This study aims to examine the policy synergy between the Provincial Government of East Java and the Central Government in dealing with Covid-19. The urgency of this study is to explain to what extent policies between the Local Governments and the Central Government are in sync. This research uses legal research methods. Primary data includes statutory regulations, especially the Law on Health quarantine and secondary data such as previous research, expert opinion, and other relevant document data. This study concludes that the East Java Provincial Government and the Central Government have a synergy in dealing with Covid-19 in Indonesia. However, neither the legal products that are produced nor policies that are political in nature do not conflict with one another. ABSTRAKPenelitian ini bertujuan untuk mengkaji sinergitas kebijakan antara Pemerintah Provinsi Jawa Timur dengan Pemerintah Pusat dan dalam menghadapi Covid-19. Urgensi penelitian ini adalah menjelaskan sejauhmana kebijakan antara Pemerintah Pusat dan Pemerintah Daerah sinkron. Penelitian ini menggunakan metode penelitian hukum. Data primer mencakup peraturan perundang-undangan terutama Undang-undang tentang karantina Kesehatan dan data sekunder seperti penelitian terdahulu, pendapat para pakar, dan data dokumen lain yang relevan. Kajian ini menyimpulkan bahwa Pemerintah Provinsi Jawa Timur maupun Pemerintah Pusat memiliki sinergi dalam menangani Covid-19 di Indonesia. Baik produk hukum yang dihasilkan maupun kebijakan yang bersifat politis, tidak bertentangan satu sama lain.
This article is motivated by the State of Indonesia is an archipelagic country consisting of various customs and cultures. This diversity fosters the values of diversity that exist in the community where they should respect the values of diversity. This diversity consists of culture which will givemeaning to cultural diversity. This certainly provides these values of diversity that should emerge and be valued in social life in all aspects of life.Social life is impossible to erase conflict from this world. Both intrapersonal, interpersonal, and inter-group conflicts are constitutive parts of human history. This cannot be resolved only by coercive rules or by the reprisal of violent weapons, but by other more dignified ways of raising awareness among citizens of the importance of coexistence that we can do through peace education. The purpose of writing this article is to provide an overview of the importance of peace education to all Indonesian people both through education levels and education and training outside of education. With the education of diversity peace that occurs in Indonesia, this can be called beauty not as a trigger for intrapersonal, interpersonal, or inter-group conflict. Based on information conveyed through the media, both electronic and mass progress, appreciating diversity illustrates not a few causes of conflict. Conflict is a part of human life that will not disappear from history. Ethnic and racial differences coupled with religious differences are a more powerful cause for division among groups in society.The method used in writing this scientific article is descriptive qualitative and data collection in a literature review that generates ideas about efforts to strengthen Positive Peace that are often overlooked. First, efforts to prevent early social conflict need to be done. Second, conflict mapping can help graphically illustrate conflict which is useful for seeing the overall conflict actors and their relationships. Third, it is necessary to formulate a system of continuous monitoring of the regions and communities, which are prone to conflict.
Penelitian ini bertujuan untuk mendeskripsikan: (1) strategi penanaman karakter disiplin melalui penegakan tata tertib di SMKN 5 Surabaya, dan (2) strategi penanaman karakter disiplin melalui pembelajaran PPKn di SMKN 5 Surabaya. Dalam penelitian ini, penelitian ini mengadopsi teknik kualitatif. Penelitian ini didasarkan pada filosofi pendidikan karakter Thomas Lickona. Penelitian ini berfokus pada penanaman karakter disiplin di SMKN 5 Surabaya melalui penegakan tata tertib dan pembelajaran PPKn. Teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Tahap pertama adalah observasi, wawancara dilakukan untuk menggali informasi terkait strategi penanaman karakter disiplin melalui penegakkan tata tertib dan pembelajaran PPKn dan dokumentasi terkait proses penegakkan tata tertib dan pembelajaran PPKn. Hasil penelitian ini menunjukkan ada beberapa strategi yang digunakan dalam membangun karakter disiplin pada siswanya. Dalam hal penegakan tata tertib yaitu melakukan sosialisasi tentang aturan, sekolah memberikan pernyataan yang menyatakan bahwa orang tua dan siswa menyetujui aturan yang terdapat di sekolah, bekerja sama dengan semua warga sekolah dalam menegakkan aturan, memberikan sanksi bersifat mendidik, mengupayakan akar masalahnya jika ada siswa yang sering melanggar aturan dan mencari jalan keluarnya. Kemudian dalam hal pembelajaran PPKn, guru membuat kontrak pembelajaran, memberikan pengetahuan tentang pentingnya disiplin, bercerita pada siswa tentang sejarah perjuangan, memberikan tauladan, melakukan penilaian dan evaluasi. The President of the Republic of Indonesia has established the status of a health emergency in the Presidential Decree 11 of 2020, as well as stated in Presidential Decree 12 of 2020 that non-natural disasters caused by COVID-19 as a national disaster. The consequence is the birth of the role of the government through legal instruments and actions to control the community, so it is important to build legal awareness. In this case teachers have the authority to form a Learning Implementation Plan (RPP) applied to students, then this legal research aims to know the authority of teachers of Pancasila education and citizenship (PPKn) junior high school (SMP) in drafting RPP to build legal awareness during the covid-19 pandemic. The method used is Statute Approach, which is based on the legislation on the authority of teachers and related to the status of health emergencies and non-natural disasters. The results showed that PPKN teachers have the authority to develop RPP that builds legal awareness for students, especially with regard to the control exercised by the government during the pandemic.
