In this paper, we analyze the evolution of local planning instruments in Ukraine from Soviet times to the current state, rethinking the framework of local planning and the role of particular instruments. Planning instruments, notably local planning instruments, by their content and planning practices to a large extent reflect the social and political context of the territory and therefore they are going through significant changes in the course of transition and later transformations. The Ukrainian experience provides important insights for rethinking planning in post-transitional regions, as it illustrates how the role and functions of planning at the local level were changed, how certain instruments were transformed, and how new approaches and concepts were introduced. The paper builds upon extensive materials on the elaboration of regional planning schemes and projects, city planning and construction in the USSR, laws of Ukraine, and state construction regulations of Ukraine and reviews the main stages of local planning instruments development and transformation. The evolution of the instruments in the post-Soviet perspective in the paper is analyzed in terms of their influence on spatial development. It is argued that local planning instruments have evolved significantly, new tools have appeared, and they have become more publicly available and community-oriented, thus reflecting the ongoing rethinking of planning at the local level.

It is reflected in the goals, objectives and activities of their implementation of Hyogo Framework for action (2005)(2006)(2007)(2008)(2009)(2010)(2011)(2012)(2013)(2014)(2015) and Sendai Framework for disaster risk reduction (2015)(2016)(2017)(2018)(2019)(2020)(2021)(2022)(2023)(2024)(2025)(2026)(2027)(2028)(2029)(2030). In Ukraine these approaches are almost not implemented in practice of emergency management, just some of the internationally recognized principles are contained in the Conception of natural hazards and disasters risk management (2014). At the same time it is necessarily to make the sense of some new categories for Ukrainian research and management fields like vulnerability, sensitivity of the territory, response capacity, prevention and mitigation of the risks which are central in the International Strategy for Disaster Reduction.In the paper we analyze the essence of these categories and justify the necessity of their usage for disaster management mechanism transformation, in particular for making strategies on governmental and regional levels. For this aim we analyze the resilience of the territory under big city influence by the case of Kyiv oblast as one of the most vulnerable regions in Ukraine. Revealed peculiarities reflect rather significant differences inside the territory under big city influence by the level of dangerous objects localization and sensitivity, which must be taking into account for implementing the strategy of disaster risk reduction on the regional and local levels. Special accent in the paper we make on the bringing in correspondence the Ukrainian governmental and regional politics in disaster risk management to internationally recognized priorities: broadening of the essence of the category of risk, forming the program of the actions for disaster risk reduction, taking into account the vulnerability of the territory, enhancement of the regional and local levels of the disaster management, engagement of the public participation in disaster management to create disaster-resistant territories.Key words: safety, risk, vulnerability of the territory, big city, disaster risk management, GIS. The article presents the conceptualization of suburban space changes through the prism of changing everyday practices and its verification based on cases in the suburban areas of Kyiv and Vinnytsia. Given task is problematic both theoretically and empirically, as the suburban space is not only a physical residence place of the inhabitants, but also an environment of their life with all interactions and social relations. It is possible to speak about several main types of suburban spaces in Ukraine, each characterized by the specific nature of changes and the way of residents’ life. Moreover, it is almost impossible nowadays to talk about the typical everyday life and everyday practices in the suburbia, as the latter becomes more and more heterogeneous as a result of the mixing, interaction and hybridization of various forms and practices, quite often within individual settlements. Investigating suburban inhabitants in the context of their daily life as residents, consumers, workers, and citizens through everyday practices provides an opportunity for a comprehensive understanding of the economic, social, cultural, and urban planning domains of the suburbia functioning in its relationship with the central city. Analyzed daily practices are related to the main components of human activity: accommodation, consumption, reproduction and upbringing of children, work, recreation, leisure and sports, education and cultural development, civic activity, mobility. The transformation of everyday practices is presented in the context of urban environment changes and emergence of new residents, orientation of residents to external interactions and meeting the needs in the central city/own settlement, mutual transformation and combination of old and new everyday practices. Changes in everyday practices have been identified in connection with the transformation of specific suburban areas, the behavior of residents and, ultimately, identity, and the factors of changes in everyday practices were revealed for different types of suburban spaces on the examples of Kyiv and Vinnytsia. The case studies show that transformations of the suburban spaces of Kyiv and Vinnytsia have similar driving forces, and the main consequences as well: radical change in population structure; loss or hybrid nature of the local identity of suburban settlements; advancing development of housing with underdeveloped engineering and social infrastructure; increasing heterogeneity, fragmentation and polycentricism of suburban spaces; growing the suburbia’s dependence on the central city
This paper explores current debates on post-socialist transition and transformations, focusing on their spatial dimension and conceptualization of the urban transformations. We analyze the evolution of approaches and current discussions around transition as such and post-socialist transition in particular, the relationships between transition and transformations along with their spatial outcomes, and define the main types of restructuring in the course of spatial transformations. In this paper, we illustrate transition as temporal and methodological frame and provide an overview of ideas on its ending, relevance and usefulness, interpreting post-socialist transition as fundamental societal changes of political regime, economy, institutions and space, which are taking place simultaneously. We argue that urban transformations as spatial projection and outcome of the post-socialist transition could be interpreted through the lens of restructuring – the process of socialist structures updating under which old structures are transforming, supplementing with new elements, and therefore new structures are gradually developing as a reflection of the new ideologies and spatial practices. We distinguish and analyze three main types of urban space restructuring in the post-socialist perspective - functional, morphological and institutional, which, interacting, illustrate the key changes of the post-socialist urban spaces. Such interpretation of spatial transformations could be useful for understanding different dimensions of spatial dynamics, providing deeper contextualization and giving comparative perspective on spatial outcomes.
Протягом останніх 30 років у Центрально-Східній Європі тривають соціально-просторові трансформації, спричинені відповідними інституційними та соціально-економічними перетвореннями. Істотні трансформації відбуваються у містах. Процеси трансформацій у регіоні характеризуються появою «множини траєкторій» та неоднорідною динамікою, зумовлені специфічним поєднанням географічного та соціо-культурного різноманіття, швидкості та векторів інституційних перетворень, інших чинників. Все це разом призвело до виникнення декількох моделей постсоціалістичних трансформацій, що мають виразні відмінності. Незважаючи на те, що в українських містах трансформації відбуваються впродовж тривалого періоду, їх не можна вважати завершеними. У цій статті зроблено спробу узагальнити основні положення концепції «постсоціалістичних міст», їх критичної оцінки, спрямованої на виявлення подальших напрямів розвитку, осмислення підходів до вивчення міст регіону, їхнього залучення до ширшого наукового урбаністичного дискурсу.
