The priority for using the Village Fund in 2020 has changed along with the existence of financial policies for handling the dissemination of COVID-19 in the village. Based on this, the Village Fund (DD) is prioritized used for handling the COVID-19, one of the priorities is for Direct Cash Assistance (BLT). In its implementation, the Direct Cash Assistance of the Village Fund (BLT-DD) policy has caused many polemics. Based on these problems, the purpose of this paper is to explore the factors that influence the implementation performance of BLT DD distribution. The method used in this research is qualitative exploratory. Data collection was conducted by means of observation, interviews, and literature study. The results displayed that the factors affecting the implementation performance were caused by; first, the factor of clarity of policy content, village volunteers found it difficult to collect data on BLT-DD Beneficiary Families (KPM) due to the criteria set fluctuated and the number of KPM was limited based on the percentage of The Village Funds received by the village. The second, the Regulatory Inconsistency Factor. The changing regulations made it difficult for the village government to implement the BLT-DD distribution. Third, technical factors. The process of disbursing the BLT-DD was long enough to prevent The Village Government from delivering BLT-DD on time.
Pengabdian kepada masyarakat ini dilaksanakan di Kecamatan Dayun Kabupaten Siak. Adapun materi yang disampaikan adalah model pencegahan kabut asap akibat kebakaran hutan dan lahan (karhutla) berbasis sistem informasi dan penguatan kebijakan mengenai kebencanaan. Kegiatan ini berguna bagi masyarakat dan stakeholder terkait mengenai pentingnya meminimalisir bencana asap dan Potensi kebakaran hutan dan lahan. Aspek sistem Informasi yang disampaikan yakni melakukan deteksi asap dengan menggunakan alat pendeteksi asap dan aspek kebijakan yakni mengarahkan kembali masyarakat untuk mematuhi aturan terkait seperti peraturan desa, peraturan daerah dan undang-undang mengenai kebencanaan. Adapun dampak yang diperoleh dari kegiatan ini adalah meningkatnya kesadaran dan kewaspadaan masyarakat terhadap bencana asap di Kecamatan Dayun Kabupaten Siak.
Penelitian ini berusaha untuk menganalisa kebijakan strategis serta local wisdom yang ada di masyarakat setempat dalam menata dan mengelola hutan di Provinsi Riau. Penelitian ini menggunakan metode kualitatif dengan tipe penelitian studi kasus. Penelitian ini berkesimpulan bahwa tata kelola hutan dan lahan di Riau masih buruk. Pemerintah juga belum serius melaksanakan strategi yang sudah dibuat untuk penyelesaian kasus kebakaran hutan dan lahan ini. Peningkatan anggaran dalam upaya preventif haruslah dibarengi dengan upaya perbaikan tata kelola anggaran yang lebih transparan dan akuntabel. Peran Pemda untuk mengatasi kondisi degradasi lahan yang belum membaik harus menjadi prioritas yang tidak boleh diabaikan.
For more than a decade the program e-Government or use and utilization of Teknonogi Information and Communication Technology (ICT) in Indonesia implemented since the issuance of the Presidential Instruction (Presidential Instruction no 3 of 2003 on the National Strategy and Policy Development of e-Government of Indonesia. But then the performance of the e-Government Indonesia has not yet found an ideal performance. A fact and data stated that in the year 2016 Indonesia rated to 116 world version e-Government Development Index (EGDI), down 10 stages compared to the year 2014 which ranked to 106. This condition is still far under the countries in Southeast Asia such as Singapore (stages the 4), Malaysia (60th stage), the Philippines (stages to-71), and Brunei Darussalam (ranked 83th birthday). Meanwhile, the value of the Online Service Index (OSI), and Telecommunication Infrastructure Index (BAWAH) Indonesia also is still below the regional average of Asia. Indonesia is located on numbers 0,3623 on OSI, and 0,3016 on Transparency International Indonesia, while in the Asian region the average OSI on numbers 0,5120 and Transparency International Indonesia on numbers 0,3730. Through this writing, author attempt to offer some ideas to follow rentak and rhythm of the emergence of new theories in science that seems to the government cannot be expected to again be a player or single agent in e-Government development program, but sinergitas one of four players going around the large orbit named governance (styler-kelolaan) together with private parties who have creativity, among universities academics/ professionals who have the ideas and the idea of smartphone, and society widely, so that the government of the owner the authority is able to guarantee the implementation of all celebration with unrest and with the result that deserves.
UU Desa melembagakan sistem baru checks and balances terhadap kepala desa, menempatkan lebih banyak kontrol di tangan masyarakat secara umum. Undang-undang ini juga mengakui kedaulatan dan otonomi desa-desa di Indonesia, menegaskan hak mereka untuk memprioritaskan dan mengelola pembangunan di tingkat desa sesuai dengan prinsip-prinsip dan pemerintahan lokal. Pengabdian kepada masyarakat ini dilakukan untuk memastikan bahwa prinsip-prinsip partisipasi masyarakat dalam memilih kepala desa betul-betul dilakukan secara transparan, dan prinsip-prinsip akuntabilitas dipraktikkan, serta memahamkan kepada masyarakat desa tentang pengaturan jabatan kepala desa. Adapun tahapan yang ditempuh dalam pengabdian ini adalah: kunjungan lokasi, analisa lokasi, serta sosialisasi dan FGD. Hasil dari pengabdian ini adanya suatu harapan kepada pihak pengambil kebijakan sebelum merevisi UU No.6/2014 tentang desa haruslah berdasarkan hasil kajian yang matang dan refleksi terhadap 9 tahun implementasi UU desa perlu dilakukan agar dapat mengambil keputusan yang tepat
