Leadership as a social phenomenon accompanies mankind throughout its existence. In different historical epochs, attempts were made to study leadership qualities on the basis of a description of the personalities of great people. As a result, the idea of leadership quickly evolved as the accumulation of theoretical and empirical material, revealing new facets of this complex phenomenon. In foreign social sciences, the theory of leadership has developed in several directions and by now a number of complementary theories and concepts have been developed, which predetermines the need to describe their continuity and development. For this reason, the purpose of the paper is to analyse the basic theories and concepts of leadership, as a sociopsychological phenomenon, the most significant in the context of studying the formation of the leader as an organizational leader. Methodology. The methodological and informational basis of the investigation is scientific articles, materials of periodicals, resources of the Internet. To achieve the goal set, the following general scientific and special methods were used: morphological analysis, system and structural-logical analysis, formalization, analogy, comparison and integration, tabular method. Results. As a result of the research, a brief historical overview of approaches to the study of leadership was given; the logical continuity of the basic concepts and methods of research was considered; the main current trends in leadership research in recent years were revealed. Practical implications. In order to realize the leadership potential, it is necessary to know what determines leadership, on what it depends. Thus, the problem of studying the phenomenon of leadership in a modern organization is relevant; the considered theories of leadership can be applied by managers depending on the level of economic development of the organization. Value/originality. The authors identified current trends in the theory of leadership and possibilities of their further development.
This article is aimed at the scientific and methodological substantiation of conceptual provisions for the transformation of the national energy system of Ukraine through the formation of eco--energy clusters. The article analyses international reports on the development of green energy in different countries. An analysis of the dynamics of energy consumption in Ukraine on the basis of renewable sources for 2007-2019 is performed. An algorithm for making a management decision on the transition to renewable energy sources is proposed. In order to transform the national energy system, a conceptual approach to the formation of an eco-energy cluster as an element of innovation infrastructure based on smart specialization is substantiated. It is proven that this structure should be in the form of the partnership of energy companies, business structures, research institutions, 122 higher education institutions, institutions of logistics, energy and innovation infrastructure, and government agencies. This, in turn, will provide a synergistic effect (economic, environmental, social) by improving a number of existing legislations on alternative energy sources, which would increase the economic efficiency of their production, such as: the development of investment projects to attract additional investments in this industry; state guarantees to producers of "clean" energy for its purchase at fixed tariffs; ensuring the level of energy security of Ukraine through the modernization of the network of existing power plants to increase the level of their reliability and uninterrupted operation; the reduction of greenhouse gas emissions from the combustion of traditional fuels.
Increasing the competitiveness of health care institutions is an urgent issue for health care in the new funding environment. The purpose of this work is to analyze the existing tools for competitiveness management in the healthcare sector. The problems of competitiveness management development are investigated. State regulation, political dynamics, changing socio-demographic characteristics and constant technological development cause significant changes in the healthcare sector, but despite this, state restrictions, conservatism of Ukrainian healthcare and lack of management specialists are the main problems of Ukrainian healthcare. This necessitates the use of the principles of competitiveness management of modern health care institutions. The main methodological approach used in the work is a review of literature sources. The analysis of scientific literature revealed the absence of unified methodological approaches to measuring competitiveness, and many of the proposed methods do not take into account the specifics of the health care system, as well as the areas of activity of the medical organization. The existing models of competitiveness management tools differ from each other, and their use is conditioned by many factors. The role and impact of competition in the healthcare sector is considered separately. The theoretical basis of the study is a systematic approach to understanding the relationship between different levels of health care. Important conceptual issues of measuring competition in healthcare, including S.W.O.T. analysis, competitive advantages, human resources assessment, benchmarking, etc. are considered. The results of this study form the methodological and practical basis for improving the competitiveness management system of health care institutions in Ukraine, which operate in difficult socio-economic conditions.
The question of the economic role of the state was put up for a long time and until now every state solves this problem in different ways and only for itself, on the basis of the accumulated experience taking into account its customs and traditions. The objective need to include the state in the economic process is determined by such factors as: the need to ensure public reproduction on an extended scale, ensuring the long-term interests of the population, maintaining the balance of socioeconomic interests of different population groups in the country, ensuring the unity and integrity of the country's territorial space. For this reason, the purpose of the paper is to examine the main theoretical aspects of state regulation of the economy in historical retrospect and at the present stage of the development of society. Methodology. Methodological and informational basis of the investigation are scientific articles, materials of periodicals, resources of the Internet. To achieve the goal set, the following general scientific and special methods were used: morphological analysis, system and structural-logical analysis, formalization, analogy, comparison and integration, tabular method. Results. As a result of the research, scientific and theoretical grounds for state regulation of national macroeconomic environment were presented; forms and methods of state regulation, programming as a form of perspective state regulation and principles of economic planning were considered in more detail. Practical implications. The considered forms of state regulation are relevant in the current conditions of management and can be applied by states in accordance with the level of economic development. Value/originality. The authors presented innovative forms of state regulation methods, and analyzed their effectiveness.
The article is devoted to strategic management system improvement in the sphere of health care in conditions of emergencies by the example of Ukraine. Pandemic conditions and military actions substantiate the relevance of the research. The study aims to improve the system of health care system’s strategic management in emergencies. The research’s novelty is proposing a new model of interaction between emergency response bodies. An analysis of foreign experience, scientific literature, and normative regulation was carried out to find problem solutions. Methods of analysis, synthesis, induction, and deduction allow to find weaknesses of strategic management and offer ways of liquidation. The study results show the current state of strategic management in healthcare by systematizing the strengths, weaknesses, opportunities, and threats and conducting a SWOT analysis. As a result, weaknesses of the system are identified, and directions for their elimination are proposed. For this purpose, it is necessary to change the work of the Cabinet of Ministers and Health Service with the Emergency Services. The practical value of the research consists in the possibility of application of its results in forming new, more effective strategic aims of public health system development in the case of military operations.
