Teacher professionalism has become a distinctive concern in educational discussions. Based on Teacher and Lecturer Act No.14 2005 carried out by Indonesian Government, teacher professionalism, considered as an assessment aspect of teacher quality, could be drawn by four competences, pedagogical competence, personal, competence, social competence, and professional competence. Hargreaves (2000) captured and fragmented the pattern of professionalism development through four phases. This study, a perception study, observed 100 teachers to draw the pattern of teacher professionalism, particularly in Tulungagung and Blitar District, East-Java, Indonesia based on Hargreaves professionalism phases. The results of this study identify that the likelihood phase of teacher professionalism in Indonesia is in collegial phase. Additionally, the criteria of professionalism enhancement reflect the professionalism development based on professionalism ages by . Further, we observe the likelihood of professionalization become an influential factor of professionalism development. The results indicate that every phase captured the right pattern of professionalism development.
E-government is a type of bureaucratic reform which not only highlights technological changes but also changes in the government system involving citizens in policy decision-making. Human resources, leadership and community engagement are critical success factors for innovation in e-government. Therefore, a local government innovation strategy is essential to enhance e-government growth through collaboration and e-literacy. Collaboration is a mechanism of collaboration between one government agency and other governments to jointly solve problems. Although e-literacy is a human resource capability in the learning process to understand a media. The methodology used was library research using previous research articles, books and website literature related to e-government innovation. The stage of the e-Government innovation strategy can be clarified by implementing the SWOT analysis of internal factors such as strength and weakness and external factors, namely opportunities and threats to establish SO strategy, ST strategy, WO strategy and WT strategy. The stages of innovation can be done through two processes, namely collaboration and innovation. The mechanism of collaboration is carried out in order to overcome budgetary problems and to strengthen inter-related agencies in the development of e-government. The e-literacy process is conducted to enhance community participation and development of human capital through community socialization, training of trainers and comparative studies. Faktor-faktor penentu keberhasilan inovasi e-governement adalah sumber daya manusia, leadership, dan partisipasi masyarakat. Oleh karena itu, diperlukan sebuah strategi inovasi dari Pemerintah Daerah untuk meningkatkan pengembangan e-government melalui kolaborasi dan e-literacy. Kolaborasi merupakan suatu proses tindakan kerjasama antara satu instansi pemerintah dengan pemerintahan lainnya guna memecahkan masalah secara bersama-sama. Sedangkan e-literacy merupakan suatu kemampuan sumber daya manusia untuk memahami suatu media dalam proses pembelajaran. Metode yang digunakan adalah studi pustaka, baik menggunakan jurnal penelitian terdahulu, buku maupun web literature yang berkaitan dengan inovasi e-government Pemerintah Daerah. Tahapan strategi inovasi e-government dapat dijelaskan melalui pengembangan dari analisa SWOT terhadap faktor-faktor internal, yaitu kekuatan dan kelemahan dan faktor eksternal, yaitu peluang dan ancaman sehingga menghasilkan strategi SO, strategi ST, startegi WO, dan strategi WT. Tahapan inovasi dapat dilakukan melalui dua proses yaitu kolaborasi dan inovasi. Proses kolaborasi dilakukan untuk mengatasi masalah anggaran dan penguatan antar instansi terkait dalam pengembangan inovasi e-government. Proses e-literacy dilakukan untuk meningkatkan partisipasi masyarakat dan pengembangan sumber daya manusia dengan cara sosialisasi kepada masyarakat, training of trainers, dan studi banding. Tujuan pelaksanaan program pengabdian ini yaitu: a). Memberikan diklat kepada para pengurus koperasi terkait pentingnya menyusun laporan keuangan dengan baik dan benar; b). Melatih dan mendampingi para pengurus koperasi dalam penggunaan software Accurate dalam penyusunan laporan keuangan. Metode yang digunakan mengadopsi langkah-langkah yang ada di action reserach yaitu perencanaan (planning), pelaksanaan tindakan (acting), pengamatan (observing) dan refleksi (reflecting). Kegiatan pelatihan ini dapat dikatakan berhasil karena peserta berargumen bahwa pelatihan ini sangat bermanfaat bagi mereka karena dapat menambah pengetahuan mereka tentang software-software akuntansi. Pelatihan ini juga dapat meningkatkan keterampilan mereka dalam menyusun laporan keuangan berbasis ICT.
The purpose of this research is to produce learning media products to develop the pedagogic competence of undergraduate accounting education students as prospective teachers. E-Modif (Flipbook-Based E-Modul) is a digital book that combines text, images, video, and audio for accounting lesson planning courses. The design of this study used the research design and development of the ADDIE model. The results of this study indicate that students not only find it easier to understand the concept of learning planning, but also can know E-Modif as a real example of 21st century learning media, so they can understand the material in a real context. E-Modif is an alternative choice of effective and attractive learning media, in accordance with 21st century learning, which can be applied in online learning. Students can access E-Modif through smartphones which makes it easier for them to study anytime and anywhere.
The Small-Medium Scale Industries (SMIs) is the leading sector that has proven able to absorb labor which is contributed to economic development in North Maluku Region. The potential of SMIs in North Maluku has a very strong probability to develop, so be able to compete with other regions in Indonesia, especially in eastern Indonesia. Consequently, in this paper, we purposed to describe and analyze the development of SMIs in North Maluku and the roles and relationships among actors through the quadruple helix (QH) model approach. This article used literature research methods with a qualitative descriptive approach and systematic review. We found that the SMIs have increased year on year in terms of both the number of SMIs and the labor, however, it has less contribution on GDRB. The government involvement in SMIs development through QH can increase innovation and open opportunities to improving regional economy by increasing the number of SMIs, manpower, and SMIs productivity. Aspects of culture / local wisdom that develop in the community can encourage the successful implementation of collaboration. Industri kecil dan menengah (IKM) di Provinsi Maluku Utara merupakan sektor penggerak unggulan daerah karena terbukti mampu menyerap tenaga kerja dan berkontribusi pada perekonomian daerah. Potensi pengembangan IKM ini masih memiliki peluang yang sangat tinggi untuk dapat dikembangkan dan bersaing dengan Provinsi lainnya, baik di wilayah timur Indonesia maupun Provinsi lainnya di Indonesia. Artikel ini bertujuan untuk mendeskripsikan dan menganalisis perkembangan IKM di Maluku Utara serta mendeskripsikan dan menganalisis peran dan hubungan antaraktor melalui pendekatan kolaborasi model quadruple helix (QH). Penulisan artikel ilmiah ini menggunakan studi kepustakaan dengan pendekatan deskriptif kualitatif dan systematic review. Perkembangan IKM di Maluku Utara dari tahun ke tahun mengalami kenaikan, baik dari segi jumlah IKM maupun jumlah penyerapan tenaga kerja namun memiliki kontribusi rendah pada PDRB. Upaya untuk mengembangkan IKM melalui QH membuat kolaborasi menjadi lebih terbuka dan meningkatkan inovasi sehingga mampu mendorong peningkatan ekonomi daerah melalui peningkatan jumlah IKM, baikpenyerapan tenaga kerja, serta peningkatan produktivitas IKM baik dari segi kuantitas maupun kualitas produk IKM yang dihasilkan. Aspek budaya/kearifan lokal yang berkembang di masyakarat mampu mendorong keberhasilan pelaksanaan kolaborasi.
