The purpose of this study was to determine the pattern of socio-economic relations in gold mining in Bombana Regency. This research was carried out in Tahi Ite Village, Rarowatu District, Bombana Regency by using a qualitative approach. The results showed that the pattern of socio-economic relations in gold mining in Tahi Ite Village, Rarowatu Subdistrict, Bombana District intertwined, among others; 1) Government's Social-Economic Relationship with the Community, namely the transfer of management with consideration of income. 2) Government's Socio-Economic Relations with Investors, namely increasing regional own-source revenue (PAD) through profit-sharing/royalty 3) Investor's Social-Economic Relationship with the Community, namely the opening of employment opportunities. 4) Socio-Economic Relations Among Communities, namely land management by way of profit sharing or percent of the land.

Southeast Sulawesi Province has abundant natural resources, especially the mining sector. This is proven by the number of mining business permits in Southeast Sulawesi, but they have not made a positive contribution to the community's economy. The implementation of Corporate Social and Responsibility (CSR) in Southeast Sulawesi is still partial in the form of local and stimulus. That it has not had a long-term impact. This study aims to describe the regional government regulation model of Southeast Sulawesi province in community empowerment and development through the CSR of mining sector companies. This study is a qualitative descriptive analysis and used purposive sampling to select informants at the Energy and Mineral Resources Ministry of Southeast Sulawesi. This study showed the Provincial Government of Southeast Sulawesi make a program framework (Blue Print) which became a mandatory document for implementing community empowerment by mining companies in Southeast Sulawesi. The community development and empowerment program is part of the vision and mission governor of Southeast Sulawesi as listed in the RPJMD 2018-2023. The PPM program aims to develop community life be better. They can be sovereign, safe in fields economy, hardiness food, education, health, environment, politics, have faith and piety.

This article aims to explain the governance of mining permits after the reform of the mining law and the issuance of the law on job creation. The research design used descriptive qualitative. The results of the study found: First, the Ministry of energy and mineral resources is the leading sector in the management of the mining sector at the national level. Meanwhile, at the local government level, the provincial and district/city offices of energy and mineral resources are played. Second, in Central Sulawesi Province mining business permits are issued by the One Stop Service Investment Office. Before the omnibus law, there are at least five stages that are passed in the licensing process, namely the application for a mining business area permit, an application for an exploration mining business permit, an application for a principle permit for the use of national strategic area space, and an application for an Environmental Feasibility Decree and Environmental Permit, as well as an application for a production mining business permit. Third, the issuance of law number 11 of 2020 concerning job creation (omnibus law) reduces the authority of local governments in managing mining permits in Central Sulawesi. In addition, the omnibus law provides convenience in environmental management, where environmental permits are replaced with environmental approvals that are integrated with business permits.
