Ecological intensification is a new concept in agriculture that addresses the double challenge of maintaining a level of production sufficient to support needs of human populations and respecting the environment in order to conserve the natural world and human quality of life. This article adapts this concept to fish farming using agroecological principles and the ecosystem services framework. The method was developed from the study of published literature and applications at four study sites chosen for their differences in production intensity: polyculture ponds in France, integrated pig and pond polyculture in Brazil, the culture of striped catfish in Indonesia and a recirculating salmon aquaculture system in France. The study of stakeholders' perceptions of ecosystem services combined with environmental assessment through Life Cycle Assessment and Emergy accounting allowed development of an assessment tool that was used as a basis for co-building evolution scenarios. From this experience, ecological intensification of aquaculture was defined as the use of ecological processes and functions to increase productivity, strengthen ecosystem services and decrease disservices. It is based on aquaecosystem and biodiversity management and the use of local and traditional knowledge. Expected consequences for farming systems consist of greater autonomy, efficiency and better integration into their surrounding territories. Ecological intensification requires territorial governance and helps improve it from a sustainable development perspective.
ABSTRAKPenerapan konsep pembangunan kelautan dan perikanan yang berbasis blue economy (BE) merupakan langkah strategis dalam pelaksanaan pembangunan kelautan dan perikanan. Konsepsi BE bertujuan untuk menciptakan suatu industri yang ramah lingkungan, sehingga bisa tercipta pengelolaan sumberdaya alam yang lestari dan berkelanjutan. Tujuan dari penelitian ini adalah mengevaluasi kondisi terkini dan langkah-langkah strategis pengembangan perikanan budidaya berbasis BE di Indonesia. Penelitian dilaksanakan pada bulan Maret-Oktober 2014. Data dikumpulkan dari lima lokasi yaitu: Provinsi Lampung, Jawa Timur, Bali, Nusa Tenggara Barat, dan Sulawesi Selatan, serta Kabupaten Sumbawa. Pengumpulan data dan informasi dilakukan melalui wawancara dengan menggunakan kuisioner terstruktur yang disusun dengan pendekatan Analytic Hierarchy Process. Analisis Strength Weakness Opportunities Threat (SWOT) dilakukan untuk melihat aspek-aspek yang mempengaruhi pengembangan perikanan budidaya yang berbasis BE. Hasil kajian ini menunjukkan bahwa penerapan BE di bidang perikanan budidaya masih harus diperkaya dengan kerangka kebijakan kelautan dan perikanan, termasuk didalamnya ketersediaan teknologi perikanan budidaya yang prospektif, peningkatan sumberdaya manusia, sosialisasi konsepsi BE, dan penerapan perikanan budidaya yang mampu mengakomodasi prinsip-prinsip BE. Indonesia merupakan negara pengekspor utama benih lobster ke negara-negara produsen lobster di dunia. Penetapan PERMEN KP No. 1 tahun 2015 berimplikasi pada larangan penangkapan lobster ukuran benih di Indonesia. Kajian ini bertujuan untuk menganalisis data dan informasi terkait status pengelolaan sumberdaya benih lobster dan dampak dari peraturan tentang penangkapan lobster, serta potensi pengelolaan sumberdaya benih lobster alam tersebut melalui pengembangan budidaya. Pengumpulan data telah dilakukan pada tahun 2015 melalui survai lapang, focus group disscussion/FGD, dan rapid rural appraisal/RRA. Hasil kajian memperlihatkan bahwa kawasan perairan Pulau Lombok memiliki potensi benih lobster yang sangat besar. Adanya regulasi yang melarang penangkapan benih lobster menyebabkan berbagai dampak sosial-ekonomi terhadap kehidupan masyarakat pesisir Pulau Lombok. Besarnya potensi benih lobster membuka peluang untuk pengembangan aktivitas budidaya pembesaran lobster, sehingga masyarakat mendapatkan mata pencaharian alternatif sebagai pengganti aktivitas menangkap benih. Namun hal ini harus didukung dengan peninjauan dan penyesuaian kembali PERMEN KP No. 1 tahun 2015 terkait larangan penangkapan lobster khususnya ukuran benih, sehingga