The article is devoted to an analysis of the current state and development prospects of tourism in major and minor urban settlements in the Russian Federation. According to the authors, an effective implementation of events aimed at their image potential promotion encourages the socio-economic development of the areas under consideration. The authors identify the immediate prerequisites for tourism development and provide an analysis of the key factors which constrain the development of domestic and in-bound tourism in Russian cities and towns. In the article, the authors pay special attention to the concerted action of the state, cities/towns, the business sector and society to arrange for the conditions and to design the mechanisms which will ensure the planned development of the tourist industry in Russian cities and towns at an ever increasing pace.
In present-day reality, inter-budget relations cannot be considered perfect, for issues related to the discontinuation (curtailment) of inter-budget transfers have not been given due attention in federal legislation. Powers to regulate and apply these measures are vested in finance bodies. Articles 130 and 136 of the Budget Code of the Russian Federation establish terms and conditions for the obtaining of inter-budget transfers by RF constituents and municipal formations, failure to comply with which can result in that both the Ministry of Finance of the Russian Federation and the finance bodies of its constituents may, in a manner prescribed by them, order that granting inter-budget transfers be discontinued (curtailed). Such classic aspects of the issue as the procedure for bringing one to justice and ways to protect the rights of public entities are yet to be brought to a legislative resolution; the array of issues is quite broad and capacious. With this in mind, in this article the author looks into issues in regulating inter-budget relations-more specifically, in the area of discontinuation (curtailment) of granting inter-budget transfers (with the exception of subventions) to local budgets by RF constituents' finance bodies. This aspect is of special significance, considering the social significance of this type of budgetary relations.

В статье на примере предмета «Церковное пение» рассматривается опыт проектирования балльно-рейтинговой системы успеваемости, разработанной на пастырско-богословском факультете Московской духовной академии для заочного отделения с применением дистанционных образовательных технологий. Рейтинг-план является инновацией в учебном процессе духовных вузов и используется в работе в качестве эксперимента. Предложенная модель может послужить образцом для аттестации по другим учебным дисциплинам, как в очной, так и заочной форме образования.
Determining the quality of the results of educational activities of university students is a certain problem as far as many disciplines require a flexible, integrated approach. Using the example of the subject “Church Singing”, the article examines the experience of designing a point-rating system of academic performance developed at the Pastoral and Theological Faculty of the Moscow Theological Academy for the correspondence department using distance educational technologies. The rating plan is an innovation in the educational process of spiritual universities and is used in the article as an experiment. The proposed model can be taken as a model for certification in other academic disciplines, both in full-time and part-time education.
The article deals with the current state and the implementation prospects of the RF’s state policy for tourism. The authors demonstrate that an effective implementation of events aimed at developing Russia’s tourism potential will give an impetus to the country’s economy. The authors identify the key constrains to tourism development in the Russian Federation, and insist that more emphasis be laid on promoting public-private partnership in the sphere of tourism.
