Memasuki era society 5.0, pemanfaatan teknologi sudah mulai mempertimbangkan aspek-aspek humaniora terhadap proses penyelesaian masalah yang ada di sektor publik. Oleh karena itu, penelitian ini bertujuan untuk mengetahui penguatan reformasi birokrasi menuju era society 5.0 melalui tata kelola perencanaan pengembangan SDM Aparatur oleh KemenPANRB. Kemudian, Penelitian ini menggunakan metode penelitian kualitatif dengan pengumpulan data secara sekunder dari referensi terdahulu seperti buku, jurnal, serta dokumen publik yang berkaitan dengan fokus penelitian dan dianalisis menggunakan software NVivo12 Plus dengan pendekatan Cluster Analysis. Temuan studi ini menunjukkan bahwa Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPANRB) telah melakukan penguatan reformasi birokrasi melalui tata kelola perencanaan berbasis sistem merit di mana pada tahapan rekrutmen, pengangkatan, dan promosi, dilakukan pemeriksaan komparatif terhadap tingkat keahlian dan kompetensi masing-masing aparatur yang memenuhi persyaratan jabatan dengan tetap memperhatikan aspek integritas dan moralitas. Namun, penguatan reformasi birokrasi menuju era society 5.0 di Indonesia mengalami berbagai hambatan terkait masih dominannya patologi birokrasi, budaya korupsi, serta ketidaksiapan birokrasi akan pemanfaatan teknologi dan informasi dalam orientasi pelayanan publik kepada masyarakat. Oleh karena itu, Perencanaan pengembangan SDM Aparatur oleh KemenPANRB dalam memperkuat reformasi birokrasi menuju era Society 5.0 harus dilakukan secara tepat dengan merespons berbagai hambatan yang terjadi serta segala bentuk perubahan lingkungan dan perkembangan zaman.
Expenditures on grants (Hibah) and sosial assistance (Bansos) which are included in the category of discretionary funds are very vulnerable to be used as campaign funds to gain popularity of incumbent couples. The purpose of this study is to investigate the possibility of an indication of abuse of discretionary funds in the APBD. This study used an interactive analysis model using three stages, namely; data condensation, presentation of concluding data, and verification. The results of this study indicated that the allocation of regional expenditures on grants and sosial assistance that carried out regional head election (Pemilukada) with the incumbent candidates is greater than before the election, which means there was the use of incumbent discretionary funds for their political interests. The allocation of regional discretionary funds that carried out the election with incumbent candidates was greater than the regions that do not implement the election. Increased of discretionary funds continue to occur despite the unhealthy / deficit regional financial condition. It coupled with the findings of the allocation of expenditure of goods distributed through 100 SKPD of Rp. 504,938,020,140,34 to the public. This was a strong indication that the incumbent was trying to keep providing the assistance to attract voters on the Pemilukada in 2015.
Local tourism is currently developed such as Tourism Village development. Kaki Langit Tourism Village one of the tourism village that is currently developing and as a tourism village of Bantul Regency and special region of Yogyakarta. Kaki Langit Tourism Village uses the concept of community empowerment around Padukuhan Mangunan in which the tourism village stands. The natural beauty, cultural diversity, traditions and potential of the community have been the drive of the thriving Kaki Langit Tourism Village. Kaki Langit Tourism Village is developing. The community develops traditional culinary tourism, the lodging of Javanese rural concept, outbound tourism, and nature tourism. With the community being included directly today the community feels the impact of the economy with the additional income they can. This research uses qualitative descriptive methods. The result is that local tourism through the development of tourism village with Community Empowerment is able to bring economic impact to the community. Cases of human rights violations against Uighur Muslims in China have generated various condemnations from the international community. Various forms of protest, ranging from taking to the streets, complaints in mass media, and on social media. Several countries officially submitted objections to the Chinese government, including the superpower country of the United States. This research wants to see how the forms of protest in social media Twitter analyze the network patterns and relationships between the formed actors and the possibility of a new social movement. Through the hashtag feature on Twitter, researchers can analyze networks, messages, and protest delivery distribution using the Social Network Analysis (SNA) method. This study uses qualitative research methods, data collection by analyzing Twitter media activity, which is used as a protest to the Chinese government. The data was processed using NVivo 12 Plus software. The results showed that the relationship between actors in the use of social media Twitter has pressure on public opinion in parts of the world, the network pattern that connects countries in response to the issue of intimidation by the Uighur Muslim community, social protests that are always given by Twitter users as a place to pressure the Chinese government, and created a new social movement carried out by countries that support the resistance to intimidation by the Uighur people in Xinjiang.
This study aims to determine the Social Service and Community Social Workers efforts to empower the homeless and beggars in Yogyakarta. Data analysis techniques with NVivo 12 Plus software helps in efficient qualitative research. This research focuses on the Office of Social Affairs and Community Social Workers empowering the homeless and beggars in Yogyakarta. The data used are primary data through interviews with the Office of Social Affairs and Community Social Workers and secondary data from various documents on the empowerment of girdles and beggars. The results reduced social disparities with multiple activities: counselling, counselling, training, and policing—Office of Social Affairs and Community Social Workers. The Office of Social Affairs and Community Social Workers provide training such as screen printing, haircuts; if the beggar is still a teenager, then he is put in a youth development centre and fostered within three to four days; training activities are in the form of making various types of handicrafts. Counselling and counselling in reducing the number of beggars and homeless people in Yogyakarta have been going well. Homeless people and beggars are regulated in the Yogyakarta Special Region Regulation Number 1 of 2014, prohibiting money from homeless people and beggars.
