Harapan Baru Bagi Gelandangan Dan Pengemis Melalui Implemenasi Program Desaku Menanti Di Kota Padang

Abstract

AbstrakKeberadaan gelandangan dan pengemis di kota Padang akibat daya tarik kota untuk memiliki pekerjaan. Daya tarik kota karena lapangan pekerjaan banyak dan upah yang tinggi namun tidak mampu menampung mereka karena keterbatasan pendidikan dan keterampilan sehingga mereka menjadi gelandangan dan pengemis. Pemerintah melalui Kementerian Sosial meluncurkan Program Desaku Menanti untuk menangani gelandangan dan pengemis di perkotaan yang komprehensif dan mengedepankan keterpaduan dalam rehabilitasi sosial terhadap gelandangan dan pengemis secara terpadu berbasis desa. Penelitian menggunakan metode deskriptif kuantitatif, dimana peneliti mengumpulkan dan menganalisis data tentang Implementasi Program Desaku Menanti, mengintegrasikan temuan, dan menarik kesimpulan secara inferensial, menggunakan 40 responden seluruh kepala keluarga Desaku Menanti. Hasil penelitian yang diperoleh dapat mengintegrasikan temuan dengan t-test untuk mengetahui dampak implementasi yang dirasakan penerima manfaat Program Desaku Menanti. Lokasi penelitian Program Desaku Menanti di Kota Padang. Hasil temuan penelitian bahwa rumah Program Desaku Menanti layak huni, mereka mampu memenuhi kebutuhan dasar karena memiliki ketrampilan, dapat mengembalikan anak ke sekolah, Perubahan perilaku negatif ke positif , mereka tidak malas dan dapat menabung. Responden tidak ada yang ingin kembali ke kampong halaman sehingga tidak ada pemulangan ke daerah asal. Harapan gelandangan dan pengemis dapat hidup nyaman di Desaku Menanti dengan kejelasan kepemilikan tempat tinggal.Kata Kunci: gelandangan, harapan, implementasi, program desaku menanti. AbstractThe existence of the homeless and beggars in Padang city is related to appeal of the city to get job occupation. The appeal of the city because a lot of jobs and high wages but are not able to accommodate them because of limited education and skills so that they become homeless and beggars. The Government c.q Ministry of Social Affairs launched the Desaku Menanti Program to deal with bums and beggars in urban areas and put forward a comprehensive alignment in social rehabilitation against bums and beggars integrated villagebased.
