В работе представлены результаты анализа эффективности использования метода обучения действием на «Фабрике процессов» Кубанского государственного медицинского университета. Проведена оценка комплексного навыка применения бережливых технологий сотрудниками медицинских организаций, участвующих в реализации приоритетного федерального проекта «Создание новой модели медицинской организации, оказывающей первичную медико-санитарную помощь» после обучения на «Фабрике процессов». В статье описан алгоритм работы «Фабрики процессов» Кубанского государственного медицинского университета. Представлены результаты оценки эффективности обучения по методике Д. Киркпатрика на базе трех контрольных срезов знаний и умений обучающихся: после теоретического курса, после первогои второго этапов обучения на «Фабрике процессов». Приведены данные сравнительной оценки эффективности использования метода обучения действием и иных интерактивных методов обучения, используемых в теоретическом цикле «Философия, принципы и инструменты бережливого производства». Эмпирически подтверждена высокая эффективность применения новой технологии образования «Фабрика процессов» и лежащего в ее основе метода обучения действием для подготовки сотрудников медицинских организаций к осуществлению проектной деятельности с применением бережливых технологий. Описан комплексный результат обучениябережливому производству с использованием анализируемых образовательных технологий. Digitalization of universities is an actual trend of our time, due to the direction of development of the Russian economy, focused on improving its efficiency. The tools for achieving this goal are largely lean and digital technologies.The existing regulatory framework of the Russian Federation in the field of effective development is analyzed. The object of analysis is federal and national projects and programs, the purpose of which is to increase labor productivity, ensure the quality and accessibility of services in various fields. The existence of links between federal projects aimed at improving the efficiency of various sectors of the economy through the introduction of lean manufacturing and projects aimed at creating a digital space is demonstrated. The necessity of conforming the development path of educational structures to the vectors of modern social development is substantiated in terms of transferring their internal processes to a qualitatively new level using lean technologies and digitalization of processes. The experience of implementing projects for improvements using lean technologies and digitalization at the Kuban State Medical University is described. The analysis of the effectiveness of projects implemented in the framework of the concept of "Lean university", with the use of digitalization and without its use. Conclusions are drawn about the limitations of the use of digitalization to improve the efficiency of processes, the risks of its use in educational institutions, as well as the need for the synthesis of lean technologies and digitalization in the context of the effective development of organizations.
Aim. To study reasons behind the resistance of medical workers to changes while implementing the federal project “Creation of a New Model of a Medical Organisation Providing Primary Health Care”, as well as to develop guidelines on change management on the basis of Goldratt’s theory.Materials and methods. Changes in the process organisation of medical institutions are necessitated by the implementation of the federal project “Creation of a New Model of a Medical Organisation Providing Primary Health Care” developed by the Ministry of Healthcare of the Russian Federation with the methodological support of the Rosatom Production System. A new model of a medical organisation is based on continuous improvement (kaizen) using lean tools, which requires a different approach to managing changes and overcoming the resistance of medical workers to their implementation. The study sample included the employees of the Central City Hospital in Goryachy Klyuch (Krasnodar Territory). The research took the form of an anonymous questionnaire survey drawing on Goldratt’s theory.Results. Basic recommendations on the management of changes associated with the transitioning to the new model suggested in this work allow heads of healthcare institutions to evaluate employees’ readiness to changes comprehensively, as well as to transform the existing model of a medical organisation effectively and gradually.Conclusion. These guidelines on change management when transitioning to the new model may be used by heads of medical institutions in order for the organisation to achieve effective transition to the continuous process optimisation with the use of lean tools, aiming to meet the criteria of the new model.
The academic potential of the Kuban State Medical University has been formed as a result of close interaction between university and academic science. Such collaboration encourages the development of highly qualifi ed academic and teaching staff, increases the importance of conducting fundamental studies and forms an information basis for boosting research and educational processes in the university. Over a century, academicians and corresponding members of the Russian Academy of Sciences (RAS) have contributed to the development of the Kuban State Medical University by taking part in fundamental research projects and creating scientifi c schools. The Kuban State Medical University has received ongoing intellectual support from representatives of academic science both in the formation of long-term developmental strategies and implementation of individual scientifi c projects. The collaboration between RAS and the university has been carried out under different socio-economic and political conditions. The Kuban State Medical University will continue implementation of fundamental research projects in close interaction with the Russian Academy of Sciences (RAS) in the foreseeable future. This article presents a brief biography of 15 RAS academicians and corresponding members having made a signifi cant contribution to the development of the Kuban State Medical University, which is celebrating its 100th anniversary this year.
The introduction of lean technologies in the organization of health care is due to the implementation of the priority federal project in the Russian Federation “Creation of a new model of a medical organization providing primary health care”. The work reflects the peculiarities of training in lean production for employees of healthcare organizations in an atypical situation associated with the COVID-19 pandemic. The use of distance technologies in the training center “Process Factory” of the Federal State Budgetary Educational Institution of Higher Education “Kuban State Medical University” of the Ministry of Health of Russia (KubSMU) was a timely response to the changing conditions, within which the information and methodological base of training cycles was promptly adapted. The article discusses the positive and negative aspects of distance learning lean technologies, shows the difficulties faced by both learners and Lean trainers. The article describes the regularities of the transition from the traditional full-time education at the “Process Factory” with the immersion of students in simulated conditions, to the alternative - distance learning, using virtual space and other innovative technologies for conducting classes. It is concluded that distance learning has a number of advantages in improving the qualifications of employees of healthcare institutions in the field of implementation of lean technologies. The methodology of E. Goldratt and the model of E. Kübler-Ross used in the work made it possible to identify the causes of resistance and create a set of measures to overcome resistance to change, implemented in a distance learning format.
