The paper analyzes various scientific approaches to assessing the effectiveness of enterprise management. The advantages and disadvantages of using the four most common methods of assessing the effectiveness of enterprises are substantiated, such as 1) comprehensive assessment based on the methods of economic analysis; 2) analysis based on experimental estimates; 3) using the scoring method; 4) assessment based on testing. Given the fact that currently there is no single approach to assessing the effectiveness of enterprise management, including agricultural enterprises, the article proposes the author's method of assessing the effectiveness of management in agricultural enterprises. This methodology assumes that the effectiveness of management in agricultural enterprises is determined by integrating three indicators: economic efficiency of management, social efficiency of management, and organizational efficiency of management. The proposed methodology includes the gradual integration of partial 19 indicators in terms of economic, social, and organizational efficiency. Analysis of this phenomenon was conducted based on agricultural enterprises of the Ivano-Frankivsk region aimed at testing the developed methodology for assessing the effectiveness of management. The paper presents the research of the influence of the number of employees on the level of management efficiency in agricultural enterprises, the influence of enterprise size (by land area) on the level of management efficiency in agricultural enterprises, and the influence of average employment per 100 hectares of agricultural land on the level of agricultural management. The research was done using the grouping method. According to the results of the study, it was established that the developed methods for assessing the effectiveness of the management of agricultural enterprises can be used in practice.
Purpose. The purpose of the article is to assess the socio-ecological and economic efficiency of the organic land-use through the economic substantiation of the organic production development in the Western Polissia regions and its impact on the population health. Methodology / approach. We used general scientific and special research methods for the study. With methods of comparisons, extrapolations, correlations and the regression analysis, we could give an ecological and economical estimate for costs using for the organic land-use engineering and for the feasibility evaluation of the organic production development. The synthesis method was useful in determining the socio-economic efficiency of growing organic products. The State Statistics Service data, collections of health indicators and the activities of medical institutions in the Rivne region became the initial basis for the present study. Results. We made the scientific rationale for the organic production development in the Western Polissia, namely, in Volyn, Rivne, Zhytomyr and Kyiv regions, determined the stabilizing costs for the quality condition of 1 hectare of agricultural land. Moreover, the absence of a direct and close relationship between the agro-ecological indicators of soils and the rate of land certification was proved. It was proposed to use the economic criteria for the agricultural land suitability relative to the organic production, as they are defined as informational rather than restrictive. Mathematical modeling helped to evidence the existence of a relationship between the volume of mineral fertilizers applied per hectare of sown area and the level of the population oncological morbidity exemplified by Rivne region, resulting in mathematical models obtained and applied for the predictive estimates of health problems among the population in Rivne region for the coming years. Originality / scientific novelty. For the first time, the assessment of the socio-economic efficiency of the organic land use was carried out with the involvement of economic justification for the development of organic production in Western Polissia regions and its impact on the population health. Practical value / implications. Key results of the study are primarily actionable for determining the ecological and economic substantiation of the development advisability of the organic production through the implementation of the ecological and economic appraisal of costs using for the organic land-use engineering. In addition to it, another key result is to set the level of reduction in the population morbidity due to a decrease in mineral fertilizers applicable per hectare of sown area.
The paper analyses various scientific approaches to the interpretation of the essence of the concept of “personnel management”, defines the specific characteristics and principles of this process. For a detailed study of the essence and content of the concept of the personnel management, theoretical approaches to this definition and substantiation of its content in the context of various scientific schools and management theories are analysed. Scientific approaches to understanding the functional role and essence of the personnel management in various scientific schools are analysed, namely: schools of scientific management, classical (administrative) school of management, theory of perfect bureaucracy, school of human relations, empirical school of management, school of social systems, and “new school”. The main differences in understanding the process of the personnel management in different theories of management are investigated, the main of which are: situational management theory; system theory of management; theory of organizational culture; theory of human resources management; theory of management culture. The relationship scheme and the place of the personnel management system in the enterprise management in general are substantiated. A three-level personnel management system for tactical, operational and ongoing tasks is proposed. The mechanism of organizational and economic support of the personnel management as a system of synergistically interconnected organizational and economic factors for establishing high-performance HR-management in the enterprise is substantiated. The main elements of organizational and economic support for improving the personnel management system of enterprises are scientific and theoretical approaches to the forming of this system; principles of personnel management; methods of labour management; functions of HR-management; economic levers; methodological support; information support; monitoring of personnel management.
The article deals with the study of current issues regarding the development of the modern education system in Ukraine. The process of defining and substantiating strategic prospects for the development of the personnel management system in educational institutions of Ukraine is complex, as it requires a comprehensive analysis of modern trends and various influencing factors. In order to substantiate the strategic perspectives of the development of the personnel management system in educational institutions of Ukraine, we have developed a comprehensive research methodology. The methodology for determining the strategic prospects for the development of the personnel management system in Ukraine’s educational institutions involves the implementation of a system of important tasks within 4 main stages. These 4 stages include 1) quantitative analysis of modern trends in the formation of educational institutions of various types; 2) comparative analysis of the qualitative characteristics of the formation of educational institutions of different types; 3) strategic analysis of trends in the development of educational institutions of Ukraine according to the methodology of the Boston Consulting Group; 4) determination of strategic prospects for the development of various educational institutions of Ukraine. According to the results of the quantitative analysis of trends in the development of educational institutions, it was established that over the past 10 years, ambiguous trends have been observed, in particular, regarding the decrease in the number of educational institutions and the demand for educational services of most educational institutions. A comparative analysis of the qualitative characteristics of the formation of educational institutions of different types showed that each of the above types of educational institutions has its strengths and weaknesses, its advantages and disadvantages of functioning. The results of the strategic analysis of the market of educational institutions in Ukraine based on the matrix of the Boston Consulting Group made it possible to divide all public and private educational institutions into 4 groups: «Dogs», «Problem children», «Stars», «Cash Cows». According to the results of the study, the strategic directions and priorities of the improvement and development of the personnel management system in the educational institutions of Ukraine at the current stage are substantiated.
The paper deals with the peculiarities of forming of effective system for the personnel development in retail sales networks in conditions of economic globalization. The theoretical development of the research is the study of different scientific approaches to the interpretation of the concept “personnel”. There are different groups of scholars who have different views on the interpretation of this definition. Based on the study of different scientific approaches to understanding of the essence of the concept “personnel”, the author’s understanding of the essence of this definition has been generalized and substantiated. On the basis of generalization of different scientific approaches and normative requirements for the classification of personnel, the supplemented classification of types of personnel was proposed taking into account the peculiarities of functioning of retail sales networks in Ukraine in conditions of economic globalization. Supplemented classification features and criteria contribute to the development of various methods and tools in an effective system of personnel development of retail sales networks at the present stage of their formation. Management approaches to understanding the nature, place and role of retail sales staff in conditions of economic globalization are substantiated. Two management approaches have been proposed: individual-personal and micro-entrepreneurial. Within the individual-personal and micro-entrepreneurial level, a set of conditionally constant and conditionally variable characteristics of the personnel is allocated. The distinguished conditional variables of the personnel are applied in the process of formation and use of personnel in the trade sector, taking into account innovations in this field. The proposed management approaches are the basis for the formation of an effective system of personnel development in retail sales networks. The results of the study can be used in the process of elaborating of an effective system of personnel development in retail sales networks in the context of economic globalization.
