Definisi desentralisasi menjelaskan bahwa sebagai konsep, ternyata desentralisasi mempuyai berbagai bentuk seperti dekonsentrasi, delegasi maupun devolusi. Gelombang demokratisasi, good governance dan globalisasi telah menjadikan desentralisasi sebagai tuntutan besar bukan hanya bagi negara-negara maju tapi juga negara-negara berkembang.
Kebijakan pemerintah Jokowi untuk menyederhanakan jabatan struktural eselon III dan IV guna mempercepat proses pengambilan keputusan serta meningkatkan efisiensi dan efektivitas birokrasi dan pelayanan publik kepada masyarakat perlu diacungi jempol. Kebijakan re-eselonering ini ditujukan agar birokrasi lebih gesit dan adaptif dalam menghadapi perkembangan informasi dan teknologi. Namun, di tengah terobosan baru ini, birokrasi kita telah lama hidup berdampingan dengan struktur patrimonialisme sebagai warisan feodalisme yang mengakar kuat di masyarakat Indonesia. Struktur patrimonial ini telah lama merambah dan menggerogoti tubuh birokrasi dan menimbulkan pola relasi kekuasaan berupa hubungan ketergantungan antara pimpinan dan bawahan. Pertanyaannya adalah bagaimana kebijakan baru menghadapi situasi ini? Penelitian ini membahas dimensi struktur patrimonialisme yang telah lama merajalela di birokrasi kita dan bagaimana merekomendasikan beberapa langkah strategis kebijakan untuk meminimalkan dan mengatasi struktur patrimonial di birokrasi Indonesia.
As a result of recent political dynamic, particularly after the world most complicated simultaneous national elections, Aceh referendum discourse has been reechoed by Acehnese local elite. This issue has become an interesting phenomenon to be investigated. As a result of MOU Helsinki Peace Agreement in 2005, Aceh has been granted as a special region by the central government by way of an asymmetric decentralisation scheme to run its government. Is it true that the local Acehnese really want the referendum? Or is it just a political discourse enacted by the local elites for their own political interests? This paper examines how ideology operates through discourse. It uses Van Dijk ideological discourse analysis. This paper argues that referendum issue reenacted is not just an ordinary elite' speech. It strongly entails political ideology of certain group. For ideology to operate in discourse, local elites have strategically manipulated context, event, knowledge and their group belief both to attract public attention and to strengthen their political bargaining position with the national elites.
The Jokowi government's policy to simplify structural positions of echelon III and IV in order to speed up the decision-making process and increase the efficiency and effectiveness of the bureaucracy and public services to the community needs to be given a thumbs up. This re-echelonering policy has been targeted for more agile and adaptable bureaucracy in facing the development of information and technology. However, amid this new breakthrough, our bureaucracy has long lived side by side with the structure of patrimonialism as a legacy of feudalism which is deeply rooted in Indonesian society. This patrimonial structure has long penetrated and undermined the body of the bureaucracy and caused a pattern of power relations in the form of dependency relationships between leaders and subordinates. The question is how the new policy face this situation? The paper discusses the dimensions of the structure of patrimonialism that has long been prevalent in our bureaucracy and how to propose some strategic steps to minimize and overcome the patrimonial structure in the Indonesia bureaucracy
Continuity of innovation is very pivotal to improve the effectiveness of public service delivery. Various innovations have been tried to be made to solve problems and improve the quality of public services. The Bandung City Government has implemented various innovations, even the city of Bandung recognized as the best performer in public service innovation competition particularly in the 2018 Innovative Government Award (IGA), but then received 6th place in the same competition in 2019. However, the question is how to keep innovation in the heart of organization and become sustainable, what kind of solutions can be proposed to sustain the innovation in public service? To gather data and information regarding the continuity of innovations in Bandung City Government, case study, interview and focus group discussion (FGD) are applied as methods of the research. The research findings indicate that in improving the sustainability of public service innovation, integrated management system, policy, leadership and citizen participation are crucial in sustaining innovation in the Bandung City Government.
