The article adapted and transformed an innovative scientific and analytical means of risk-controlling operational systems of construction contractors and multi-agent environments of construction projects based on the concept and methodological platform of compliance management, which allows early identification of BP risks and stakeholder activities and, taking them into account, to form a rational a version of the budget-resource and calendar program for the implementation of projects, subject to a compromise agreement of the economic interests of stakeholders and a rational distribution between them (compliance) of responsibility for the content, regulations, budget and consequences of anti-risk actions. A hierarchical model of quantitative risk assessment of anti-crisis management of a construction enterprise was built, which, with the help of the apparatus of fuzzy mathematics, makes it possible to assess risk factors and risks at each level of the hierarchy. The proposed model provides an opportunity to identify threats (risks of a catastrophic level), as well as the most significant risk factors based on the sensitivity analysis method, which is important for making managerial decisions in conditions of uncertainty. The conceptual principles of the management activity of the enterprise, taking into account its financial and economic condition, have gained further development, which differ from the current ones in that, in the absence of signs of a crisis, they provide for the functioning of the economic security system with its performance of risk management and anti-crisis management functions, and in crisis conditions - the introduction of anti-crisis management with the delegation of certain tasks and functions to the economic security service and the risk management unit in order to prevent the deterioration of the financial and economic situation and ensure the conditions for the effective implementation of anti-crisis measures.
The article is devoted to solving a topical scientific and applied problem of developing theoretical foundations and methodology, which contains information models, methods, cognitive mechanisms that allow analysis, selection, optimization and evaluation of the implementation of modern concepts of information modeling and integrated implementation of construction projects. Modern concepts that influence the cognitive mechanisms of project management in construction are studied. The analysis showed that obtaining a greater effect from the use of knowledge of participants in the construction project is possible with the joint implementation of modern concepts of enterprise integration and information modeling in construction. The methodology is implemented in scientific and applied tools for decision-making on the content, tools, diagnostic indicators and the expected result of the transformation of the operating system and organizational structure of the construction company, which carries out and adjusts its activities in a complex multi-project operating field. the main factors influencing the synergetic effect formed during the integrated implementation of the project with the use of innovative tools of information modeling in construction are formulated and substantiated. Conceptual principles of business process renewal, management systems for a construction company based on digitalization (digital administration), which are positioned as a means of achieving competitive advantages in the multi-project field of construction development, are substantiated.
Public-private partnership enables the state and the private sector to obtain mutual benefit by combining financial, managerial, technological resources, combining solutions to socially significant problems of the country's socio-economic development with the achievement of the interests of business and society. The optimal option for the implementation of PPP can be achieved only in the case of: a) a thorough study of the processes of accumulation of the strategic potential of the Ukrainian economy; b) improving the structure and content of the economic mechanism for the implementation of intersectoral interaction and its basic components; c) a combination of various approaches to modeling the development of construction production and construction enterprises in order to predict its targets based on the results of the restructuring of the Ukrainian economy; d) conceptual and methodological comprehension of the target functionals of state regulation of intersectoral interaction both within the framework of the national economy and the economic system of the state as a whole; e) development and implementation of objective qualimetric tools for diagnosing the potential for increasing production capacities, as well as opportunities for mobilizing and rational use of the potentials of the systemically universal functioning of PPP in order to achieve high competitiveness of construction enterprises in the implementation of PPP projects. The article determines that both the theoretical and methodological basis for the implementation of construction projects based on PPP, and specific organizational and structural mechanisms for managing such projects, need to be improved. The existing developments in economic science and practice on the implementation of PPP and commercial concession mechanisms do not reflect the industry specifics of contract construction and the complexity of the life cycle of a construction investment project based on PPP.
The article is devoted to the development of the concept of forming a qualitatively new flexible subsystem of internal economic control in the management system of construction enterprises, in accordance with the ratio of elements of centralization and decentralization of management functions, taking into account the type of enterprise and the specifics of the organization and methodology of internal economic control, which, unlike others, includes a complex of end-to-end indicators , aimed at the unconditional fulfillment of the tasks of supplying products, improving their quality, increasing labor productivity and saving resources. The process of researching directions for effective solutions to management problems of a modern enterprise necessarily touches on the analytical assessment of all spheres of its activity from the standpoint of achieving the maximum possible economic result, under the conditions of using its immanent properties, in particular, purposefulness, objectivity, timeliness, efficiency and complexity. A methodical approach was chosen to determine the integral indicator of the level of economic stability, which provides an opportunity to assess the level of economic stability of enterprises and to determine the organizational and economic factors of increasing the efficiency of their functioning. The recommendations for the formation of an effective information and analytical subsystem of the system for monitoring and controlling the financial and economic results of construction enterprises, which combines all types of information - economic, market, sociological, demographic, etc., contains information channels with the necessary reliability, transmission speed and bandwidth , includes a system of methods and means for collecting information and preparing management decisions. The practical significance of the work lies in the possibility of practical implementation of the proposed recommendations regarding monitoring and control of the financial and economic results of construction enterprises. The conceptual basis for the formation of the policy of structural economic optimization of the indicator of economic stability and stability of construction enterprises has been developed.
The conceptual-theoretical basis of the research is outlined, in particular, the content of the economic-managerial interaction of construction enterprises-stakeholders in the context of modern development, the theory of "interested parties" and "management by deviations". It was determined that the successful interaction of the customer, the developer with the implementing enterprises and other stakeholders of development projects should be implemented in the format of temporary on-site structures for the administration of construction investment projects. Within such an organizational structure, successful coordination of actions between institutional participants and CDP executors, economic and functional controlling of the progress of project implementation and pre-determined state of achievement by executors of “strategic milestones” within the cycle, operational system and CDP cycle were realized. The components of scientific and applied support for the activity of stakeholder enterprises in the operating microenvironment of the construction development project (CDP) are substantiated. Analytical and applied support for the selection of BP strategies presented in this section provides a graph-analytical visualization of the vector of approximation of the stakeholder's trajectory from the coordinates of the current state to the state expected by the project development system. estimated duration of the cycle. The final components of the application support allow you to reproduce the influence of the course of the investment and construction cycle of the CDP on the leading indicators of the operational activity of each of the executing enterprises. The foundation was formed on the basis of interdisciplinary synthesis: it combines the modern principles of the theory of interested parties, economic reengineering and construction development – with methodical components of "management by deviations", adaptive management and synergy, digital technologies, management synergy in accordance with the consolidated resources of a multi-project environment on the basis of strategic compliance.
