ABSTRAKPengembangan karakter pada diri peserta didik merupakan suatu hal yang sangat penting, karena pengetahuan tanpa diiringi oleh karakter yang baik tentu tidak akan optimal implementasinya. Permasalahan hari ini seiring dengan adanya globalisasi membuat berbagai budaya asing masuk dengan bebas dalam alam pikir peserta didik, sehingga mengakibatkan berbagai perilaku yang tidak baik, seperti narkoba, tidak sopan pada orang lain, dan berorientasi materialistis. Atas dasar itu penulisa naskah ini menggunakan studi kepustakaan untuk mengkaji berbagai kajian-kajian terdahulu atas integrasi nilai-nilai budaya dan karakter dalam kurikulum Pendidikan Pancasila dan Kewarganegaraan. Hasil penelusuran menunjukkan bahwa integrasi nilai-nilai budaya dan karakter bangsa bukan merupakan suatu mata pelajaran tunggal, akan tetapi merupakan aspek pendidikan yang terintegrasi pada setiap mata pelajaran, terutama Pendidikan Pancasila dan Kewarganegaraan. Aspek adatif dalam kurikulum juga tercermin dalam pelaksanaan kurikulum Pendidikan Pancasila dan Kewarganegaraan yang bertitik tolak pada kemampuan guru mengelaborasi kurikulum dalam proses pembelajaran. Berdasarkan hal tersebut, dapat dipahami bahwa integrasi nilai budaya dan karakter bangsa menjadi perhatian serius dari stakeholdes bidang pendidikan di Indonesia, serta perlu adanya dukungan kemampuan guru untuk dapat mengimplementasikan dengan optimal dalam proses pembelajaran. ABSTRACTCharacter development in students is a very important thing, because knowledge without being accompanied by good character certainly will not be implemented optimally. Today's problems along with globalization have made various foreign cultures enter freely in the minds of students, resulting in various bad behaviors, such as drugs, being disrespectful to others, and materialistic orientation. On that basis the writing of this manuscript uses literature studies to examine various previous studies on the integration of cultural values and character in the Pancasila and Citizenship Education curriculum. The search results show that the integration of cultural values and national character is not a single subject, but an integrated aspect of education in each subject, especially Pancasila and Citizenship Education. The adaptive aspects of the curriculum are also reflected in the implementation of the Pancasila and Citizenship Education curriculum which is based on the teacher's ability to elaborate on the curriculum in the learning process. Based on this, it can be understood that the integration of cultural values and national character is a serious concern of stakeholders in the field of education in Indonesia, and there is a need for support for the ability of teachers to be able to implement it optimally in the learning process.
Various adjustments regarding citizenship law regulations in Indonesia still do not provide accommodation for all citizens. After the enactment of Law Number 12 of 2006 concerning Citizenship, there was pressure from the Indonesian diaspora to implement dual citizenship. This urge received a rejection from other citizens because it endangered security, economy, politics and questioned loyalty as a citizen. This study aims to examine in the literature the differences in paradigms of globalist and nationalist groups in Indonesia and the reality that occurs in other countries regarding dual citizenship. The study uses a qualitative approach with a literature study to examine the issue of dual citizenship in Indonesia and compare the development of dual citizenship in other countries. The results showed that the debate on the dual citizenship paradigm is in the material and immaterial debates. The group that supports dual citizenship wants distributive justice in terms of material (economics) for those who live abroad. In contrast, the opposing group wants to maintain immaterial aspects. (identity, culture, and ideology). This situation makes Indonesia unable to fully implement dual citizenship. Besides that, Law Number 12 of 2006 concerning citizenship at the beginning of its formation was intended to prevent apatride and bipatride. On this basis, recommendations for stakeholders related to dual citizenship need to be careful in making policies, being able to accommodate the various wishes of citizens, as well as further reviewing the legal and social impacts caused when implementing dual citizenship in Indonesia.
The community's economic downturn caused by the COVID-19 pandemic is a real event that occurred in the City of Tasikmalaya, this condition directly deepens the level of poverty in the City of Tasikmalaya. The existence of an economic recession is one form that is often encountered due to the COVID-19 pandemic. This study aims to examine the relationship between government and society in tackling poverty in the city of Tasikmalaya. A qualitative approach with a case study method is used in this study, data collection techniques using observation, documentation, and interviews and data analysis using data reduction, data presentation, and drawing conclusions. This study uses the theory of structural change which explains that economic changes occur in the community due to a shift from the agricultural sector to industry, this condition indicates that the relationship between government and society is intended to be able to create an economic structure that is able to prevent and overcome poverty. The results of the study show that the government and community relations have not been effective in tackling the impact of the COVID-19 pandemic which has an impact on invalid data on the poor in Tasikmalaya City, community empowerment that has not been optimal, and the vulnerability of women in the category of poor people. These findings indicate the urgency of government-community relations that are carried out systematically and sustainably in all areas in the City of Tasikmalaya so that the government gets valid data on the number of poor people that is used as the basis for making policies regarding community empowerment as a form of relationship between the government and the community.
This study aims to find the concept of prevention and treatment for citizens related to human trafficking carried out by local governments. Empirically, the problem of human trafficking is a violation of human rights related to the right to personal freedom. The majority of these crimes afflict vulnerable groups, such as women and children. On this basis, this study uses a qualitative approach with a descriptive method. The data in this study were taken using in-depth interviews, observation, and documentation techniques. This study uses a constructivist perspective, which is to build ideas through data so as to produce a complete picture. The results show that the model for preventing and handling human trafficking must be collaborative with the central government and institutions dealing with human trafficking issues at the local level. An important aspect that local governments need to focus on is obtaining valid data on maps of human trafficking problems in their administrative areas. This will support efforts to prevent and handle victims of human trafficking involving government and non-government elements. An important aspect of the model for preventing and dealing with human trafficking is that local governments need to increase public participation in campaigning against human trafficking.
