At this time the use of computer device technology has developed rapidly and the community. Most people use it not only for commercial purposes, but also to get information on disease detection quickly and efficiently with a computer-based application that can help the general public to find out the causes and symptoms of the disease. for that, a system is needed to imitate the expertise of an expert in answering questions and solving problems in accordance with the knowledge of an expert who is entered into a computer system. The development of artificial intelligence technology that has occurred has made it possible for expert systems to be applied to detect disease using programming languages. One of them is in providing information about various problems, especially Vasculitis. The expert system method used is a Variable Centered Intelligent Rule System (VCIRS) used to handle diagnosing vasculitis. With the facilities provided for users and administrators, allowing both users and administrators to use this system according to their individual needs. Users are given ease in knowing information about Vasculitis disease, its causes and deterrents. Abstract The Walfare Welfare State while on duty as night watchman, their poor community cannot fulfill their primary needs, be it food or clothing, resulting in minimal health care, children who drop out of school, rampant malnutrition. Social welfare cannot be obtained because the attention of the community and government is very minimal and limited. The rights of the poor in the fields of education and health need to be protected as guaranteed in the 1945 Constitution of the Republic of Indonesia and in its implementation, the role of the government is needed to ensure the improvement of the welfare of life by utilizing the potential of natural resources through integrated and sustainable management in a planned manner, for sustainability. people's lives. The problems in this paper are as follows 1. How is the Implementation of Law Number 13 Year 2011 in the Education and Health Sector? 2. What are the obstacles faced by the Government in dealing with the Poor in the Education and Health Sector? The writing method used is normative. The results of the discussion of this paper are poverty management by fulfilling the rights of the poor through education and education and health services by providing assistance with the Harapan Family program and the BPJS-KIS. which is the basic right of the poor fulfilled by the government. Constraints faced by the Government The data that is used as a proposal for prospective participants to receive BPJS-KIS and PKH assistance obtained from PPLS data is still a lot of double. The mindset of the community is more concerned with earning a living than continuing education. Access to isolated areas is difficult to distribute aid for poverty reduction in fulfilling the rights of the poor. Hak-hak masyarakat miskin dalam bidang pendidikan dan kesehatan perlu dilindungi sebagaimana dijamin dalam Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 dan dalam pelaksanaannya diperlukan peran pemerintah untuk menjamin peningkatan kesejahteraan hidup dengan memanfaatkan potensi sumberdaya alam melalui pengelolaan terpadu dan berkesinambungan secara terencana, bagi kelangsungan hidup rakyat. Permasalahan dalam tulisan ini sebagai berikut 1. Bagaimana Implementasi Undang-Undang Nomor 13 Tahun 2011 dalam Bidang Pendidikan dan Kesehatan ? 2. Apa kendala yang dihadapi Pemerintah Terhadap penanganan Fakir Miskin Dalam Bidang Pendidikan dan Kesehatan? Metode penulisan yang digunakan adalah normatif. In fact, there are still many people living in poverty where they cannot fulfil their basic needs, be it food or clothing, there are still many children who drop out of school which causes ignorance. Education is one of the things that can change a family to be prosperous, therefore the government is obliged to fulfil this right. The problem in this paper is what form of government responsibility to fulfil the basic rights of the unprosperous people in education? The writing method used is normative with more emphasis on positive legal norms in the form of statutory regulations. The result of the discussion of this writing is that education is the basic right of the unprosperous people fulfilled by the government. In carrying out its responsibilities, the government fulfils the basic rights of the unprosperous people in several programs. Education which is the basic right of the unprosperous people is provided by the social service through PKH, while the Education Office provides these rights through (PIP) As stated in Article 31 of the 1945 Constitution, the community is required to get an education and the government is responsible for this, with some Indonesian program has fulfilled the rights of the unprosperous people in education.
In addition to getting wages, there are other variables that also appear to be related to the performance of workers/labourers, namely bonuses. Work agreement contains a bonus calculation clause, then the bonus becomes mandatory and becomes the right of the worker/worker. However, if it is not contained in the work agreement, then the entrepreneur may consider that the bonus is something that is not mandatory. This of course creates a different perception between workers, employers and the government in interpreting bonuses. Whether the bonus is part of the workers/labor's rights or is the bonus only an award whose payment really depends on the good faith of the entrepreneur. This paper presents the discourse by explaining from socio-legal research because it is a study of law using a legal science approach and social science approach using a field approach. This paper reveals that the bonus arrangement itself is an important component in the working relationship between the employer/employer and the worker/labourer. Because in principle, bonuses are one way to increase company productivity.
