The paper focuses on the comparative analysis of professional competences development in public management and administration university programmes and the possibilities of implementation of international experience in Ukraine. Using the methods of comparative and system-functional analysis, synthesis and generalisation, the authors concentrate on the features of curriculums in public administration field taking into account the current realities of social development. The most common methods of training in the field of public administration and their practical focus are analysed. Particular attention is paid to the methods of problem-based learning in public administration, including case studies, case scenarios, and simulation games as part of the education gamification. The authors carried out an essential comparison of competences adopted in the European public administration training and those defined in the Ukrainian Standard of Higher Education in this area and revealed that the Ukrainian Standard lacks a pool of competencies related to the development and analysis of public policy.
Based on historical, legal, and sociological research conducted within a research project funded by the Ministry of Education and Science of Ukraine titled "Improvement of human capital development: a factor in increasing the mobilisation potential of Ukraine", theoretical and methodological principles for improving the mobilisation potential of Ukraine through human capital formation mechanisms are substantiated in this paper. An overview of the main approaches to the recruitment of armies in the context of historical evolution is conducted, and a list of actual and potential threats to a reduction of Ukraine's mobilisation potential is updated. Factors of motivation and demotivation influencing the participation or otherwise of Ukrainian youth in military mobilisation are defined. Optimal legal models for military mobilisation in a democratic constitutional state are also proposed. A general strategy whereby the policy of formation of patriotism through education and media for the actualisation of the mobilisation potential of Ukraine may be realised is also outlined. The article aims to develop conceptual bases for improving the mobilisation potential of Ukraine based on optimising the mechanisms of human capital formation. It also aims to enhance the mobilisation potential of Ukraine as a system-forming factor in ensuring the state's defence capabilities.
The article deals with the peculiarities of polling data application in evaluating public authorities' adherence to the good governance principles. Opportunities and threats of soft and polling data implementation are highlighted considering the possible interests of the main stakeholders of the governance process. Evaluation of 12 good governance principles realization on public opinion basis has been analyzed, while the most relevant methods of raw data collecting have been identified, taking into account the peculiarities of main target audiences: citizens, civil servants and civil society organizations representatives.
The aim of the study is to systematize relevant information on the use of cloud technologies in the management of pedagogical higher education institutions. In the process of studying, general scientific methods of knowledge, which include analysis, synthesis, comparison, were used. Also, the survey results are used to assess the effectiveness of the application of different technologies and their use to manage the university. According to the results of the study, we can conclude that before the pandemic, the situation in the field of cloud computing was quite different. Only some of the world's best universities were implementing cloud technology in their management processes. Today, almost every higher education institution in the world fully or partially implements cloud technology to provide distance education. The main technological products are offers from Google and Microsoft. They are mainly used to store educational information and organize communications within the educational institution. The main problems of using cloud technology have been identified, including the load on the IT staff, the problem of licensing and integration with other cloud services.
