This article describes how the organisation and representation of cotton growers in Mali developed from the mid 1970s to the current day, from the setting up of Village Associations through to the privatisation of the cotton industry. The research focused most closely on the relationships between the growers’ organisations and the state-owned cotton company, as well as on the different struggles throughout this period. It can be seen that at the same time as peasant participation was increasing, a ‘cotton elite’ also emerged. Far from reshaping the power structures operating in the cotton sector, this elite appropriated them.

C’est à l’évolution des référentiels politiques de l’aide à domicile que cet article est consacré. La vision politique du secteur et de son évaluation, telle qu’elle apparaît dans les rapports précédant les lois et mesures accentuant la concurrence, percute les pratiques des acteurs, et plus particulièrement des associations.Since the 2000s, the organisations in the home-care sector, which have traditionally been nonprofit, have had to adapt to changes in public policy. The introduction of competition and changes in funding systems have subjected the sector to market forces and profoundly altered the situation for home-care providers. The evolution of policy representations is the focus of this article. The policy vision of home-care and its evaluation, as it appears in the reports preceding the laws and government measures that increased competition in the sector, impacts the practices of actors in the sector, especially the nonprofit organisations.Desde los años 2000, los actores históricos del sector de la ayuda a domicilio, las asociaciones, deben adaptarse a las distintas orientaciones políticas.
