This article aims to determine the perception of local youth in renewable energy policy and governance in West Sumatra Province. The local youth we mean in this study are university students. Our previous research shows an educated and critical community group conveying their aspirations and network to form coalitions. They played an essential role in rejecting the construction of renewable energy-based power plants in West Sumatra Province. This study uses a quantitative descriptive method supported by a survey to get local youth perceptions about renewable energy development in West Sumatra Province. Our survey was conducted online and got 346 respondents. The study results show that local youth do not fully understand renewable energy and the potential in West Sumatra Province. However, they relatively agree with renewable energy development even though they are less aware of developing and managing renewable energy policies. From the government side, they consider that the most qualified government is the one whose central role is the state, hoping that people can feel the benefits of renewable energy.
Renewable Energy will play a more critical role in meeting future energy needs. Therefore, it is necessary to have policies and strategies at the national and regional levels so that the development of renewable energy can increase and develop. Unfortunately, Indonesia does not have a specific policy that covers the development of renewable energy until now. This study aims to see the integration of central and regional policies by targeting the renewable energy mix as a connecting link. This research was conducted using the document analysis method. The study results indicate that the national level’s legal instruments and policies for renewable Energy are inadequate. The instrument is still fragmented into several policies with a minimal portion and legal standing that is not strong enough. We propose the need for policies at the national level that specifically regulate renewable Energy and prepare derivative regulations for the law to have an integrated policy. In addition, local governments must also integrate their regional regulations with existing policy instruments at the national level. Good integration of national and regional policies is expected to accelerate renewable energy development in Indonesia, and the targets are not just ambitions written on paper.
Nagari Situmbuk and Nagari Tabek Patah, our activity partners, do not yet have regulations governing the protection of public spaces that are suitable for children. Whereas Law No. 23/2002 requires every city/regency and village to have a child-friendly environment, also Law_No._35 of 2014 concerning_child_protection demands the same thing. The urgency was also emphasized by the issuance of the_Regulation_of_the_Minister_of Women_Empowerment and Child_Protection of the Republic of Indonesia No 13 of 2010 Technical Guidelines for Eligible Districts / Cities in Children / Villages and Regional Regulation of Tanah Datar District No. 6 of 2018 concerning Implementation of Child Protection. Therefore, the existence of the Nagari Rule on Child-Friendly Nagari as important as participatory and collaborative policy formulation capabilities is held at the nagari level. It was marked by the involvement of stakeholders aiming that the policy would get full commitment from all parties. This activity is carried out using a participatory and collaborative training approach method. The results of devotion show that the involvement of stakeholders is still low in the formulation of policies in both of our partner villages. This is caused by 1) their lack of knowledge about children's rights and 2) communication, interaction, and exchange of information among stakeholders that is low so that it fails to form a policy network..
West Sumatera Province is the province with the highest renewable energy mix target in Indonesia. To realize this target, the Province of West Sumatera has designed a policy and institutional or governance strategy. Therefore, the purpose of this paper is to see the policies and forms of governance in the development of renewable energy in West Sumatera Province descriptively. The research was conducted in a descriptive qualitative way using 2 (two) data collection techniques: Interview and Documentation Review. Policy planning that targets 1) Formulation of the legal basis for development and utilization; 2) Development of utilization areas in the form of power plants (solar cell, garbage, wind, biomass, micro-hydro, mini-hydro, water, geothermal); and 3) Empowerment of local communities to support the success of energy sustainability in renewable energy installations. However, the wide-scale of energy development requires institutional forms that involve multi-stakeholders: government bodies and non-government bodies. However, unfortunately, in its implementation, the involvement of these stakeholders in an ideal collaboration forum never happened. Stakeholder involvement is limited to official formalities. We have again found the “magical word”: the tasks, principals, and functions that hinder the movement of the bureaucracy in Indonesia.
Salah satu metode populer dalam model tata kelola saat ini adalah kolaboratif. Kolaborasi tersebut dinilai mampu menghimpun para pemangku kepentingan dalam suatu lembaga yang akan efektif dalam memecahkan masalah, salah satunya adalah masalah dalam pemberdayaan. Oleh karena itu, artikel ini bertujuan untuk membahas persepsi dari pemangku kepentingan terhadap bentuk pengelolaan pemberdayaan nelayan di Kabupaten Pesisir Selatan. Penelitian ini menggunakan pendekatan multi-kriteria sistematis untuk mengeksplorasi informasi tentang preferensi para pemangku kepentingan mengenai tujuan apa yang mereka anggap penting (apa), langkah-langkah dan strategi untuk mencapai tujuan mereka (bagaimana), dan opsi yang mereka tawarkan untuk meningkatkan tata kelola pemberdayaan. Hasil penelitian menunjukkan bahwa masing-masing stakeholder memiliki preferensi, dan langkah-langkah yang berbeda di dalam melihat tata kelola pemberdayaan, tetapi mereka memiliki opsi yang sama tentang bentuk tata kelola pemberdayaan yang dianggap efektif yaitu pengelolaann pemberdayaan yang mampu melibatkan atau mengakomodasi banyak pihak. Sehingga, hasil penelitian ini menyarankan terbentuknya pengelolaan pemberdayaan nelayan yang berbentuk kolaboratif antara stakeholder yang ada di Kabupaten Pesisir Selatan. Dengan cara ini pemberdayaan nelayan dapat lebih baik dalam memfasilitasi kepentingan dan partisipasi dari stakeholder.
