Balikpapan is one of the cities in East Kalimantan with unique characteristic of the region. The characteristics of the region and the height of the area from the sea surface of the city of Balikpapan is one of the factors, therefore need to be designed a tool to detect weather especially in Balikpapan city. The device design using Global Navigation Satellite System (GNSS) Wind Turbine. The measurement results are based on temperature, humidity and wind speed. From the measurement of temperature, humidity and wind speed obtained an average of 30.97oC; 73.49% and 2.91 m/s. According to method World Meteorological Organization, temperature, humidity and wind speed data is accepted.
Balikpapan as a developing city had a constant increasing in vehicle volume every year, it cause majority of traffic network in Balikpapan could not handle the increasing of vehicle volume in some of the road and intersection which cause traffic jam, one of the worst case is Kariangau intersection in km 5.5. Hopefully the result of this study will give accurate modeling and analyzing performance of Kariangau intersection and give alternative solution to increase performance of Kariangau intersection. The method that has been used in this study of Kariangau intersection is literature research, surveying, collecting data using counting machine and data analysing according to MKJI 1997 and modelling traffic flow using Vissim 9 software. The Analyzation according to MKJI 1997, average traffic flow (Q) in Kariangau intersection is 5,096 pce/hr, density (DS) 2.279, delay is 1.062 sec/pce and queue up to 252-649%. With the implementation of traffic light in Kariangau intersection, it will decrease the average traffic flow up to 1,248 pce/hr dan density up to 0.756 or up to 67%.
21 POINTS (Pusat Oleh-oleh dan Inovasi Terpadu Salak) adalah suatu program peningkatan nilai jual dan variasi produk buah salak di KM 21 Karang Joang Balikpapan. Tujuan program 21 POINTS adalah untuk meningkatkan perekonomian masyarakat KM 21 dilakukan dengan meningkatkan nilai jual buah salak, mengedukasi masyarakat dengan pelatihan berbagai pengolahan variasi produk buah salak serta menjadikan KM 21 sebagai pusat oleh-oleh yang khas dan menjadi ikon ekonomi kreatif di Balikpapan yang menghasilkan berbagai variasi produk olahan salak. Program “21 POINTS” yang direncanakan merupakan upaya menciptakan masyarakat yang kreatif, unggul dan mandiri untuk masyarakat di KM 21. Output program 21 POINTS ini adalah teraksananya sosialisasi dengan masyarakat sasaran, sosialisasi dan kerjasama dengan stakeholder terkait, terbentuknya komunitas masyarakat 21 POINTS, pelatihan pengolahan risols salak, rolls salak, manisan salak, asinan salak dan keripik salak serta packaging, pendampingan produksi pengolahan produk buah salak, publikasi kegiatan 21 POINTS melalui website, artikel, news, video profil dan media sosial (line dan Instagram), dan pemasaran produk 21 POINTS di 21 POINTS Store di KM 21 dan pemasaran keluar dari KM 21. Produk hasil olahan 21 POINTS adalah risols salak, rolls salak, manisan salak, asinan salak, dan keripik salak. Keberlanjutan program 21 POINTS berdasarkan dari segi inovasi produk yang terus dikembangkan dan divariasikan dengan tetap mementingkan rasa dari olahan buah salak. Olahan buah salak dikemas dengan packaging yang menarik, unik, kreatif dan inovatif. Potensi keberlanjutan program 21 POINTS adalah menjadikan Km 21 sebagai pusat oleh-oleh yang menjadi ciri khas di Kota Balikpapan dengan potensi dijadikan desa wisata buah salak sebagai desa wisata dan edukasi mengenai buah salak.

Based on data from BAPPEDA Balikpapan explained that the topography of Balikpapan is almost entirely hilly (85%), and the height of Balikpapan's area from sea level is 0-80 meters. Characteristics of the region, the height of area from the sea surface is one of factors that affect the elements of rainfall and temperature that exist, thus affecting the weather city of Balikpapan is not stabilized. Based on the phenomenon of the weather, became an object of our research in knowing the weather based on the speed of the coastal breeze MONPERA. This study uses media tools that support in retrieval of research data of AGITO will be obtained in the form of data of temperature, humidity, and wind speed of area. Existing data will be processed so it can be seen that in detecting the weather city of Balikpapan can be categorized as sunny weather, if temperature ≥25˚C, humidity <88%, wind speed tends to rise and weather is detected rain if temperature ≤25˚C , Humidity ≥88%, wind speed tends to decrease.
