A high-speed ring oscillator is proposed for improved operation frequency over those based on the conventional n-stage inverter chain. The ring oscillator consists of inverters with negative delay elements that are derived from the ring oscillator circuit. The cell delay of the ring oscillator is smaller than a fundamental inverter delay. Simulations show that the resulting operating frequencies are 50% higher than those obtainable from the conventional approaches.Index Terms-Multiphase clock generation, ring oscillator, skewed-delay.
Enterprise architecture (EA) is one of the most important and effective tools for delivering high-quality e-government services to citizens. In this study, we used organizational performance and change theory to determine factors that contribute to the successful implementation of EA. We classified these factors as one of two types: transformation change (TFC) and transactional change (TSC). To identify these factors, we collected survey data from Korean public sectors that have implemented EA for years. Results show that while EA management systems (EAMS) and EA guidelines directly affect EA performance, laws and regulations, and EA organization exert an indirect effect. Further, top management support had both direct and indirect effect on EA performance. Ultimately, the findings produced by this study have implications for government institutions that plan to implement EA.
The proliferation of innovative digital technology is changing the industrial ecosystem; thus, companies should have the ability to adapt to the new environment. However, the success rate of digital transformation (DT) is still low, and there is a need to know its success determinant factors. This study aims to examine factors that affect DT’s personal and social acceptance and empirically verify whether they actually affect it. Success factors and risk factors affecting the adoption of DT were identified from the literature review. The study collected data from 100 employees working for Korean financial institutions to statistically analyze and identify the determinant factors affecting successful DT. The results show that planned behavioral factors and innovative characteristics have a positive effect on DT acceptance attitude and that DT acceptance attitude has a positive effect on personal acceptance of DT. This study makes both theoretical and practical contributions. It distinguishes acceptance of innovation in two ways: individual acceptance and social acceptance, which has not been done in previous studies. It presents useful insights and understanding for those interested in transforming their organization with new technology by suggesting successful DT determinant factors.
Purpose -The internet has become a ubiquitous technology for business and it possesses the potential to make the concept of value chain into a more attainable reality. The purpose of this paper is to conjecture that the way the internet is utilized and the extent to which the internet impacts business performance vary from country to country. The paper aims to compare two countries regarding the pattern of internet utilization, the impact of the internet on organizational performance, and the readiness for the internet from the value chain perspective. Design/methodology/approach -A survey study was conducted with CIOs and IS directors in the USA and South Korea. A research instrument was developed by adopting and revising two existing instruments on IT value chain and on business internet practices. Findings -The findings suggest that the two countries are more similar in the way they utilize the internet than anticipated despite discernable differences observed in some areas of internet utilization.The study also provides an empirical evidence for the connection between the organization's readiness for the internet and the impact of the internet on organizational performance. Research limitations/implications -Varying sampling and data collection processes between the two countries may have introduced unintended bias to the study. Practical implications -The findings of the study provide empirical evidence that the internet has become a truly global business tool that makes the concept of value chain an achievable reality. Originality/value -This comparative study makes a unique contribution for both academicians and practitioners to gain a better understanding how the internet is adopted and utilized in different countries and to chart a course to capitalize on the technology from a value chain perspective.
