Watulimo is one of the sub-districts of Trenggalek Regency located on the southern coast of East Java Province. Watulimo sub-district has great tourism potential, especially for forest and beach tourism, but has not been properly managed. Forest and coastal attractions in the Watulimo sub-district include: Prigi beach, Pasir Putih beach, Damas beach, Karanggongso beach, Pancer Cengkrong Mangrove Forest, Lowo Cave, Rancang Cave, Grojok Cave, Banyunget Forest Tourism, Rangkambu Waterfall, and durian, rambutan, mangosteen plantation. The Watulimo su-bdistrict consists of mountains, terrain, and beaches, so most people rely on agriculture, plantation and fishery products.With many tourist attractions, both forest and beach tourism, if managed properly, will contribute revenue to the district government and the people around the resort, such as the tour guide profession, opening food stalls, parking, lodging, boat rentals and so forth.

ABSTRACT Covid-19 pandemic brings multi-sectoral impact which encourages economic weakening and carries political instability. In this case, developing countries are affected massively by the pandemic. Vulnerable economic stability and unsteady government management encourage the state to experience inability to adapt to the restriction imposed during pandemic. Some developing countries that are not depended on tourism as their economic spine, still have chance to recover through other sector than tourism. However, the phenomena during pandemic appear to be such a condition where developing countries, which are ‘tourism-dependent’, experience terrific economic contraction. Especially, the archipelagic state that rely on natural tourism as the main attraction. The archipelagic states that rely on tourism and experience economic contraction along with political instability are Maldives and Bahamas Islands. ABSTRAK Pandemi Covid-19 memberikan dampak multi-sektoral yang mendorong melemahnya ekonomi hingga mengganggu stabilitas politik negara. Dalam hal ini, negara-negara berkembang merupakan objek yang terdampak pandemi cukup masif. Stabilitas ekonomi yang rentan dan manajemen pemerintahan yang goyah mendorong negara kesulitan beradaptasi dengan pembatasan yang diberlakukan selama pandemi. Beberapa negara berkembang yang tidak menggantungkan perekonomiannya pada pariwisata masih dapat memulihkan perekonomiannya dengan mengembangkan sektor lainnya sebagai penopang. Akan tetapi, melihat fenomena yang muncul di masa pandemi, maka dapat dilihat negara-negara berkembang yang bergantung pada sektor pariwisata mengalami kontraksi ekonomi yang cukup hebat. Terutama negara-negara kepulauan yang mengandalkan wisata alam sebagai destinasi andalannya. Negara-negara kepulauan yang bergantung pada pariwisata dan mengalami kontraksi ekonomi dan instabilitas politik antara lain yaitu Maladewa dan Kepulauan Bahama. Jumiang Beach is an interesting marine tourism destination in Pamekasan, Madura. This makes it possible to both improve the quality of environment and enhance local society’s economic life. On the other hand, a bad effect of tourims affects environment due to the bad deed of local people and visitors in expoliting natural resource improperly. The problem of rubbish also takes concern. Through the principle of Blue Economy, the enhancement of ability, innovation and creativity is put into a wish to efficiently boost the use of natural tourism resource. Islam is a comprehensive religoin that it covers every single aspect of life, including the concept of blue economy. The concept is based on some principles including creativity, innovation, local resource use, and the use of recycleable materials into the better management of natural resource. Implementation of the concept is taken from the activities of marine society of Tanjung village at the Jumiang beach consisting of 1) The efficient use of natural resource is through Low CO2 Emission and resources efficient 2) Zero – Waste which leaves no rubbish at all 3) Social solidarity in empowering local people including program socialization, people resuscitation, skill training, community development and so forth. 4) Multiple Revenue in which a person could earn from various occupation.
