Optimalisasi keterbukaan informasi publik di lembaga pemerintah dilakukan dengan pengimplementasian Undang-Undang nomor 14 tahun 2008 tentang Keterbukaan Informasi Publik (KIP) harus terealisasi hingga ke tingkat desa, di Provinsi Sumatera Barat istilah desa dikenal dengan nagari. Implementasi UU KIP ini bertujuan untuk menjamin hak masyarakat dalam mengetahui apa yang dilakukan oleh pemerintah. Bentuk konkrit dari penerapan UU KIP di tingkat nagari adalah pembentukan PPID nagari, sebagai badan eksekutif yang berada dilevel paling bawah. Kegiatan pengabdian kepada masyarakat ini dilakukan di dua nagari yang ada di Kabupaten Tanah Datar, Sumatera Barat, yaitu Nagari Tabek dan Nagari Sawah Tangah. Kedua nagari ini memiliki permasalahan relatif hampir sama, 1) perangkat nagari belum memahami dengan baik implementasi dari UU KIP tahun 2008, 2) belum terbentuknya PPID Nagari sebagai bagian perangkat nagari yang bertugas mengelola informasi nagari, 3) tidak terkelolanya website nagari oleh perangkat nagari, terlihat dari design/ tampilan website nagari pada tampilan default. Adapun, metode pendekatan yang digunakan adalah metode Focus Group Discussion (FGD), sosialisasi, presentasi dan pelatihan. Kegiatan ini melibatkan perangkat nagari, BPRN, KAN, dan tokoh adat. Hasil yang diperoleh dari kegiatan pengabdian kepada masyarakat ini, 1) aparatur nagari sudah memahami amanat dari UU nomor 14 tahun 2008 tentang keterbukaan informasi publik, bahwa masyarakat nagari berhak tahu tentang segala sesuatu terkait dengan nagarinya, 2) terbentuknya PPID nagari, 3) meningkatnya kemampuan perangkat nagari dalam mengelola website nagari.
Salah satu hak anak yang jarang terpenuhi adalah hak untuk berpartisipasi. Anak tidak hanya dilibatkan dalam proses pengambilan keputusan dalam keluarga tetapi juga harus berperan aktif dalam aspek pembanunan. Forum anak merupakan jembatan komunikasi antara anak dan pemerintah untuk berpartisipasi dalam pembangunan Nagari Layak Anak. Nagari Tabek dan Nagari Sawah Tangah di Kecamatan Pariangan, Kabupaten Tanah Datar, mitra pengabdian kami masih belum memiliki forum anak. Hal ini disebabkan beberapa hal: 1) tidak semua anak memahami fungsi dan perannya dalam pembangunan nagari; 2) anak kurang percaya diri dalam menyuarakan aspirasinya; 3) pemangku kepentingan belum menjadikan partisipasi anak sebagai hal yang penting dalam kebijakan pemerintahan nagari. Tujuan dari kegiatan pengabdian ini adalah untuk menyuarakan kepentingan Pengarusutamaan Hak Anak (PUHA) dan menginiasasi lahirnya forum anak nagari. Kegiatan ini dilakukan dengan menggunakan metode pelatihan partisipatif dan kolaboratif. Hasil kegiatan pengabdian menunjukkan bahwa, adanya peningkatan pemahaman stakeholders tentang Pengarusutamaan Hak Anak dan peran forum anak, peningkatan kemampuan anak berbicara di depan umum dalam menyuarakan aspirasi dan kepentingannya, terbentuk komitmen antar stakeholders dengan menginisiasi pembentukan forum anak nagari.
