With the end of the Cold War, many observers expected that international conflict would be less likely to occur and easier to manage. Given the successful resolution of the Gulf War and the European Community's (EC) efforts to develop a common foreign policy, observers expected international cooperation to manage the few conflicts that might break out. Instead, the disintegration of Yugoslavia contradicted these expectations. Rather than developing a common foreign policy, European states were divided over how to deal with Serbia, Croatia, and Bosnia. Germany pushed for relatively quick recognition of Croatia and Slovenia, whereas other members of the EC wanted to go slower. Some observers expected Russia to fall in line with the West because of its need for investment and trade, but instead it supported Serbia. It is puzzling that Europe failed to cooperate regardless of whether greater international cooperation could have managed this conflict. How can we make sense of the international relations of Yugoslavia's demise? Since secession is not a new phenomenon, we should study previous secessionist conflicts to determine if they share certain dynamics, and we should consider applying to Yugoslavia the arguments developed to understand such conflicts.
Why do some ethnic groups in conflict (those that are mobilized or face discrimination) receive more external support than others do? This is an important question that has been overlooked despite the crucial role international support has played. Which characteristics of groups and their host states cause them to receive more support? I consider three explanations. First, separatist groups are less likely to receive support owing to their threat to regional stability and international norms. This argument is derived from accounts focusing on the inhibiting impact of vulnerability upon the foreign policies of African states. Second, groups in stronger states are more likely to receive support as states try to weaken their most threatening adversaries – an application of realist logic. Third, groups with ethnic ties to actors in positions of power elsewhere are more likely to receive external assistance. Using Minorities at Risk data, analyses focusing on the number of states supporting particular groups and the intensity of this support suggest that ethnic ties influence the international relations of ethnic conflict more than vulnerability and relative power. Further analyses contrast the international relations of peaceful ethnic disputes and violent ethnic conflicts. These analyses reveal that some factors (such as regime type, nearby separatism) increase breadth and/or intensity of support for groups that are not engaged in violence, while other variables (separatism of the group in question, relative power of host) influence the international relations of violent conflicts. The article concludes with implications for policy and future research.
Why do some minorities seek affirmative action while others pursue territorial autonomy or secession, given similar conditions at the substate level? This article attempts to unpack the puzzle of minority radicalization, focusing on group claim-making as an important dynamic that has been overlooked by much of the recent quantitative literature on ethnic conflict. To address this gap, the authors introduce a new 'claims' variable, which codes the demands made by groups in the Minorities at Risk dataset for three five-year periods from 1985 to 2000. The authors examine the relationship between minority claim-making and rebellion and conclude that they are similar but distinct forms of group mobilization. Groups use claims as a means of bargaining with the center; relative power, therefore, has a critical influence on the extremity of demands that groups advance against the government. The authors test this model against alternative arguments using ordinal logit analysis and find that factors related to strategic power -including a history of autonomy, outside military support, and territorial concentrationare all positively correlated with a group's propensity to advance more extreme demands. This study shows that minorities with greater power vis-à-vis the center are more likely to both rebel and mobilize around separatist demands. However, minority rebellion -unlike separatist claims -may also be triggered by group deprivation, indicating that violent resistance may be driven by grievances as well as opportunities.* The dataset is available at
Irredentism and secessionism have been important causes of international conflict in the 1990s, yet few have considered why ethnic groups desire union with kin elsewhere or want to become independent. Why do groups desire independence rather than union with kin, or vice versa? We consider five distinct explanations: the nature of the group itself; characteristics of the group's kin; contagion processes; ethnic security dilemmas; and the end of the cold war. Using logit, we analyze data from the Minorities at Risk data set. Our findings support elements of the conventional wisdom: Ethnic kin influence irredentism, and violence between a group and its host state increases secessionism. Contrary to current debates, groups that are more concentrated are more likely to be secessionist. Further, some factors are less important than usually argued: relative size, a group's ethnic distinctiveness, economic and political differences, regime type, and economic growth.
