The purpose of this publication is to explain the applying of behavioral economics tools in the process of the technological upgrading of the Republic of Kazakhstan to be implemented. We need to: define the concept of behavioral economics; to reveal and describe in what way tools of behavioral economics may be applied, their nature and impact in the process of technological upgrading on the types of management; to understand and explain three principles of decision-making, the algorithm to make choice by people, profitable and unprofitable choices. Two main types of a feedback are provided and explained: reinforcing and balancing feedback. In this article, it is required to find out what solutions are necessary for a post-industrial economy, what is constituted by methodological tools, which are required to implement the accelerated technological upgrading, and the subjects of organizational support of technological change.

Agritourism is rapidly developing in many countries, but despite this, little is known about the specific implementation, the actual scope and effectiveness of public and private measures to support the development of agriculture and agritourism, especially in recent times. Therefore, the purpose of this study is to analyze the development of agro-industrial complex for the creation of agrotourism zones on the materials of the Republic of Kazakhstan. The integration of agrotourism is a breakthrough for the prosperity of rural industry and the revitalization of rural areas. In addition, agricultural eco-efficiency and the integration of agro-tourism are closely related, so studying the relationship between them is of great importance for realizing high-quality agro-ecological development.

The aim of the study is to study theoretical and methodological approaches to the influence of the state program of housing construction on determining the affordability of housing for the population. Construction objects, as well as housing construction objects, lose their profitability and are not sold after delivery. The resulting decline in demand further aggravates the situation. The study analyzes the provision of housing in the Republic of Kazakhstan, and also makes calculations to determine the affordability of housing in the country. The article discusses the main indicators of the development of the housing construction industry: domestic production and consumption and market size in the Republic of Kazakhstan.The contribution to the development of the housing construction industry comes mainly from investments in the construction industry. The State Program also provides for the construction of rental housing, in accordance with standard projects for the construction of 5 and 9-storey large-panel frame houses using industrial housing technology. One of the most acute social problems in the Republic of Kazakhstan is the availability and provision of housing. This indicator depends on such factors as: the high income stratification of the population, the rate of construction of housing in the country at the regional level. The issues of housing provision in the regions of Kazakhstan were addressed through the implementation of the Regional Development Program 2020 and the state program of infrastructural development “Nurly zher”.

The purpose of the article is to study the problems of competitiveness of the regional economy. In modern market conditions regions compete with each other for attraction of investment resources (public, private or foreign), together with all sources of resources, as well as markets for their implementation, attracting taxpayers. At the same time, regions are independent subjects of the national and international markets. In this connection, the issue of ensuring competitiveness of the regions of Kazakhstan today is very relevant to us. One of the main goals of the Government of Kazakhstan is to ensure sustainable growth of the country's economy through diversification of its production base and implementation of the National Strategy for Territorial Development. Nevertheless, the prerequisites for regional competitiveness are laid at the national level. Sustainable development of regions is possible only in the presence of favorable conditions in the country, such as a macroeconomic environment conducive to growth, employment, stability, taxation and regulatory systems that stimulate business development and job creation. Provided the macroeconomic environment is properly controlled, microeconomic reforms aimed at overcoming market failures that hinder the country's competitiveness can only be effective at the regional and local level. In fact, most of the country's comparative advantages are determined by the specifics of its regions, and an effective national competitiveness strategy requires that the specifics (both opportunities and weaknesses) of the regions be taken into account. It is important to remember that the competitive development of a region is a multidimensional and multifaceted process.
