The article researches the international practice of human resources management in the context of digitalisation. The method of expert assessments and analytical methods are used. The basic advantages of finding employees for vacant positions in social networks are revealed, which allowed the authors to propose the algorithm of an HR manager’s staff recruitment for an enterprise’s vacant position in social networks. In contrast to existing approaches, this methodology involves five basic steps. The usage of this algorithm will enable HR managers and executives to avoid the stage of work with staff agencies, will reduce the enterprise’s costs on staff recruitment for the vacant position, will form a staff reserve and, at the same time, will make the process of staff recruitment mobile in conditions of digital economy.
This paper summarizes the arguments within the scientific discussion on the investigation of human resource management of willingness and ability of long-term care insurance. The main purpose of the research is to investigate human resource management of willingness and ability of long-term care insurance considering the innovative international experience and the case of Henan province in China. Systematization literary sources and approaches for solving how the person could be motivated to use long-term care insurance indicate that this goal could be reached by issuing questionnaires. The relevance of the decision of this scientific problem is that the demand for long-term care insurance, domestic and foreign scholars mainly use questionnaire survey to conduct quantitative and qualitative research. Investigation of the proposed topic in the paper is carried out in the following logical sequence: the method of expert analysis allowed forming the survey of long-term care insurance. The research's theoretical and methodological basics are general scientific and special methods of certain economic phenomena and processes' cognition. The dialectical method was used to synthesize theoretical and methodological foundations of human resource management of willingness and ability of long-term care insurance foreign countries and China and formulate conclusions. Methodological tools of the research methods were respondents from January 20, 2020, until the end of March 31, 2020. The paper presents the results of the empirical analysis that the proportion of those willing to participate in the long-term care insurance system with an income of «less than 2,000 yuan» is 65.4%; the proportion of those willing to participate in the long-term care insurance system with an income of «2000-4000 yuan» is 69.0%, and the proportion of those willing to participate in the long-term care insurance system with an income of «4000-6000 yuan» is 74.1%. The regression analysis as the statistical method was used to determine whether and to what extent dependent and independent variables are significant. The research empirically confirms and theoretically proves that the factors of the insurance awareness model and the regression of Q24 «are you willing to participate in the long-term care insurance system» are not significant, indicating that the insurance awareness factor is not an influential factor for the old-age care insurance demand. Therefore, the original hypothesis was denied, and the insurance consciousness model factors became not significantly related to the willingness of demand for long-term care insurance. The research results could be useful for those who have a deal with responsible staff, but for this reason, some indicators could influence his behavior. Summing up the results of the held scientific research it could be done the following recommendations. First of all, strengthening publicity and standardize management of long-term care insurance system. Secondly, that should be accelerated the development of the nursing industry with aging, chronic diseases, and other increasingly serious, China's medical resources are very scarce, especially in the nursing industry. Thirdly, it would be progressive if China absorbed the foreign long-term care insurance experience. Fourthly, it should be improved the design of long-term care insurance and increased the types of insurance products.
Purpose. The analysis of theoretical concepts of sustainable competitive advantage, the assessment of the competitive advantages of the agricultural sector in the region and identification of the opportunities to provide competitive advantages under conditions of instability as well as a changeable business environment. Results. Two opposite concepts of sustainable competitive advantages' sources are analyzed. The first one is resource-oriented, the second one -based on the influence of the external environment on the competitive position of the company. It is found out that in modern conditions, the concept based on the resource approach is more adequate for the agrarian sector as the business features in agriculture predetermine the considerable resources' immobility. In agriculture, due to the specificity of rural settlements, the combination of the basic resources (land, machinery, people) causes a quite rigid configuration that cannot be changed quickly enough. But the resources themselves are not a source of competitive advantage; the ability to use available resources effectively is important. The authors propose a method for comparing the security and efficiency of the basic resources' usage in agriculture by region. Under the framework of the methods, it was put the index method that allows comparing individual indicators and defining the integral index. The authors used such indicators as energy capacity, tractors and labour resources per one hectare of agricultural land to estimate resource availability. Resource efficiency is characterized by labour productivity indicators (gross production per one average annual employee) and land productivity (gross production per one hectare of agricultural land). The integral indices were calculated based on the geometric mean. There was done the comparative analysis of the provisions of basic resources and the efficiency of their usage by agricultural enterprises of Sumy region, neighbouring regions as well as the average industry indicators based on the proposed methodology. The analysis confirmed the existence of sustainable competitive advantages in the regional context and found that the leading resource is not natural characteristics, but effective management, which provides the highest efficiency of management. Conclusions. Taking into account the rapid changes in the business environment, any competitive advantage can quickly turn from sustainable to unstable. An assessment of the competitive advantages of the agrarian sector in the region has shown that to provide a sustainable position, it is first and foremost necessary to focus on reducing the costs and use innovations. Under conditions of rapid technological change, the main resource is human ones that can produce certain knowledge and innovative solutions. The article is devoted to the research of international protection of human rights in overcoming poverty in the context of public awareness and digitalization. Analyzed certain provisions of international regulations and domestic legislation, the authors found that these documents underlined the poverty line, and human resources that are below this limit are considered to be poor. It is established that today in Ukraine there is activity of the state in reducing social inequality among human resources, there are also reforms to deepen the stratification of society, but there is no effective mechanism for implementing the proposed approaches by public authorities. The article proposes to take the three main goals of sustainable development as the main components of models that will help eradicate poverty in the world and in Ukraine as well. In particular, the authors proposed to take into account the following provisions: 1) overcoming the extreme poverty line as an economic and social component of the country; 2) fighting inequality and injustice in the context of protecting international human rights; 3) fighting climate changes. Taking into account the proposed provisions at the national level will help accelerate the achievement of the world’s global goals of sustainable development. The authors improved the interpretation of the concept of “information inequality”, which they proposed to understand the differences in access to information, sources of its accumulation by society, its incomplete usage in practice due to lack of awareness. It is proved that this is the basis for ignorance or lack of information of the poor layers of society. The human resources’ usage of the proposed interpretation in the article in their daily life will create the association that it is their lack of information, in an active digital environment, causes the effect of “insufficient power of the individual in society”.
The article researched the OIE Terrestrial Animal Health Code to be a crucial part of the WTO international trade legal framework. The study established that countries wishing to become full members of the WTO should bring their legislation in line with OIE standards, according to which the veterinarian is the person with appropriate education, licensed by the independent self-governing body of the particular country. Empirical, systematic, and theoretical research methods, as well as the foreign experience of veterinary medicine colleagues from Poland, Ireland, Italy, Great Britain, and Austria, allowed the authors of this article to implement the received information concerning the creation of the statutory veterinary body into the draft law of Ukraine. The article revealed that according to Article 3.2.5. of the Terrestrial Animal Health Code of the World Health Organization, only the Self-governing Body carried the legal responsibility and acted based on legislative acts. The authors proposed the draft of the Law of Ukraine “On Professional Activity of the Doctor of Veterinary Medicine and Self-governing Body (Veterinary Parliament)”. Implementation of this Law on practice is necessary and timely because 1) veterinary medicine doctors will be united into a single body, which is interested in increasing the prestige of the profession; 2) there will be a reduction in the percentage of conflict of interests (the state provides services and the state controls the performance of these services) due to the transfer of state veterinary doctors to the private segment; 3) the state will delegate services to the self-governing body for the organization of preventive measures and measures to eliminate infectious and parasitic diseases of animals, zoonosis; 4) there will be control of “Lifelong learning” by deprivation of permission or suspension of the permit to carry out the veterinary practice.
