goods, services and expertise. To achieve that, organizations work together in networks. Social problems, however, tend to be complex because they involve different parties with different backgrounds and different interests. Moreover, constant changes in the environment constantly require a response from organizations to safeguard their position. Confronted with changes, organizations are faced with dilemmas. These dilemmas reveal value contrasts that organizations have to deal with and that lead them to constantly reconsider their identity.Dilemmas and decision-making have been selected as the starting point for data collection in the study, the results of which show that, in order to preserve its mission, the NISB is constantly adapting its identity to suit the environment. In other words, a robust working method and a stable mission constantly create a new interactive identity. Voor het ontwerpen en uitvoeren van participatieprocessen die zowel door gemeenten als burgers als zinvol worden ervaren, is inzicht nodig in de beoordeling door deelnemers. In deze studie is de theorie van ervaren procedurele rechtvaardigheid toegepast in de context van burgerparticipatie. Om inzicht te krijgen in het belang van de uitkomst en het verloop van het proces in de beoordeling door participanten zijn met behulp van enquêteonderzoek data verzameld van vier verschillende participatieprocessen in de gemeente Delft. De uitkomsten van deze exploratieve studie laten zien dat de respondenten de participatieprocessen waaraan zij hebben deelgenomen als redelijk rechtvaardig beoordelen. Er is er sprake van een fair process effect, wanneer respondenten het proces als rechtvaardig hebben ervaren en hun vertrouwen in de gemeente toeneemt, zelfs als er sprake is van een voor hen ongunstige uitkomst.Voor de praktijk laat deze studie zien dat de dimensies van procedurele rechtvaardigheid, te weten respect, voice en explanation, richtinggevende principes zijn voor het ontwerpen en uitvoeren van participatieprocessen. Vooral als het gaat om explanation, dus om informatie over het besluitvormingsproces en verantwoording over de inhoudelijke keuzes die zijn gemaakt, is er nog een wereld te winnen. Tot slot is regelmatig evaluatieonderzoek nodig om participatieprocessen in te richten die aansluiten bij wat deelnemers belangrijk vinden.
A comparative case study into the meaning of conversations between citizens and government on the course and outcome of local participation processes Although the importance of conversations for citizen participation is widely recognized, there is still little insight into the meaning of conversations for participatory processes. This comparative case study provides insight into the discursive patterns that characterize the conversations between citizens, civil servants and other stakeholders in two participatory processes in different municipalities. Our framing-analysis shows how different discursive patterns develop in interaction and how these patterns effect the course and outcome in both participation processes. The results provide insight in how experiences of previous events influence the discursive patterns that participants construct in interaction. It is concluded that in both cases not the nature of the issue, but the way it was discussed and how participants framed this was crucial for the course and outcome of the participation process.
