Indigenous peoples globally have high exposure to environmental change and are often considered an ''atrisk'' population, although there is growing evidence of their resilience. In this Perspective, we examine the common factors affecting this resilience by illustrating how the interconnected roles of place, agency, institutions, collective action, Indigenous knowledge, and learning help Indigenous peoples to cope and adapt to environmental change. Relationships with place are particularly important in that they provide a foundation for belief systems, identity, knowledge, and livelihood practices that underlie mechanisms through which environmental change is experienced, understood, resisted, and responded to. Many Indigenous peoples also face significant vulnerabilities, whereby place dislocation due to land dispossession, resettlement, and landscape fragmentation has challenged the persistence of Indigenous knowledge systems and undermined Indigenous institutions, compounded by the speed of environmental change. These vulnerabilities are closely linked to colonization, globalization, and development patterns, underlying the importance of tackling these pervasive structural challenges.
Adaptation is a key component of climate policy, yet we have limited and fragmented understanding of if and how adaptation is currently taking place. In this paper, we document and characterize the current status of adaptation in 47 vulnerable 'hotspot' nations in Asia and Africa, based on a systematic review of the peer-reviewed and grey literature, as well as policy documents, to extract evidence of adaptation initiatives. In total, 100 peerreviewed articles, 161 grey literature documents, and 27 United Nations Framework Convention on Climate Change National Communications were reviewed, constituting 760 adaptation initiatives. Results indicate a significant increase in reported adaptations since 2006. Adaptations are primarily being reported from African and low-income countries, particularly those nations receiving adaptation funds, involve a combination of groundwork and more concrete adaptations to reduce vulnerability, and are primarily being driven by national governments, NGOs, and international institutions, with minimal involvement of lower levels of government or collaboration across nations. Gaps in our knowledge of adaptation policy and practice are particularly notable in North Africa and Central Asia, and there is limited evidence of adaptation initiatives being targeted at vulnerable populations including socioeconomically disadvantaged populations, children, indigenous peoples, and the elderly.
ABSTRACT. Research conducted with the communities of Arctic Bay and Igloolik in Nunavut identified key areas where policy can help Inuit reduce their vulnerability to climate change, focusing on the renewable resource harvesting sector. The policy responses are based on an understanding of policy development and decision making and on an understanding of the processes that shape vulnerability, which in Nunavut comprise the erosion of traditional Inuit knowledge and land-based skills, the weakening of social networks, and a reduction in harvesting flexibility. Policies relating to cultural preservation, wildlife comanagement, and harvester support can serve as entry points for influencing these processes. Our recommendations fall within the mandates of the Government of Nunavut and the institutions created under the Nunavut Land Claims Agreement, and they have been identified as policy priorities by communities and Inuit organizations.
Climate adaptation is a priority for Arctic regions which are witnessing some of the most rapid warming globally. Studies have documented examples of adaptation responses in the Arctic, but assessments evaluating if and how progress is being made over time remain scarce. We identify and examine adaptation progress in the Arctic using a systematic tracking methodology to compare adaptations documented during 2014–19 to those documented for the period 2004–2013 in a benchmark study by Ford et al (2014). Utilising the peer reviewed literature as out data source, we find no noticeable increase in reported adaptations across the two time periods, with the profile of adaptations undertaken remaining largely the same. The majority of documented adaptations continue to be reported in North America, are being undertaken most often in the subsistence-based hunting and fishing sector, are primarily developed in response to a combination of climatic and non-climatic stimuli, are reactive and behavioural in nature, and are mainly carried out at the individual/community scale. Climate change is observed, however, to have a more prominent role in motivating adaptation between 2014–19, consistent with intensifying climate-related exposures in the Arctic. There is limited evidence in the reported adaptations analysed that potential opportunities and benefits from the impacts of climate change are being targeted. The paper provides a general characterisation of adaptation across the Arctic and how it is evolving, and needs to be complimented in follow-up work by studies using alternative data sources on adaptation and research at national to regional scales.
This paper reports on interviews conducted during June and July 2015 to document ecological knowledge of beluga whales (Delphinapterus leucas) in Ulukhaktok, Northwest Territories. Beluga whales are not a traditionally available or important species for Ulukhaktomiut, but they have appeared in increasing numbers in the waters around the community, and hunters have actively pursued and taken them. We conducted interviews in English with 31 Inuit about their beluga knowledge. A Key Words in Context (KWIC) analysis of the word "know" in the narratives reveals different conceptions of what it means to know something about whales. "Know" variously references practical skill, concern and empathy for others, or the developing awareness of one's place in the world. Each of these meanings is coded uniquely in Inuinnaqtun, providing insights about the important differences between researchers and Inuit in how "ecological knowledge" is understood and activated.Key words: qualitative data analysis, traditional ecological knowledge, Inuit Qaujimajatuqangit, beluga whales.Résumé : Cet article fait état des entrevues effectuées au cours des mois de juin et juillet 2015, afin de documenter les connaissances écologiques sur les bélugas (Delphinapterus leucas) à Ulukhaktok, Territoires du nord-ouest.
