The purpose of this study was to analyze the implementation of the coordination of handling corruption crimes in the Police and to analyze the obstacles in the implementation of the coordination of the Polres and Polda in handling corruption crimes in the Central Java Region. The results of the study show that the National Police have an important role in launching the mission of eradicating corruption in various regions in Indonesia, because the Police have a function in the field of law enforcement. Specifically for eradicating corruption, this function is carried out by the directorate of criminal acts of corruption at the National Police Headquarters, which is structurally tiered from the Polda Sub-Directorate to the Polres Tipikor Unit. Coordination is carried out in investigation and investigation activities in areas prone to corruption. Every organization has obstacles that hinder the achievement of high performance. Internal obstacles faced are the slow process of disbursing funds in the submission of the annual budget and problems with the quality of human resources for investigators in the field of corruption. External obstacles are faced in the form of a lack of public understanding about the dangers of corrupt behavior, so that public participation in overcoming corruption is still minimal.

Lebih dari Rp 400 triliun Anggaran Pendapatan dan Belanja Negara (APBN) digelontorkan untuk Dana Desa sejak 2015-2021. Sayangnya pengelolaan tidak dimbangi dengan prinsip transparansi dan akuntabilitas dalam pengelolaannya. Sehingga, tidak sedikit kepala desa yang terjerat kasus korupsi. Data Komisi Pemberantasan Korupsi (KPK) menunjukkan setiap tahun terdapat 61 kasus korupsi di sektor desa, yang dilakukan oleh 52 kepala desa dan merugikan keuangan negara hingga Rp. 256 miliar. Kajian ini bertujuan untuk mengidentifikasi risiko korupsi pengelolaan anggaran Dana Desa dan Alokasi Dana Desa pada setiap tahapan pengelolaan Dana Desa. Kajian dilaksanakan secara kualitatif – deskriptif dengan teknik pengumpulan data yang terdiri dari wawancara mendalam, kajian literatur, dan Focused Group Discussion (FGD). Ada tiga unsur narasumber yang diwawancara dalam kajian ini, yaitu: 1) Perangkat Desa, 2) Badan Permusyawaratan Desa (BPD), dan 3) Tokoh Masyarakat. Kajian dilaksanakan di 15 Desa yang tersebar di Kota Banda Aceh, Kab. Jember, dan Kab. Kupang. Hasil kajian ini menunjukan bahwa risiko korupsi anggaran desa dapat terjadi di setiap tahapan. Kepala Desa, Sekretaris Desa, dan Kaur Keuangan adalah tiga aktor yang paling besar terkena risiko korupsi anggaran desa. Upaya pencegahan risiko korupsi dan fraud anggaran desa secara administratif telah dituangkan dalam Permendagri No. 20 / 2018 tentang Pengelolaan Keuangan Desa. Namun pendekatan administratif saja tidak cukup. Perlu ada pendekatan politik dengan meningkatkan partisipasi publik dalam setiap tahapan pengelolaan anggaran desa.

The cause of corruption in village funds is due to the lack of competence of village officials, lack of transparency and lack of government and community supervision as well as superior intervention in the implementation of physical activities that are not according to planning. A joint commitment from the Puguh Village Government and the community is needed in alleviating corruption at the village level. This paper describes and analyzes various efforts to increase anti-corruption awareness for the community and the Puguh Village Government. The method used in this program includes three things, namely: (1) exploratory; (2) topical; (3) evaluation and monitoring. The service team embodies a commitment to answer problems by establishing an anti-corruption legal clinic with programs including counseling on anti-corruption from the KPK Education Center related to transparent and corruption-free village fund management, computer and internet training from UPTTIK UNNES for the use of an online system in managing village funds and online marketing of village products, as well as assistance in resolving legal cases that occur in the community through a legal aid study center. Pendampingan dan Pendirian Klinik Hukum Anti Korupsi di Desa Puguh, Kecamatan Boja, Kabupaten Kendal. Penyebab korupsi dana desa adalah adanya intervensi atasan dalam pelaksanaan kegiatan fisik yang tak sesuai perencanaan, tidak adanya transparansi dan kurangnya pengawasan pemerintah dan masyarakat. Komitmen bersama dari Pemerintahan Desa Puguh dan masyarakat dibutuhkan dalam mengentaskan korupsi di tingkat desa. Tulisan ini mendeskripsikan dan menganalisis berbagai upaya dalam meningkatkan kesadaran anti korupsi bagi masyarakat dan Pemerintahan Desa Puguh. Metode yang digunakan dalam program ini meliputi tiga hal, yaitu: (1) eksplorasi; (2) topikal; (3) evaluasi dan pemantauan. Tim pengabdi mewujudkan komitmen untuk menjawab permasalahan dengan membentuk klinik hukum anti korupsi dengan program antara lain penyuluhan mengenai anti korupsi dari Pusat Edukasi KPK terkait pengelolaan dana desa yang transparan dan bebas korupsi, pelatihan komputer dan internet dari UPTTIK UNNES untuk penggunaan sistem online dalam pengelolaan dana desa dan pemasaran produk desa secara online, serta pendampingan penyelesaian perkara hukum yang terjadi di masyarakat melalu pusat kajian bantuan hukum.
