The article offers new approach to distribution of the budgetary places between the higher education institutions subordinated to the Ministry of Education and Science of the Russian Federation, and carrying out competition among entrants allowing to allocate the most popular higher education institutions, to provide optimum conditions for entrants enrollment. The theoretical and methodological analysis of the research of the experience of entrants reception in the countries with various type of economy has been carried out. The offered system of reception of entrants will allow to coordinate the market of educational services and labor market and will promote the emergence of synergetic effect from their interaction. Introduction of practice of allocation of the budgetary places on the basis of data on the entrants who presented originals of the aforecited certificates and documents on education to educational institution will finally allow to resolve an issue of what higher education institution is preferable more to entrants who will raise a rating of higher education institution, presenting to it the certificates. The article reveals the innovative system of reception of entrants offered by authors in higher education institutions in the RussianFederation. The offered system has the universal, unified character and can be used in various countries.
The aim of the work is to structure individual application environments of the information model of a centralized admission campaign in higher education institutions in Russia by modifying the corresponding structure of the Federal information system supporting state final examination and admission procedures. , The IDEF1X modeling methodology was used as research tool. The main result of the work is the formation of such information model subject areas as Educational programs , Entrance exams , Applicant's Priorities and Physical persons. Practical implementation of this model will reduce the costs of universities to support their own information systems, strengthen controls over the compliance with Russian legislation requirements in the field of higher education, ensure the most open and transparent way of applicants' competitive selection. Identified are the blocks of the model of the Federal information system that have already been implemented but require certain modification. The information model can be used in other countries with similar state final examination and state information systems.
Currently, the conditions for admission to higher education in Russia can provide centralization of the procedure for competitive selection of applicants across the country to increase the transparency and openness of this process in relation to applicants, and to reduce the costs of universities for the organization of the admission campaign. The core of such centralization could be the federal information system for USE and admission, but at present there are no algorithms for competitive selection. The paper proposes a modification of the existing mathematical model for the organization of centralized competition for the enrollment to higher education institution in Russia, that is a multi criteria task of optimizing the criterion function of educational institutions of higher education (the higher education system as a whole), corresponding to the enrollment of applicants with the highest score according to the results of the entrance examination, ready to continue education , and the target functions of applicants, consisting in the enrollment to the most interesting (top priority) speciality or major training program. To rank applicants, a modification of the evaluation function is suggested, including a new term intended for the ordering of applicants with the same score based on the results of entrance examinations and evaluation of individual achievements. Also, a heuristic iterative algorithm for solving the formulated multicriteria optimization problem is provided based on the search for a solution for one university under condition of indicating a number of specialties and training program in the applicant’s application for admission. The speed of the algorithm is considered as logarithmic by means of a specially developed program. It is shown that the algorithm is applicable for calculating the competitive all-Russian situation in terms of execution time.
В статье рассмотрены проблемы, с которыми сталкиваются абитуриенты и вузы в современных условиях в рамках приемной кампании: сложность и непрозрачность процедуры приема, риски неправильной подачи абитуриентами согласия на зачисление, ограничение на количество выбираемых поступающими вузов и специальностей, отсутствие системы приоритетов выбора направлений подготовки, необходимость принятия решений абитуриентами в условиях цейтнота и неопределенности. Предложены три подхода к цифровой трансформации процедуры приема в вузы: консервативный, вариация которого используется в Суперсервисе «Поступление в вуз онлайн», эволюционный, основанный на централизации конкурсного отбора во все вузы России в условиях независимых объемов контрольных цифр приема, и революционный, предполагающий проведение всероссийского конкурса по каждому отдельному направлению подготовки в масштабах страны. Приведен сравнительный анализ преимуществ и недостатков каждого подхода в сопоставлении с разрабатываемым в настоящее время Суперсервисом Минобрнауки России «Поступление в вуз онлайн». Показано, что технические средства и алгоритмы для реализации любого из подходов уже созданы. Финансирование процедуры цифровой трансформации возможно как за счет средств Минобрнауки России, так и за счет сэкономленных вузами ресурсов.
