Economic disruption by The COVID-19 pandemic has hit Indonesian economic heavily. The purpose of this study is to provide an overview of government policies and business strategies in Indonesia amid the COVID-19 pandemic. This study employed a qualitative approach with data sources of literature reviews. The results of the study indicate that the Indonesian Government has responded to the pandemic by issuing some policies regarding SMEs. There are several policies issued regarding the Micro and SMEs business. The policy is breakdown into five schemes namely (1) Social support; (2) SMES tax incentives; (3) Credit restructuring and relaxation (4) Working capital support stimulus; and (5) Collaboration with State-owned enterprise as the off-taker for SMES products. On the other hand, there are some SMES business strategies in adjusting amidst the Covid-19 pandemic in Indonesia. Those strategies are (1) Products innovation; (2) Customer and stakeholder relationship management;(3) Digital marketing and distribution; and (4) Strategic Agility.
In order to increase the capacity and quality of human resources at the Ministry of Trade, the Center for Trade and Education has an important role in supporting the achievement of the vision and mission and the application of organizational cultural values of the Ministry of Trade. Innovations in the learning process must be implemented in the face of the demands of globalization and the times. The purpose of this study is to analyze the Strategic Center of Trade Training and Education towards Corporate University. The analytical method used in this study is to use IFE-EFE matrix analysis, IE matrix, SWOT analysis and Qualitative Strategic Planning (QSP) matrix. Based on the results of the analysis conducted by the Trade Training Center, it is expected to implement the S-O strategy, namely strengthening the implementation of learning organizations with the Visionary Leadership approach as the main priority strategy generated from the QSP matrix analysis. As an organization's strategic tool for developing Human Resources competencies, the initiation of the formation of the Ministry of Trade Corporate University requires a blueprint. Therefore, the purpose of writing this paper is to create an initial thinking framework for the development of the Ministry of Trade's Corporate University. The analytical method used in this research is to study relevant scientific literature. The results of the study show that the Ministry of Trade's Corporate University Initiation should start with a paradigm shift about learning from all relevant stakeholders. The foundation of this paradigm shift is the existence of a good learning strategy and leadership with a change initiative initiated by the top leadership of the organization. There are five pillars of the Ministry of Trade, Corporate University, namely Integrated Career Path and Human Capital Development, Knowledge Management, Learning Innovation, Network and Partnership, and Backbone Infrastructure.
One of the economic sectors that has been significantly affected by the COVID-19 pandemic in Indonesia is the middle and lower class businesses, which are often referred to as Medium, Small and Micro Enterprises (MSMEs). The Trade Education and Training Center, has an important role in being able to contribute to the wider community, by providing information and knowledge and new enthusiasm in facing this pandemic, one of which is for MSMEs in Indonesia by holding various trainings and seminars which are held online (webinars) which accessible to all MSME players in Indonesia. Pusdiklat Trade held a webinar with the theme "Strategies for South Korean MSMEs to Survive the COVID-19 Pandemic" with resource persons the Head of ITPC (Indonesia Trade Promotion Center) Busan - South Korea using the Kudagang LMS (Learning Management System). The purpose of this study was to evaluate the implementation of knowledge sharing using the distance learning method (e-learning) by utilizing the Kudagang LMS using the CIPP (Context, Input, Process and Product) evaluation approach. The research method used is quantitative methods through surveys using questionnaires and qualitative descriptive approaches through scientific literature review. The results showed that the average score of the participants' evaluation of the webinar was in the good and satisfying category. Although there are still several components that need to be improved, this webinar activity is feasible to continue with different materials and sources and is targeted at participating stakeholders from various stakeholders related to the duties and functions of the Trade Education and Training Center, both ASN and non ASN as centers of excellence for trade people in Indonesia.