masyarakat diizinkan untuk menangkap benih lobster untuk kebutuhan budidaya.Indonesia is main exporter of spiny lobster seeds to lobster-producer countries in the world. Establishement of Minister of Marine Affairs and Fisheries Regulation (PERMEN KP No. 1, 2015) had implications on the capture prohibition of lobster seeds in Indonesia. This study was aimed to analyze data and information which relate to management state of lobster seed resources, the impacts of the lobster capture regulation, and the potencies of lobster seeds resource management through aquaculture development. Acquired data are from field survey, focus group disscussion (FGD), rapid rural appraisal (RRA), and secondary data from related institutions. The result showed that Lombok Island waters area had a great potencies of lobster seeds. Prohibition of seeds capture activities through the regulation has caused various socio-economic impacts on coastal communities in Lombok Island. The magnitude of the lobster seeds potencies gives opportunities for lobster aquaculture development, thus people could get an alternative livelihood other than seeds capturing. However, this has to be supported by reconsideration and readjustment of KEPMEN KP No. 1 2015 related to lobster capture in particular for the seed size, so that the seeds capture activities could be allowed for aquaculture need.
Coral reef is an important underwater ecosystem supporting people’s lives in coastal areas. One of the communities depending on the coral reef ecosystem for its food, livelihood, shoreline protection, and recreation needs is a community in Tunda Island. This research aims to analyze and determine the health status of coral reef in the island using a survey method. It was conducted in July 2018 and July 2019. Underwater photography transects were established at two depth areas of ± 3-4 m (shallow water) and ± 10-11 m (reef slope). Analysis of the results of live coral cover was divided into eight categories of groups based on CPCe output series 4.1. The values of coral reef cover at first depth (± 3-4 m) were 64.86% (east side of the island), 55.76% (north toward east side), and 32.22% (west side). The values of coral reef cover at second depth (± 10-11 m) were 36.36%, 25.00%, and 23.63% on the north toward east, east, and central north sides of the island, respectively. In shallow waters of Tunda Island, the coral reef health is classified as moderate to good, mostly those located on the east and the north toward the east sides. At reef slope, the coral reef health is classified as damaged to poor, particularly those located on the south and the south toward the west sides. The difference in the health values implies that most corals occur in shallow waters while deep corals differ from those near the surface and are not safe from impacts of the activities in the coastal area of Tunda Island.
Sumberdaya rumput laut alam yang berlimpah di perairan Indonesia merefleksikan besarnya potensi penyerapan karbon oleh rumput laut untuk mengurangi gas rumah kaca, CO2, yang merupakan salah satu faktor penyebab terjadinya fenomena perubahan iklim. Penelitian ini bertujuan untuk menganalisis potensi serapan karbon oleh rumput laut alam di kawasan pesisir Labuhanbua, Kabupaten Sumbawa, NTB dan Ujung Genteng, Kabupaten Sukabumi, Jawa Barat. Pengumpulan data lapangan berdasarkan titik-titik pengamatan yang disebar pada transek garis yang tegak lurus terhadap garis pantai; meliputi data luas tutupan, jenis, dan kandungan karbon rumput laut alam yang dominan ditemukan pada kedua lokasi penelitian. Hasil penelitian menunjukkan bahwa jenis-jenis rumput laut yang ditemukan di kawasan pantai Ujung Genteng terdiri atas 36 spesies dan di Labuhanbua 28 spesies. Berdasarkan besarnya simpanan karbon dalam bentuk biomassa pada berbagai spesies rumput laut alam di kedua lokasi penelitian, maka Sargassum sp., Padina sp., Dictyota dichotoma, Hydroclathrus clatratus, Gracilaria sp., G. foliifera, G. salicornia, Gelidium sp., dan Turbinaria sp., merupakan spesies potensial yang berperan sebagai media penyimpanan karbon biru, dan semua jenis tersebut dapat dikembangkan melalui aktivitas budidaya.