The ability of the government to provide the availability of information with a variety of infrastructure and adequate content, accompanied by an attitude of openness and adequate mechanisms and procedures will facilitate the public to contribute or participate positively. The provision of information in the government is carried out by Public Information Management Officers (PPID) in each Public Agency. This research was conducted to find out how the understanding of PPID in the West Sumatra Province Tourism Office towards public information disclosure, knowing the meaning of information applicants and knowing the meaning of public information openness by the PPID in the West Sumatra Province Tourism Office. The method used in this study is a qualitative method with a phenomenological approach. The results showed that the understanding of PPID in the West Sumatra Province Tourism Office towards public information disclosure is quite good. The PPID is able to take responsibility for the mandate of Law Number 14 Year 2008 on Public Disclosure of information, which is responsible for storing, documenting and providing public information by supplying public information data available at the West Sumatra Province Tourism Office to the PPID in West Sumatra Province Government. The meaning of information applicants for PPID in the Tourism Office of West Sumatra Province is as a party that must be served and has the right to obtain public information because they are guaranteed by the Public Disclosure of information Law. While the meaning of public information disclosure for PPID in the West Sumatra Province Tourism Office is the guarantee for the public to get information from public agencies. Padang city is located in a disaster-prone area. The earthquake that hit the city of Padang on September 30, 2009, recorded 383 people who died due to the quake. Since then, the local government strives to reduce the death rate during a disaster by providing disaster information to the public. This study aims to analyze the optimization of disaster communication by the disaster management office Padang city (BPBD) on disaster mitigation. This study is qualitative with descriptive methods, intended to understand the phenomenon experienced by research subjects. The results showed that BPBD Padang City had built good and intensive communication with the Padang City community. That can be seen from the existence of a special section of the BPBD that is tasked with disseminating information related to disaster mitigation, namely the disaster prevention and preparedness section. Also, the material presented was well prepared, involving experts in the field of disasters and NGOs. Furthermore, in conveying information to the public, BPBD uses a variety of media or channels, such as discussion forums, radio, television, social media (Facebook, wag), billboards, and making a "tsunami save zone" road markings to make people understand how to save themself if a disaster occurs. This disaster mitigation socialization has been carried out to the community of 15,000 houses and 50 urban villages in the tsunami red zone. This has an impact on reducing the number of people who exodus to outside Padang City.
According to Public Information Disclosure Law Act number 14 year 2008 about the Transparency of Public Information, a Public Agency was obliged to supply, to provide and/or to publish the Public Information under its authority to the Public Information Applicant, except information that was classified in accordance with the provision. But in its implementation, many public agencies were reluctant to provide public information resulting in public information disputes. There were 38 cases of public information disputes submitted to the West Sumatra Provincial Information Committee from 2015 to 2018. The purpose of this study is to find out the mechanism for settling public information disputes at the Information Commission of West Sumatra Province. This was a qualitative research with a descriptive approach. Data in this research were obtained through key informants (key person) who were determined intentionally. The key person was the commissioner who was at the Information Committee of West Sumatra Province. Documentation and observation studies were also used to capture the relevant data. The results of this research showed that the mechanism for resolving public information disputes in the West Sumatra Provincial Information Committee consisted of 6 stages, starting from the submission of information requests to the issuance of decisions. In the period of 2015 -2018, 95% of information dispute cases were settled by the West Sumatra Information Committee. PendahuluanKeterbukaan penyelenggaraan pemerintahan pada masa sekarang ini sudah menjadi sebuah kebutuhan yang harus dipenuhi. Penyelenggaraan pemerintahan seharusnya mampu menciptakan kepercayaan masyarakat terhadap pemerintahan. Kepercayaan ini timbul karena pemerintah mampu memenuhi informasi yang dibutuhkan oleh masyarakat. Selama ini, keterbukaan informasi dianggap penting bagi beberapa orang saja, sedangkan masyarakat biasa terkadang kurang mempedulikan hal tersebut. Kesadaran masyarakat secara keseluran akan kebutuhan informasi perlu dibangun, tidak hanya konteks pemahaman terhadap undang-undang keterbukaan informasi saja, melainkan juga pada bagaimana pembentukan persepsi dalam memanfaatkan informasi yang diberikan pemerintah.
