This paper, which is focused on evaluating the policies and institutional control of the Brantas River Basin, East Java, Indonesia, aims to review government regulations on watershed governance in Indonesia. A qualitative approach to content analysis is used to explain and layout government regulations regarding planning, implementation, coordination, monitoring, evaluation, and accountability of the central and local governments in managing the Brantas watershed, East Java, Indonesia. Nvivo 12 Plus software is used to map, analyze, and create data visualization to answer research questions. This study reveals that the management regulations of the Brantas watershed, East Java, Indonesia, are based on a centralized system, which places the central government as an actor who plays an essential role in the formulation, implementation, and accountability of the Brantas watershed management. In contrast, East Java Province’s regional government only plays a role in implementing and evaluating policies. The central government previously formulated the Brantas watershed. This research contributes to strengthening the management and institutional arrangement of the central government and local governments that support the realization of good governance of the Brantas watershed. Future research needs to apply a survey research approach that focuses on evaluating the capacity of the central government and local governments in supporting good management of the Brantas watershed.
Currently watershed governance still involves many stakeholders from different territories, ranging from local to cross-country, and also, different social, political, cultural, and economic factors. Therefore, this study aims to categorize the themes or concepts related to watershed management studies. Through descriptive analysis and the help of the Nvivo-12 software, 383 Scopus indexed paper articles, which were published by major publishers such as Emerald, MDPI, Sage, ScienceDirect, Springer, Taylor and Francis, were obtained. The results indicate that there are 155 concepts in the watershed governance study, and they can be categorized into 6 groups. Furthermore, they are also related to dominant themes such as water resources, governance, watershed, environment, local issue, and policy. The significance of this study is the discovery of the concept of watershed governance studies; therefore, it can assist in the development of conceptual frameworks in future studies. Meanwhile, the limitation of this study is that the articles it reviewed were obtained from only the Scopus database, therefore, it does not have comparable data. Consequently, future studies need to use a comparative analysis approach which involves both the Scopus and the Web of Sciences (WoS) databases.
Recently, Batik Tulis Lasem had several problems with a product, starting from input until the market process. Also, there is the problem of capital and technological capabilities from Batik Tulis Lasem industry, poverty, and social inequality of the craftsman. This article aims to examine the role of local government in improving creative industries, especially Batik Tulis Lasem. Further, this article was conducted by qualitative descriptive approach, particularly using the case study. In addition, the researchers collected data from semi-structured interviews with official local government and Batik Tulis Lasem entrepreneurs in the period covered 2018-2019. The results showed that local government has an important role in improving creative industries, firstly as a regulator, secondly as a facilitator, and thirdly to ensure the existence of Batik Tulis Lasem through empowerment. The problems in Batik Tulis Lasem are the regeneration of entrepreneurs, including batik craftsman, the lack of empowerment by local government, and the lack of information technology knowledge among the majority of Batik entrepreneurs. As an implication, the government should increase empowerment for the Batik Tulis Lasem industry through the regeneration program of batik craftsman and increase capacity for digital marketing.
This paper intends to explore the areas of tolerance and intolerance to the diversity of the people of Yogyakarta amid cultural, racial and religious modernities. The City of Tolerance as an achievement that supports the national-ethnic tolerance of society is unable to create collective action. Structuring the meanings in the culture of the people of Yogyakarta actually gave birth to the expression of conflict and intolerance towards the minority. The pattern of conflictual relationships that sometimes involve violence has altered the structural dynamic order of a harmonious society.
Purpose of the Study: The purpose of this article was to categorize and identify the role of stakeholders in the development of SEZs policy. Furthermore, the researchers set limits on the development of SEZs policy in Tanjung Gunung and Sungailiat. Methodology: This article used qualitative research with approach Participatory Action Research (PAR). The data were obtained through in-depth interviews, observation, and a literature study about the focus of research. The researchers also conducted focus group discussions with related agencies or institutions within the Bangka Belitung Province Government, Bangka Regency, and Central Bangka Regency. Main Findings: The results indicate that many stakeholders are involved in the SEZs policy from within both the central government and local governments. In addition, there are additional key stakeholders namely central government as represented by National Council . The primary stakeholders are local governments, and the secondary stakeholders are the mining entrepreneurs and the wider community. Application of this study: The importance of stakeholder analysis is to resolve any that arise in the development of SEZ policies in Bangka Belitung. Moreover, stakeholder analysis can help to limit the issues that can be solved in ways that are technically applicable and politically appropriate by prioritizing the common interests and greater good. Novelty/Originality: No specific research discussing the SEZ policy in Bangka Belitung, especially stakeholder analysis, has been conducted before. Stakeholder analysis identifies policy actors to realize the development of SEZs policy in Bangka Belitung which environmental friendly.
