This paper is devoted to measuring the efficiency of the higher education of Bosnia and Herzegovina. The data envelopment analysis method was applied, considering the number of enrolled students, budget financing, co-financing, self-financing as inputs, and the number of graduated students according to the field of education as the output. Measuring the relative efficiency of main fields of the higher education system of Bosnia and Herzegovina, the authors found that the agriculture is the most efficient field of higher education in this country. However, the engineering, manufacturing technologies and construction field have the lowest efficiency score due to the high consumption of budget expenditures, but the lowest education results. The hypothesis of the growing efficiency of the higher education system of Bosnia and Herzegovina was not confirmed. The downward trend in the total number of publications indicates a twofold deterioration in the scientific efficiency of Bosnia and Herzegovina for the six-year period. Comparison with neighboring countries showed relatively low scientific efficiency of Bosnia and Herzegovina. The conclusion is that currently the higher education system in Bosnia and Herzegovina is relatively inefficient and its efficiency falls down.
Introduction. At the present stage of the functioning of market relations is an urgent problem of the emergence of unforeseen risks that impede the effective operation of the enterprise, which carries out its activities in the field of intermediary services. Therefore, it is advisable to characterize the methods and principles of effective risk management in the intermediary activity, in order to identify and prevent the development of unforeseen situations in the enterprise in a timely manner. The purpose of this paper is to investigate the features of risk management of intermediary enterprises. Results. In order to manage the effective operation of the enterprise, the risk management features of the intermediary enterprises should be taken into account. Different types of risks affect the operation of the enterprise in different ways. The impact of the risks can be positive or negative. The source of threats is the negative factors that cause the economic security of the enterprise. The reasons for the emergence of risks in the mediation activity and possible ways of reducing the risks of the intermediary enterprise are indicated, among which are the following: warnings, diversification, insurance, reserves and others. The basic methods and principles of risk management of the intermediary enterprise are highlighted. The most appropriate method of ensuring the effective operation of intermediary firms is the transfer of risk control. Conclusion. The use of this study, with regard to the particularities of risk management, the basic methods and principles, will enable brokers to be more prepared for unforeseen situations and reduce the risk of reducing the level of intermediary services. The information may be useful for businesses that are interested in improving the efficiency of their activities and reducing the likelihood that their risks will be adversely affected.
Метою статті є обґрунтування концептуальних засад розвитку національної системи кібербезпеки України на сучасному етапі державного будівництва. Для вирішення завдань дослідження використовувалися методи аналізу і синтезу, системноситуаційний підхід. Встановлено, що з причин складності кібернетичної сфери в умовах інформаційної глобалізації, трансграничного характеру сучасних загроз кібербезпеці та гібридної війни проти нашої держави існує нагальна необхідність розвитку системи забезпечення кібербезпеки України. Обґрунтовано, що концептуальними засадами розвитку національної системи кібербезпеки України є ідеї паспортизації загроз кібербезпеки і технологізації державного реагування на загрози кібербезпеці, які розроблялися вітчизняними науковцями. Доведено, що важливими напрямами розвитку національної системи кібербезпеки України є розробка паспортів загроз кібербезпеці, технологій державного реагування на виявлені загрози кібербезпеці та впровадження їх у державно-управлінську практику. The purpose of the article is to substantiate the conceptual foundations of the development of the national cybersecurity system of Ukraine at the present stage of state building. Methods of analysis and synthesis, system-situational approach were used to solve the research problems. It is established that the implementation of the tasks defined in the official discourse of Ukraine on the development of the national cybersecurity system requires a comprehensive scientifically sound methodology. This methodology should take into account the multifaceted complex nature of the problems of cybersecurity of the Ukrainian state, Ukrainian society and citizens of Ukraine in the context of information globalization and a dynamic security environment.
Introduction. Under conditions of today the labor management system in the institution of higher education is tasked with finding new more effective forms of labor, how to increase the motivation of workers, material and moral interest of employees in work, reduce or even eliminate potential conflicts, how to ensure consistency in management personnel activities and performers, etc. Purpose. The purpose of the article is to investigate the features of ensuring efficiency of social and labor relations of university personnel during its outsourcing. Results. The features of ensuring the effectiveness of social and labor relations of the higher education institution personnel during its outsourcing are considered. The main problems that affect the effectiveness of social and labor relations during outsourcing the personnel of higher education institution are highlighted. The basic criteria and corresponding indicators of social and labor relations optimization and labor processes during outsourcing of the personnel of higher education institution are characterized: economic, social, psychophysiological, technical. It is noted that the results of this study may be useful to specialists dealing with the problems of increasing the efficiency of outsourcing and its use in higher education institutions under modern conditions. Conclusion. The effectiveness of social and labor relations during outsourcing the higher education institution personnel is defined as the aggregate usefulness and benefit of its implementation in relation to the additional costs of its implementation, as well as when comparing with the previous result of the activity. By its essence optimization of labor processes comes down to achieving complex of economic, social, psychophysiological and technical goals, about achievement level of which necessary to draw a conclusion on the basis of certain criteria. The concrete expression of these criteria through a system of empirical indicators needs further elaboration, so there is a need to develop the method for evaluating effectiveness of social and labor relations when outsourcing the higher education institution personnel.
